FIBA Asia Championship: Rising India make Iran work hard for win

BENGALURU/CHANGSHA, 24 September 2015: It was only for one quarter, but what a quarter it was. In their second preliminary round game at the 28th FIBA Asia Championship for Men 2015 underway in Changsha, China, a confident India took on Iran, the reigning Asian Champs. Both teams were coming into this Group A match on the back of solid first game wins over Malaysia and Japan respectively.
The last time the sides faced off was in the 2014 FIBA Asia Cup, India had outscored Iran in the first quarter. Today, India took the fight to Iran in the second, outscoring the 17th ranked side in the world 19-12. The third and fourth quarters too were very closely fought, with Iran barely outscoring India by single digits in each of these ten minute sessions.
Besides the buoyant second quarter scoring, India outperformed Iran in key statistical categories. The side shot a higher percentage from beyond the arc (31.2% as against Iran’s 20.8%), had fewer turnovers and committed fewer fouls.
However, two key factors kept the match in Iran’s favour. The first was their fabulous opening quarter scoring run of 27-11, which forced India to play catch up for the rest of the game. The second was the fouling out of India’s primary centre Amritpal Singh just before halftime. His absence allowed Iran to wrest control of the paint. Five Iran players scored in double digits, with Hassanzadeh leading the pack with 18 points.
“Definitely if Amritpal could have stayed in the second half we would have given them a good fight,” said Amjyot Singh after the game. There is merit in his words, as he along with Amritpal together had combined for 21 of the 30 points in the first half.
The final score line read 88-66 in favour of Iran.

Amjyot Singh’s milestones

Significantly, power forward Amjyot Singh nearly averaged a double double for the second straight game. His 26 points was the highest individual score for either side and the second highest individual score so far in the Championship. He leads all players in total number of points scored (50) and in terms of cumulative statistics after two games (25 points per game, 9.5 rebounds per game, 1.5 blocks per game) ahead of ex-NBA players Andray Blatche (Philippines) and Hamed Ehaddadi (Iran). Singh is also among the top ten players in blocks (6th), rebounds (9th) and all round efficiency (6th).
“I can’t be happy with my performance since we lost. But the positive things was that we played as a team,” said Amjyot, while simultaneously expressing confidence that India will do well in the next game against Japan.
India’s third and final preliminary round game will be against Japan tomorrow, 25thSeptember at 12:00 IST. Having almost certainly qualified to the next round after their opening win against Malaysia, the young Indian side (average age 24 years old) will be expected to treat these games against higher seeded Iran and Japan as crucial exposure opportunities going into the second round that starts on 27thSeptember.
India (Amjyot Singh 26 pts & 9 rbs, Yadwinder Singh 10 pts, Amritpal Singh 10 pts) lost to Iran (Mohammad Hassanzadeh 18 pts, Mahdi Kamrani 13 pts, Mohammadsamad Khahbahrami 12) 66-88 [11-27, 19-12, 18-24, 18-25]

Posted: 16 Sep 2015 02:01 AM PDT
Welding of 12 inch pipeline connecting HFCL Barauni to IOCL Barauni commenced on 15th September 2015 at Barauni, marking the first phase implementation of GAIL (India) Limited’s  Jagdishpur- Haldia Pipeline, the green project of Government of India.
The phase – I of pipeline project consists of laying of trunk pipeline from Phulpur (Allahabad) to Dobhi (Gaya) for a length of 341km and spur pipeline connectivity to Barauni and Patna from Dobhi for a length of 228 km.
This gas network will supply fuel to major industries such as the Barauni Refinery and the Barauni fertilizer plant, which will be revived to its full glory, besides power and steel plants.
The pipeline will also help in setting up of City Gas Networks in major cities of Bihar including capital Patna. Thus, residents can enjoy the convenience of environment friendly piped natural gas (PNG) that directly reaches kitchens through pipelines and the economical compressed natural gas (CNG) for vehicles.
An investment of over Rs. 2300 crore is expected to be made in Bihar on this project.

  • Uttar Pradesh Government Continues Forcible Land Acquisition in Name of Development
  • Release Medha Patkar, Amarnath Bhai and 14 Other Detained Activists Now
  • Withdraw false Charges Against Dr. Chandra Patel and immediately release 42 farmers, including 13 children languishing in jail since September 9
Allahabad / New Delhi : Once again the Uttar Pradesh government has shown its anti people face by curbing free movement, detaining activists, arresting protesting farmers, including children, and levelling false charges, all in the name of development. The wounds of police firing on people protesting against the construction of Kanhar Dam have not healed and yet again UP government has resorted to repression against people protesting destruction of their livelihood. Late last night, Allahadbad police, firstly, denied the police permission to hold a meeting in village Kachri, tehsil Karchana and then later detained 16 activists, trade unionists, left leaders and others since early afternoon at Police Line.
The detained activists include Medha Patkar (NBA-NAPM); Amarnath Bhai of Sarv Seva Sangh; Ramjee Rai, Editor, Janmat; Anshu Malviya, Utpala Shukla, Prema, and Anuradha of Shahri Gareeb Sangharsh Morcha; Harishchandra Ji of CITU; O. D. Singh and K K Pale of Daman Virodhi Manch; Avinash ji of LIC Employees Union; Krishna Swaroop Anandi of Azadi bachao Andolan; Rajesh Sachan of Indian People’s Front; and Vijay Yadav, Satyapal Yadav and Abhishsek Singh. Earlier in the morning, police even refused to let them come out of the University guest house and told them categorically to not proceed to the meeting venue in Kachri village, citing imposition of Sec 144 and fear of violence. Activists and organisers very clearly said the meeting was being organised on occasion of third death anniversary of eminent activist Shri Banwari Lal Sharma and in support of the ongoing struggle in the area.

Background to the ongoing Struggle
For years farmers and farm workers have been protesting against three thermal power plants being constructed within a distance of 20 Kms, near Allahabad. These plants of 1320 MW each Karchana and Bara (Jaypee) and Bara (NTPC and UP Power Corporation) will together impact more than 20 villages and nearly 5000 families. All three projects since beginning have been mired in protests and court cases due to irregularities in land acquisition processes. They have tried to avoid the due process of land acquisition, either by old land acquisition act or the new land act. In 2012, deciding a case filed by the PAFs of Karchana Power Plant, High Court ordered the government to return the forcibly acquired land, give back land, if farmers return the compensation amount, and follow the due procedures for any further land acquisition. Farmers have been demanding the implementation of this High Court order, however, district administration has refused that in complete violation of the order. In fact the authorities have been forcibly seeking consent from the farmers and refusing to implement the land act 2013, which would mean seeking of farmers consent for the project, given that two of these are private power projects to be implement by Jaypee group. In fact, within a distance of 60 Kms near Allahabad and around six power plants cumulatively amounting for 7000+ MW are to be constructed, all geared towards meeting the demands of Dedicated Freight Corridor. However, no comprehensive social or environmental impact assessment has been done till date.

Continued Police Repression
Tehsil karchana has been converted in to a police camp for sometime now. People have been terrorised and brutalised since September 9th when project affected families of the Karchana power plant were beaten up by police and 42 people, including 13 children put behind bars. They have been denied bail are being punished for extending support to the resistance by Meja PAFs to forcible acquisition of their land on September 9. Dr. Raj Bahadur Patel, leader of Punarvas Kisan Kalyan evam Sahayata Samiti has been declared absconding and a gangster and any one providing information will be awarded with Rs 12,000. Many of the farmers have been implicated in false charges and their family members are being targeted and harassed since then.
Not only this, the district administration in complete violation of all laws have acquired more than 3500+ acres of land, as opposed to the 1100 acres which was needed for the Meja power plant. This includes the Gram Sabha land, forest land, and even Bhoodan land, on which nearly 1000+ labourers were working in the stone quarries. They have all been left out of the project affected families count and denied any benefit and compensation.

Uttar Pradesh government shows its autocratic face in name of socialist rule
UP government today stands exposed for its double speak. Nationally they oppose forcible acquisition and any changes to the Land Act 2013 but when it comes to their own state, they bring in police to terrorise and arrest anyone opposing forcible land acquisition. Earlier this year on Ambedkar Divas they opened fire on people protesting against Kanhar Dam in Sonbhadra and now it’s the people of Karchana Tehsil. UP government seems not to learn from its past mistakes and only continue to show its ugly face.
The rule of police and goondas continue unabated in the state and those challenging the state are often at the receiving end of the law, facing false charges, arrests, illegal detention and restriction on their freedom of movement.
We demand that Chief Minister Shri Akhilesh yadav urgently intervene and release all the detained activists in Allahabad and also release the protesting farmers who are languishing in jail for more than ten days on false charges. Action also must be taken against the police officials who used high handed methods and have arrested 12 juveniles and are being kept in prison. Government also must implement the High Court Order and stop all forcible land acquisition in the area immediately.
NAPM condemns the action of UP government and will continue to support the struggle of the project-affected families unless and until government addresses their legitimate demands as per the order of the Allahabad High Court

Dear Friend,
Will Cuba receive the Nobel Prize for its heroic efforts in fighting Ebola in West Africa? Only the Nobel Committee knows for sure but we do think that the nomination itself is vitally important and people in the U.S. and around the world should know about it.
Raising public awareness of Cuba’s stellar work in the field of health care solidarity can only help the growing relationship between it and the U.S. and help end the blockade.
Let’s make the news known far and wide!

Royal Dutch Shell has announced its plans to cease drilling off Alaska “for the foreseeable future”,  partly because of high costs of exploration, and “the challenging and unpredictable federal regulatory environment in offshore Alaska”. Marvin Odum, director of Shell Upstream Americas added, “Shell continues to see important exploration potential in the basin, and the area is likely to ultimately be of strategic importance to Alaska and the US. However, this is a clearly disappointing exploration outcome for this part of the basin.”

FIBA Asia Championship: India seal historic quarterfinals berth
BENGALURU/CHANGSHA, 29 September 2015: For the first time since 2003, India has qualified to the quarterfinals of the 28th FIBA Asia Championship for Men that is underway in Changsha, China.  This will provide solace to the team, which lost to a hot Philippines side, 99-65, earlier this afternoon. Prior to today’;s game against India, Philippines is coming off 4 straight victories and its first ever win against Asian giant Iran yesterday.
Despite the loss, India progressed to the knockouts based on its two wins in the last three games, the biggest over Palestine on Sunday morning.  While both teams finished with the same Group record of 2-3, India won their only head-to-head matchup and will move on to face the Pool F topper, who will be determined by the winner of the China-Qatar matchup later in the evening.
Commenting on the achievement, veteran forward Yadwinder Singh said, “We are ecstatic to have qualified and all the players have put in a lot of effort. Compared to teams in the past, the key difference has been the improved showing of our big men Amjyot Singh and Amritpal Singh.” Both Amjyot and Amritpal are professionals in the Japanese developmental league, and their exposure abroad is showing immediate divided.
India started off strong against Philippines, winning the first quarter 17-16. However, the hot-shooting of Philippines kicked in during the second quarter and it took a 42-36 lead into halftime. In the second half, the tired legs of India couldn’t keep up, as a rested and deep Philippines team took off on large runs. Captain Vishesh Bhriguvanshi led the team with 21 points, including 5-10 outside shooting, while Amritpal Singh matched former-NBA player Andre Blatche blow for blow with 18 points and 13 rebounds.  Star Amjyot Singh had an off-night with 11 points and 5 rebounds.
India (Vishesh Bhriguvanshi 21 pts, 3 rbs & 3 asts; Amritpal Singh 18 pts & 13 rbs; and Amjyot Singh 11 pts & 5 rbs) lost to Philippines (T Romeo 20 pts & 4 asts; A. Blatche 15 pts & 5 stls; and R. DeCampo 13 pts) 65-99 (17-16, 19-26, 14-23, 15-34)

FIBA Asia Championship: India beat Hong Kong and inch closer to historic quarterfinals berth
BENGALURU/CHANGSHA, 28 September 2015: Battling a slow start and an off-night for one of its stars, the Indian senior men’s basketball team fought back, relying on role players to hold off a pesky Hong Kong team, 76-71.  With this win, and following Palestine’s loss to Japan, the South Asian giants are just a step away from progressing to the quarterfinals of the 28th FIBA Asia Championship for Men underway in Changsha, China, after a gap of 12 years.
Yet again, power forward Amjyot Singh was India’;s most efficient performer with 26 points and 12 rebounds, while veteran Yadwinder Singh had a stellar shooting performance off the bench.
Speaking about the game Yadwinder said, “Although we were trailing at the beginning, we were fully confident that we would win.” On his own offensive performance he said, “My focus has always been on defense but I found that our scoring was stuck, so I stepped up my aggression and it paid off.”
In their final second round match tomorrow, India plays Philippines, one of the top Asian sides, at 12:00 pm IST.
India (Amjyot Singh 26 pts, 12 rbs, 4 assts, & 3 blks, Yadwinder Singh 18 pts, 6 rbs, Vishesh Bhriguvanshi 16 pts, 3 rbs, 4 stls, & 6 asts, Amritpal Singh 8 pts & 15 rbs) beat Hong Kong (C Wong, 21 pts & 10 rbs, S. Chan 17 pts & 4 rbs) 76-71 (14-19, 20-20, 19-17, 23-15)

Snapshot of fourth Bi-monthly Monetary Policy Statement, 2015-16

Since the third bi-monthly statement of August 2015, global growth has moderated, especially in emerging market economies (EMEs), global trade has deteriorated further and downside risks to growth have increased. In the United States , industrial production slowed as capital spending in the energy sector was cut back and exports contracted, weighed down by the strength of the US dollar. Consumer spending stayed buoyant, however, amidst steadily improving labour market conditions. In the Euro area, a fragile recovery strengthened, supported by domestic consumption, less slack in the labour market and improving financial conditions engendered by ultra-accommodative monetary policy.

Economic activity in Japan , however, is faltering under the weight of weak private consumption and exports, with both business and consumer confidence subdued. EMEs are caught in a vortex of slowing global trade volumes, depressed commodity prices, weakening currencies and capital outflows, which is accentuating country-specific domestic constraints. China ’s intended rebalancing from investment towards consumption is being hit by the stock market meltdown, slower industrial production and weaker exports. The devaluation of the renminbi on August 11, while mild, has unsettled financial markets across the world. Brazil and Russia are grappling with recession and runaway inflation, while South Africa is facing tightening structural constraints which threaten to tip it into a downturn.

In India , a tentative economic recovery is underway, but is still far from robust. In agriculture, sown area has expanded modestly from a year ago, reflecting the timely and robust onset of the monsoon in June, but the southwest monsoon is currently deficient by 14 per cent – with production-weighted rainfall deficiency at 20 per cent. Nevertheless, the first advance estimates indicate that food grain production is expected to be higher than last year, reflecting actions taken to contain the adverse effects of rain deficiency through timely advisories and regular monitoring of seed and fertiliser availability. Allied farm activities, which are more insulated from the monsoon, remain resilient and could partly offset the effects of adverse weather on crop production. Rural demand, however, remains subdued as reflected in still shrinking tractor and two-wheeler sales.

In the bi-monthly policy statement of August, the Reserve Bank indicated that further monetary policy accommodation will be conditioned by the abating of recent inflationary pressures, the full monsoon outturn, possible Federal Reserve actions and greater transmission of its front-loaded past actions. Since then, inflation has dropped to a nine-month low, as projected. Despite the monsoon deficiency and its uneven spatial and temporal distribution, food inflation pressures have been contained by resolute actions by the government to manage supply. The disinflation has been broad-based and inflation excluding food and fuel has also come off its recent peak in June. The Federal Reserve has postponed policy normalisation. Markets have transmitted the Reserve Bank’s past policy actions via commercial paper and corporate bonds, but banks have done so only to a limited extent. The median base lending rates of banks have fallen by only about 30 basis points despite extremely easy liquidity conditions. This is a fraction of the 75 basis points of the policy rate reduction during January-June, even after a passage of eight months since the first rate action by the Reserve Bank. Bank deposit rates have, however, been reduced significantly, suggesting that further transmission is possible.

Inflation is expected to reach 5.8% in January 2016–Looking forward, inflation is likely to go up from September for a few months as favourable base effects reverse. The outlook for food inflation could improve if the increase in sown area translates into higher production. Moderate increases in minimum support prices should keep cereal inflation muted, while subdued international food price inflation should continue to put downward pressure on the prices of sugar and edible oil, and food inflation more generally. It is important that pro-active supply-side management by the government be in place to head off any food price pressures should they materialise, especially in respect of onion and pulses. The pass-through of the recent depreciation of the rupee will have to be carefully monitored, although benign crude prices should have an offsetting effect. Taking all this into consideration, inflation is expected to reach 5.8% in January 2016, a shade lower than the August projection

Quarterly Projection of CPI inflation (y-o-y) for 2015-16
Source: RBI

Output growth projected for 2015-16 at 7.4%– The modest pick-up in the growth momentum in the first half of 2015-16 benefited from soft commodity prices, disinflation, comfortable liquidity conditions, some de-clogging of stalled projects, and higher capital expenditure by the central government. Underlying economic activity, however, remains weak on account of the sustained decline in exports, rainfall deficiency and weaker than expected momentum in industrial production and investment activity. With global growth and trade slower than initial expectations, a continuing lack of appetite for new investment in the private sector, the constraint imposed by stressed assets on bank lending and waning business confidence, output growth projected for 2015-16 is marked down slightly to 7.4 per cent from 7.6 per cent earlier. Concurrent indicators also suggest that the new GDP series shows higher growth than would the old series, which necessitates recalibrating old measures of potential output and the output gap to the new series.

Quality, Reliability Matter for 24×7 Electricity Access, CEEW’s Energy Access Survey Finds

QUALITY, RELIABILITY MATTER FOR 24×7 ELECTRICITY ACCESS, CEEW’S ENERGY ACCESS SURVEY FINDS

Quality, Reliability Matter for 24×7 Electricity Access, CEEW’s Energy Access Survey Finds
New Delhi (29 September 2015) – Despite 96% of villages electrified, only two-thirds of rural households have a connection and only half of them receive more than twelve hours of power a day, the largest energy access survey in India has found. Minister for Power, Coal and Renewable Energy, Piyush Goyal, today released an independent study by the Council on Energy, Environment and Water (CEEW), in collaboration with Columbia University.
Speaking at the release of the ACCESS study, Minister Piyush Goyal, said, “CEEW’s ACCESS study provides a holistic approach to analyse the deep distress to rural India due to poor electricity access and could be the handbook for all future discussion on this topic. In urban India, we often take electricity for granted without realizing the poor state of electricity access faced by large parts of rural India. Though 96% of villages are electrified, it is crucial to note that this does not equal to electrification of the households. Rural citizens today demand quality electricity to light their homes, use fans, charge mobiles and provide a conducive environment for the education of their children. Ensuring quality 24×7 electricity at affordable prices to backward regions and the poorest of the poor citizens in rural India is the prime focus of my government.”
The Access to Clean Cooking Energy and Electricity – Survey of States (ACCESS) is India’s largest energy access survey, covering more than 8500 households, 714 villages and 51 districts, across Bihar, Jharkhand, Madhya Pradesh, Odisha, Uttar Pradesh and West Bengal.
Key findings on Electricity Access
  • Even though 95.5% villages are electrified, only 68.6% of rural households have electricity connection across the six states
  • Only half therural households receive electricity for more than 12 hours a day. This is as high as 97.5% for West Bengal and as low as 23.5% for Uttar Pradesh
  • Proportion of rural households receiving 4 or more hours of evening supply varies from 93% in West Bengal to more than 70% in Madhya Pradesh and Odisha to less than 30% in Jharkhand, Uttar Pradesh and Bihar.
  • 65% of electrified households face at least one black-out day in a month
  • 64% of electrified households in Bihar use kerosene as primary lighting source
  • For a lifeline consumption of 30 units/month, unmetered households end up paying more than the metered households
  • Even a household electricity connection does not guarantee its use as a primary source of lighting; 46% of households having electricity connection have severe issues in terms of supply quality and duration
  • Significant lag exists between the time when a village was first electrified and when the households got electrified. This varies from a median lag of 25 years for a rural household in Odisha to 15 years for households in Madhya Pradesh and Uttar Pradesh to only two years in Bihar and Jharkhand
  • Nearly a third of the households expressed preference for a micro-grid over regular grid
  • ~78% rural households expressed preference for subsidy on solar lanterns in lieu of subsidy on kerosene

Also Adventure Sports has become hugely popular among youth. We plan to start with Paragliding and take Adventure Sports in India to a new level.”

He added, “The AAI has been supporting hundreds of sportspersons in various disciplines ranging from Badminton to table tennis and chess and much else. Apart from the competitive element there should also be fun elements to attract those who are not tuned to something like Paragliding.”

He added, “The state government has developed world-class infrastructure in and around Bir-Billing by re-doing the take-off and landing sites and ensuring state-of-the-art facilities for the paragliders, officials and spectators,” he said. “This is because we feel that an event like this can be used to promote Tourism and also boost the local economy. When you have such large numbers of foreign visitors and also Indians, the local are going to benefit from this.”

Mr. Rajesh Srivastava, Sr. Vice President of BPA, added, “This is a very attractive sport to watch and follow but it also requires a high degree of planning to ensure safety for all pilots. So, there will be rescue reams in Control Room for back-up and each team has six members and stretcher carriers. Each Rescue Team consists of four Mountaineering Instructors, two trained Marshals, one Paramedic and one policeman. And, each Retrieval Team consists of two trained Marshals, one policeman equipped with radio Set and mobile communication and each Rescue team is equipped with full mountain climb/rescue gear equipment and hard stretchers.”

The top Paragliders from Africa, both from South Africa are also confirmed. They are Andre Rainsford and Chris Noord.

The field also has the 3 from Oceania-Asia Zone. The leader is Japan’s Yoshiki Kuremotowith fellow countryman Yoshiaki Hirakawa right behind him. Iran’s Sohel Barikani is No. 3 in Oceania-Asia.

Klaudia Bulgakow, a well-known name in India, who won the women’s honours in 2013 Pre-World Cup in Bir Billing is back for another taste of Paragliding in India and leads the women’s contingent of about a dozen pilots.

The Indian challenge

Ajay Kumar, one of the most experienced Indian pilots will lead the home challenge. The Indian team will comprise Ajay Kumar, Gurpreet DhindsaJyoti Thakur, Arvind Pal, Prakash Chand, Gautam Nath and Sanjay Kumar. The Indian team includes five pilots who hail from Himachal Pradesh and will therefore have the advantage of knowing local conditions, having trained and practiced in the region.

Structure of the World of Paragliding:
The Paragliding World Cup is one of the elite events in aero sports. Only a handful are scheduled each year, though there are other smaller events. In 2015, only five World Cup events have been held.

The first four were held in Baixu Guandu, Brazil (April); Montalegre, Portugal (July); Disentis, Switzerland (August) and Ager, Spain (August). The last World Cup in the series for the year will be held in Bir-Billing, Himachal Pradesh, India from October 23 to 31, 2015.

The World Cups are followed by an annual Super Cup, which will be held in January, 2016 in Valle de Bravo, Mexico.

How is the competition held?
Over the seven days of competition, a specially designated Task Committee sets a ‘Task’ which the pilots are required to complete. The course decided upon is referred to as the ‘task’ and the task is to fly around the entire course and arrive at the end (the goal) in the fastest time. Points are awarded for various tasks over the period and cumulative points determine the winner.

Billing Paragliding Association
The Billing Paragliding Association has been entrusted with the responsibility of conducting the AAI Paragliding World Cup with the help of the Paragliding World Cup’s apex body based in France. The BPA is affiliated to the Aero Club of India, which in turn is recognized by Federation Aeronatique International (FAI), the world body which was set up in 1905.

Though Paragliding as a sport has been held in the region for some time, the Billing Paragliding Association was formed in 2006 and since then has organised local events and its biggest International was the Pre World Cup in 2013.

The successful conduct of the Pre World Cup enabled India get the World Cup for the first time this year. Each year the Paragliding World Cup Tour has about select five events which form the Paragliding World Tour and that ends with the World Cup Superfinal. In the coming seasons, the BPA hopes to add more National events and also bid for the World Cup Superfinal, which is held worldwide only once a year.

Bir Billing
Bir Billing has been a Paradise for Paragliding and Hang Gliding since 1984, when the first Hang Gliding event was held here. The then Rural Development Minister, Pandit Sant Ram, who helped start the event, set the ball rolling as things began slowly and then gained momentum. Now Bir Billing is world renowned for Paragliding and Adventure Sports.

Bir and Billing are separated by 14 kilometres in Himachal Pradesh. Bir is a Village 14 km to the south of Billing and offers accommodations for tourists and gilders and others. It is also a noted centre for ecotourism, spiritual studies and meditation. Bir is also home to a large Tibetan population and has Buddhist monasteries and a large stupa and the area is also well known for Mcleodganj and Dharamshala.

One of the best ways to reach Kangra (Gaggal Airport) is by flight. There are daily flights to Kangra, which is 40 km away from Bir. Other modes to reach the venue are by road and trains. Palampur is 29 km from Bir and Baijnath is 13 km from Bir. Bir Billing is 499 km from Delhi.

While pilots’ and visitors accommodation is at Bir and the village of Chowgan, where there are hotels besides special luxury tents that will be put up. The take-off for the Pilots will be from Billing, which is 14 km away and is roughly at 2400m, about 1000m above Bir. The pilots are taken from Bir to Billing in a little under 45 minutes and they take-off from Billing, the natural launching pad.

The site, Bir-Billing is almost naturally suited for the sport and makes for spectacular views and provides for pilots an area that offers as much as a 200 km expanse for flying in the mountains for heights of as much as 4,500 metres.

MODI’S BABU PROBLEM: Expectations high from PM but he must fix bureaucratic talent crunch to deliver

I was alerted to the Pew Research Centre’s latest survey findings on India by a remark from MoS finance Jayant Sinha at a recent conference, that the survey report was a great birthday gift for Prime Minister Narendra Modi. It is also well timed coming just in advance of his impending trip to the US.
The survey reveals that 87% of the 2,452 respondents have a positive rating for Modi, up from 78% in December 2013.More remarkably 89% regard him favourably in rural India, 25% higher than Congress. In cities BJP scores a high 84%, 31% higher than its main rival.
With Modi at the helm Indians have shed their dissatisfaction with the government, with 56% now believing that the country is moving in the right direction compared to less than a third in December 2013.
Clearly , the benefit of doubt is still firmly with Modi and people expect him to deliver on his promises for acche din, better governance and higher global recognition for India. People’s expectations from Modi remain sky high.
Pew ratings and sky high expectations are of course welcome. But these also raise the stakes for Modi to deliver on his promises before it is too late. In this context, Sinha’s caution on limited bandwidth for implementing reform measures is well taken. It must also be a cause of concern.
If true, this capacity constraint could convert passionate supporters 73% give Modi ‘very favourable’ ratings in the Pew Survey to disillusioned and disgruntled voters. They would feel let down and be ready to teach a lesson when the next major elections those in UP in 2017 come along.
Given that Indians have just recovered their self-esteem and self-confidence, this eventuality must be prevented.Otherwise cynicism directed at the political
However, bureaucratic capacity must already be stretched especially if, as reports go, there are not too many takers within IAS for deputation as joint secretary to the central government.>If former home secretary Gopal Pillai writing recently for an online portal is to be believed, this lack of enthusiasm in IAS could be due to a noticeable loss of morale. This is a real surprise because the prevailing impression is that bureaucracy has unprecedented power under and support from Modi.It is important to nurture and enhance the bench strength on Raisina Hill especially when the in-house perception is of limited bandwidth. The key issue, therefore, is the quality of in-house
capacity for governance.
Publicly available data from the Union Public Services Commission gives us some idea. Unfortunately , it reveals a rather worrying trend. The competition for getting into the 24 covenanted civil services is as severe as it has ever been. Barely 0.36% of those applying in 2012 were selected as compared to 0.5% in 1997 (phew). I suppose this justifies the superior know all attitude of our covenanted bureaucracy .
Of those who finally made it, only 15.1% were between 21-24 years of age in 2012 compared to 17.4% in 2002. During the late 60s and 70s several of my peers joined the civil service straight after their undergraduate degrees.
This would be unheard of today when as many as 35.8% of those selected in 2012 were older than 28 years. The rise in the share of ‘senior entrants’ is partially because of an increase in the number of professionals, doctors, engineers and management graduates, whose share has more than doubled between 2002 and 2012.
It still remains rather small at 15%, but the trend is clear. Moreover, the share of ‘reserved category candidates’ including other backward castes, who have a higher age eligibility , has also risen from 48% in 2002 to 54% in 2012. Quite creditably , SC and ST candidates’ share has gone up from 19% to 24% between 1998 and 2012.
These senior entrants have limited career options and so could be easily under motivated. The conclusion is inescapable that top students, who would join at an early age, are not as keen as earlier to join the civil services.
The bandwidth for governance has certainly not been improving over time.Given this sobering reality , should Modi not try and attract talent laterally? Time is not on Modi’s side. Inducting and activating new talent takes time and considerable effort especially when this is not exactly welcomed by the ‘system’.
It will be a pity if the prime minister succumbs to his top bureaucrats’ advice that they will manage. Have they not always done so! Only fresh talent and feedback from multiple sources can help Modi keep his promises.
The Modi government would do well to better communicate its successes as also the work in progress. Investment behaviour is all about expectations and these can be turned around through better communications. This is an important task, because substantial negative sentiment is being generated by the consultants agents brokers dalals who have been cut off from the gravy train hitherto flowing down Raisina Hill.

In fact, many signs suggest the world is actually a more peaceful place. What has changed is technology.

The world of Gabriel García Márquez” by Fausto Giaccone
“Twenty-five years ago my job as a photojournalist took me to Colombia for the first time. To find a way for an access route to this country, I returned to Gabriel García Márquez, and I chose “One Hundred Years of Solitude” as a virtual guide. In that book, I found everything. Not only the best contemporary Colombian literature, but also its topography, its history, its traditions and its pain, its light and its shadows. Since then, several photographic assignments for various magazines gave me the opportunity to investigate the close relationship between the Country itself and the literary world of the Colombian Nobel winner. In 2002, after reading “To Live To Tell It”, the volume of the author’s memoirs, that I started to think seriously about the project which led to the book “Macondo, The World of Gabriel García Márquez”. I decided to try to travel through the places of his novels and his life, to let my eyes interpret freely what appeared before me. Giving up the tools I was used to for many years as a photojournalist, the color and 35mm, I went back to a medium format camera with black and white film. I went back to ‘60s gear, but to work without nostalgia in today’s world.” (Fausto Giaccone)

(Jean-Philippe Imert, Dublin City University).Exposición: “India 50/50” by Alejandro Gómez de Tuddo
“India 50/50 is a travel art project comprised of 50 photographs taken over 50 days. “Every time I would feel I had the photograph of the day, I would take the first means of transportation available to whichever destination it would take me. Once arrived, I would start all over again up until the following day.” In so doing, a metaphoric map of contemporary India was generated. This iconographic and spatial journey was constantly at the threshold of the ancestral India we traditionally visualise, and of the newly-born world order continent which we will know. These 50 photographs are about many more journeys. First, we can follow Gomez de Tuddo’s wandering into the space of India. Then we can look at the artistic journey produced by each photograph which brings us into their very own technical trajectory. Finally, we are entering into the journey of the meaning of place. This explains why these photos are about India and not about India, insofar as they transcend the normal boundaries of the everyday by moving the activity of viewing from a transparent relationship of meaning and expression to a level in which meaning seems to be there without the presence of subjectivity.” (Jean-Philippe Imert, Dublin City University).

During her research she discovers a “snuff movie”, a film in which a murder has actually been commited in reality. She discovers that not only has the film been shot on the university’s campus itself, but she uncovers clues that the university’s administrators may be involved in a series of disappearances of students, leading her to the ultimate find: she might be the next victim. A superbly constructed thriller that generates an edge-of-your-seat suspense through the final scene!

The Park’s New Festival, Kamani Auditorium, a las 7:30 p.m.Danza: “Torobaka” por Israel Galván y Akram Khan
Dance: “Torobaka” by Israel Galván & Akram Khan
Akram Khan; Israel Galván; Khan; Galván; the very euphony of their names sets the scene. Dance before it became art. This transition, this intermediary space, this interstice is where they operate. This is not, of course, an ethnic exchange between traditions, an exercise in global dance. It is about creating something from a way of understanding dance – derived, certainly, from dancing kathak and flamenco – that harks back to the origins of voice and of gesture, before they began to produce meaning. Mimesis rather than mimicry. The hunter, lost in the countryside, imitates the gait of the animal he has come to hunt. Words are yet to be defined, guttural sounds which are understood almost as if they were orders, acts of command. Every part of the body is expressive, movements are read, they have a function. Torobaka! Nor is there any need for primitivism. In one of the rehearsals Khan and Galván grappled with Toro-vaca, a Maori-inspired phonetic poem by Tristan Tzara. It was automatic. The bull (toro) and the cow (vaca), sacred animals in the dancers’ two traditions, but united, profaned (in the original sense of the word, to restore things to their common use), in an unconstrained dadaist poem. Israel Galván and Akram Khan. This is what it is about, dancing without compromise and for the audience to go on perceiving it as art. (Pedro G. Romero)

Rendezvous Festival (IIT Delhi), Dogra Hall
Concert: “Music from Al-Andalus. Muslims, Jews and Christians in Medieval Spain” by Eduardo Paniagua & César Carazo
The Middle Ages played a definitive role in the formation of Spain. During this time the Peninsula was home to people practising the three great monotheistic religions – Jews, Moors and Christians. At times they lived together in peace, at others in conflict. The Christian and Hebrew religions settled simultaneously with the first Christian conversions and the Jewish Diaspora, before the 4th Century. The Islamic religion first appeared in the year 711. It was then that the struggle for political hegemony began. Islam was dominant until the 11th Century, and the small Christian Kingdoms of Castile and Leon, Navarre, Aragon and Portugal, only came to the fore in the second half of the 13th Century following the conquest of Valencia, Murcia and nearly all of Andalusia. The Hebrews’ fortune varied, whether they lived on the Muslim side or the Christian side of the border. Integrated initially in Islamic land, the severity of the Almohades in the 12th Century led the Jews to settle with some trepidation on Christian soil with the protection of the Kings. The city of Toledo became the model of cohabitation of the three religions. . A coherent and comprehensive view of music in Medieval Spain must take into account these different peoples who differed so much in their political, religious and philosophical ideas, yet shared an extraordinary amount culturally, which is all the more surprising in the case of the intangible world of music.

Shankar Das & Udayan Mane share the spoils on day one with matching 61s

Jaipur, September 29, 2015: Kolkata’s Shankar Das, the reigning Rolex Rankings champion, and rookie Udayan Mane of Bangalore, began the second half of the 2015 PGTI season with outstanding scores of nine-under-61 to be the joint round one leaders at the PGTI Players Championship at Rambagh Golf Club in Jaipur. Abhijit Singh Chadha of Chandigarh struck an eight-under-62 to occupy third place.

Shankar Das, who so far has just one top-10 from his four starts this season, earned his first birdie thanks to an immaculate tee shot on the fourth. He then played his shot of the day, a low hook from under a tree, to set up a tap-in birdie on the fifth. Shankar’s third birdie on the eighth meant he made the turn at three-under.

Das hit accurate tee shots, all within seven feet, on all three par-3s on the back-nine to collect birdies. His brilliant chipping helped him pocket birdies on the last three par-5s as well. The multiple-event winner on the PGTI thus ended up registering one of his lowest scores ever.

Das said, “This is one of my best rounds ever. I hit all greens except one as my drives and approach shots were on the mark. I didn’t leave myself any long putts. It’s great to start the second half of the season in this fashion.

“The long hours of practice that I put into my driving and iron shots during the mid-season break seems to be bearing fruit. The win at the LP Cup in June has been a huge morale-booster as well even though it was a team event. This course demands accuracy off the tee and that is what I’ll strive for over the next three days.”

Udayan Mane, playing his first season as a professional, was also off to a brilliant start at Rambagh with an error-free 61. The highlights of his round included a tee shot within four feet on the fourth, a terrific recovery from the rough for birdie on the seventh and a 20-feet birdie conversion on the 12th.

“I felt I was a little shaky to begin with but soon came into my own. I hit my short-irons and wedges pretty close today. The couple of tournaments that I played at my home course Eagleton recently, kept me in tournament mode during the mid-season break. I’ve worked a lot on my fitness in the past few months and that has helped me raise my game.

“One needs to drive well here to set up easy approaches and also need to be sharp with the wedges,” said Mane.

The preferred lie rule is in application this week for the par-5 holes. Therefore, Shankar and Udayan’s scores of 61 will not be considered a joint course record along with Sanjay Kumar’s nine-under-61 that he shot at the PGTI Players Championship in 2011.

Abhijit Singh Chadha fired an eagle and six birdies to be third, one off the lead. Chadha made eagle on the par-5 eighth with a 15-feet conversion.

Sri Lanka’s Anura Rohana didn’t get too much time to practice during the mid-season break due to his coaching stint with the Sri Lankan amateur team, but he too gave a good account of himself with a 63 on Tuesday. He set up five birdie putts within four feet in round one and sank a 20-footer for birdie on the fifth.

Chandigarh golfer Ajeetesh Sandhu was in fifth place at six-under-64.

Today a talk by Sanjay Srivastva at NMML again brought the vocational and skill training to its broader outlook.
National Skill development is national programmer but its organisational and its structure is least discussed.
Institution needs to revisit this important vocational training in spite of our repeated explanations for its imperative gradation, to its organisational chart dividing into various chapters of high and low skill, business and service skill, high tech and HR skill but the concern ministry are not able to give it National outlook and treat as general terms for all skills.
Its high time for both business and academic persons with wisdom to make the entire vocational training within preview of private and public institutions.
Nation needs complete paper and holistic study on this subject to update upto level 2015 along with International standards of business and academic study .

The event will be held from October 23 to 31, 2015.

About the AAI Paragliding World Cup

The best paragliders in the world will gather in Bir Billing and show their mettle, as India gears up to host the “AAI Paragliding World Cup 2015”. Preparations are underway on a massive scale in Bir Billing in Himachal Pradesh, where the World Cup would be staged from October 23 – 31 2015. The Billing Paragliding Association formed in 2006 had successfully organised the Pre-World Cup of Paragliding at the same venue in 2013 to test the waters with extremely encouraging results and great response, which paved the way for the World Cup to be brought here.

The BPA is the only organization recognised by Aero Club of India, which in turn is the only body recognised by Fédération Aéronautique Internationale (FAI), the governing world body for air sports, and the Paragliding World Cup Association (PWCA). The FAI was formed in 1905.

As a competitive sport, Paragliding has already featured in some Games like the South-East Asian Games and the Asian Beach Games. Paragliding was also short-listed in the initial list of new events for the 2020 Olympics, but will now be considered for the 2024 Olympic Games.

About Bir Billing

Bir Billing is considered the second best paragliding spot in the world and steps have been taken to develop infrastructure of international standards for the championship. The take-off and landing areas are being completely redone, and state-of-the-art facilities are being built for the paragliders, officials and spectators alike.

“It is just heartbreaking, it is sickening to me to see another massacre. People should not have to be afraid to go to college, like this one, or go to the movie theater, or go to bible study. What is wrong with us that we can’t stand up to the NRA and the gun lobby and the gun manufacturers they represent?
You know, this is not just tragic. We don’t just need to pray for people. We need to act. And we need to build a movement. It’s infuriating. Every time there’s another massacre Republicans and the NRA say, now is not the time to talk about guns. Yes, it is. But more than talk, it is time to act.
But Republicans keep refusing to do anything to protect our communities. They put the NRA ahead of American families. It is wrong and we need to make every politician who sides with them to look into the eyes of parents whose children have been murdered and explain why they listen to the gun lobbyist instead.
Now, I am well aware that this is a political mountain to climb. But you don’t get anything done in this country if you don’t start by calling it out. And we have had too many murders, too many people who should have never gotten guns in the first place taking out whatever their rage, their fury, their mental problems are by killing other people. And I will, as your president, never relent on trying to work on this.” -Hillary today in Florida
