Professor Robin Grimes, Foreign and Commonwealth Office Chief Scientific Adviser, Londonvisited India in August to showcase UK's research and innovation excellence through the Newton-Bhabha Fund and explored potential for the Innovation for Clean Energy (ICE) global R&D initiative. He co-chaired the first Newton-Bhabha Steering Group with Professor VS Ramamurthy, Emeritus Scientist from the National Institute of Advanced Studies and former Secretary to Department of Science & Technology.He also met with the Secretaries of Department of Science & Technology (Prof Ashutosh Sharma), Department of Biotechnology (Dr K VijayRagahavan) and Ministry of Human Resource Development (Mr Vinay Sheel Oberoi) to further strengthen Newton-Bhabha programme and also to develop joint multi-disciplinary research programmes in the social sciences and humanities with the Ministry of Human Resource Development. Read more
British Secretary of State for Business, Innovation and Skills Rt Hon Sajid Javid and Britain's Minister of State for Trade and Investment Lord Francis Maude visited India in early September. Former President of India, Scientist extraordinaire, enthusiastic professor and writer, Dr APJ Abdul Kalam passed away on 27th July 2015 in Shillong, Meghalaya where he was to deliver a lecture at the Indian Institute of Management (IIM), Shillong. Popularly known as the 'People's President', Dr Kalam worked as a Scientist at Defence Research and Development Organisation (DRDO) and Indian Space Research Organisation (ISRO), and Chief Scientific Adviser to the Prime Minister (1992-1999) before joining politics. He served as the 11th President of India from 2002-2007 and later dedicated his life to education, public services and writing. Read more.

On the 25th June, the Indian Prime Minister, Sri Narendra Modi, formally launched its two flagship Missions on urbanization, namely: 100 Smart Cities and Atal Mission for Rejuvenation and Transformation (AMRUT) which covers 500 Tier 2 and 3 cities.  The combined budget for these Missions allocated by the Government of India is 100,000 crore rupees (ca £10 billion).  Central Government funding is expected to leverage additional funding from the private sector and from State Governments.
Implementing these Missions will require research and innovation to develop indigenous solutions for challenges facing Indian cities.  One should not assume that solutions (e.g. for urban mobility) developed for New York or Rome will be suitable for the Indian context.    RCUK India recently held a consultative workshop with the National Institute of Urban Affairs (NIUA) on the RCUK/SIN mapping report on Sustainable Cities and Rapid Urbanisation [report].  This was attended by senior academics from across India as well as policymakers. NIUA is the nodal institution in India co-ordinating pan-Indian research and innovation activity on urbanization.

#4: Tamil Nadu and Haryana girls’ teams remain undefeated

Bhavnagar, Gujarat, 15th September 2015: On the morning of Day 2 at the 32nd Youth National Basketball Championship being held in Bhavnagar, Gujarat, defending champs Tamil Nadu girls remained undefeated with a 56-18 victory against Madhya Pradesh led by Avanthi’s 22 points. Last year’s runners up Kerala girls suffered their second loss of the tournament against last year’s third placed team Karnataka in a close game that ended at 42-37. Snigddha Nair top scored for her team with 17 points. Haryana girls impressed yet again with their second victory, this time against Delhi.
In the boys Level 1 games in the first half of the day, 2014 winners Tamil Nadu remained strong with a 58-47 victory against Chhattisgarh on the basis of a balanced team effort. Runners up of the 2014 tournament, the Kerala boys bounced back with a 55-20 victory against Rajasthan. Punjab continued their winning ways against Maharashtra with a resounding 55-26 victory. Kanwar Gurbaz Singh of Punjab remained consistent, scoring 16 points for his team in this game. The Delhi boys had their first game of the tournament today, in which they faced stiff competition from Madhya Pradesh. Despite a faulty middle period, Delhi outscored Madhya Pradesh in the first and fourth quarters to register a 60-54 victory.
In the second half of Day 2, home team Gujarat girls faced the West Bengal team in front of raucous home support. Former India camper at the U-16 level, Tavleen Kaur Bhandal led from the front for the Gujarat team and top scored with 14 points. But her effort was in vain as West Bengal ran away with the game, thanks to the play of Paramita Ghosh, who scored 28 points.
In the other games, Karnataka boys registered their second victory with a 54-29 victory against Puducherry. Goa girls won their opening game against Bihar, while Andhra Pradesh boys defeated neighbours Telangana.

About 32nd Youth National Basketball Championship

The 32nd Youth National Basketball Championship is being conducted in Bhavnagar, Gujarat from 14th to 20th September 2015 by the Gujarat State Basketball Association in association with the Bhavnagar District Basketball Association and the Youngsters Basketball Club, Bhavnagar under the aegis of the Basketball Federation of India.
The tournament shall see the participation of 43 teams from different states, which includes and 22 teams in the boys’ category and 21 teams in the girls’ category, in the ‘16 and under’ age group. Last year’s Youth National Championship was held in Chandigarh. The winners of the 2014 version were Tamil Nadu, in both the boys’ and girls’ categories, while the first runners up position was secured by the boys’ and girls’ teams from Kerala. The third place winner in the boys’ category last year was the team from Haryana. In the girls’ category, the third place winner last year was Karnataka.
This year’s tournament is being held on two outdoor courts at Maharaja Krishnakumarsinhji Bhavnagar University. KARP Impex Group, involved in the business of diamond polishing, crafting and sale and based out of Surat, Gujarat, is the title sponsor for the event. About Basketball Federation of India

The Basketball Federation of India or BFI is the governing and controlling body of basketball in India, and is responsible for the development and promotion of the sport at all levels. BFI has been involved in conducting camps, clinics, events, and training sessions at its academies for the development of basketball. BFI came into being in 1935 and took complete control over Indian basketball in 1950. Prior to that time, the Indian Olympic Association handled the conduct of Indian basketball championships. Since 1950, the BFI has been conducting various such championships, from the grassroots to senior team participation in international tournaments. GAIL’s Jagdishpur-Haldia Pipeline Project connects Barauni in Bihar

15 September 2015, Barauni; Pipeline welding of 12 inch pipeline connecting HFCL Barauni to IOCL Barauni commenced today at Barauni, marking the first phase implementation of GAIL (India) Limited’s  Jagdishpur- Haldia Pipeline, the green project of Government of India.
The phase –I of pipeline project consists of laying of trunk pipeline from Phulpur (Allahabad) to Dobhi (Gaya) for a length of 341km  and spur pipeline connectivity to Barauni and Patna from Dobhi for a length of 228 km.
This gas network will supply fuel to major industries such as the Barauni Refinery and the Barauni fertilizer plant, which will be revived to its full glory, besides power and steel plants.
The pipeline will also help in setting up of City Gas Networks in major cities of Bihar including capital Patna. Thus, residents can enjoy the convenience of environment friendly piped natural gas (PNG) that directly reaches kitchens through pipelines and the economical compressed natural gas (CNG) for vehicles.
An investment of over Rs. 2300 crore is expected to be made in Bihar on this project

Global Consumption Trends Break New Records
Worldwatch Institute’s Vital Signs exposes latest global peaks of production and consumption, as well as associated impacts
Washington, D.C.—- From coal to cars to coffee, consumption levels are breaking records. According to the Worldwatch Institute’s latest report, Vital Signs, Volume 22: The Trends That Are Shaping Our Future, the acceleration of resource depletion, pollution, and climate change may come with underappreciated social and environmental costs (www.worldwatch.org).
Drawing on a wide range of sources, Vital Signs shows trends related to today’s often record-breaking levels of consumption by providing data and concise analyses of significant global trends in food and agriculture, population and society, and energy and climate.
“Consumers often do not know the full footprint of the products they are buying, such as the embedded water in a t-shirt or steak, the pesticide exposure of cotton farmers, or the local devastation caused by timber companies cutting down forests to produce paper,” says Michael Renner, Vital Signs Project Director.
The 24 trends tracked in Vital Signs illustrate these and other consequences of consumption on a scale never before experienced on Earth. With a global population of over 7 billion and growing, the need to preserve ecosystems is undeniable. Yet, for many products, the growth of consumption is reaching new levels:
  • Global meat production has more than quadrupled in the last half century to over 308 million tons in 2013, bringing with it considerable environmental and health costs due to its large-scale draw on water, feedgrains, antibiotics, and grazing land.
  • Coffee production has doubled since the early 1960s. However, an estimated 25 million coffee growers worldwide are at the mercy of extreme price volatility.
  • For more than 50 years, global plastic production has continued to rise, with 299 million tons of plastics produced in 2013 alone. Recycling rates remain low, however, and the majority of plastics end up in landfills and oceans-polluting ecosystems, entangling wildlife, and blighting communities.
  • The world’s fleet of automobiles now surpasses 1 billion, with each vehicle contributing greenhouse gases and reducing air quality.

Prime Minister Manuel Valls has said France will decide “alone” regarding its targets when conducting airstrikes in Syria to fight Islamic State (IS, formerly ISIS/ISIL) group. In a parliamentary speech, Valls assured France would have“full autonomy of decision and action,” AP reported. The PM also ruled out any intervention on the ground by French soldiers. Chile’s coastline remains under tsunami alert.

Chile’s coastal city of Coquimbo has been hit by waves measuring up to 4.5 meters above normal sea level.
Tsunami waves triggered by a massive 8.3 earthquake have reached Chilean shores, flooding the streets and forcing people to seek shelter on higher ground. Authorities have kept a high alert level in place for most of the coastline.Chile’s national emergency office has suspended tsunami warnings in the Aysen, Los Rios, Los Lagos and Magallanes regions, as well as Isla San Felix and Juan Fernandez islands. However, the rest of the coastline remains under tsunami alert.

#5: Punjab and Haryana boys stay strong; Maharashtra girls impress against Punjab
Bhavnagar, Gujarat, 16th September 2015: The last few games held after 7:30 p.m. on Day 2 of the 32nd Youth National Basketball Championship in Bhavnagar, Gujarat provided some quality basketball action. The Uttarakhand boys faced Himachal Pradesh in their Level 2 game. The evenly matched contest went down to the wire and Uttarakhand pulled off a thrilling victory by 1 point 67-66. Vaibhav Choudhary led the Uttarakhand team in scoring with 28 points. Punjab girls played their first match of the tournament and comfortably defeated Madhya Pradesh 69-45, thanks to the inside play of Rajandeep Kaur and the impressive 3-point shooting of Lovepreet Kaur.
On Day 3, the games in the morning session were packed with strong teams. The Tamil Nadu boys continued their surge with another victory, this time against Delhi. TN captain P. Baladhaneshwar again showed his MVP-calibre with 25 points, leading all scorers. The ease of the victory enabled Tamil Nadu to showcase their bench strength in the game. The other Level 1 boys’ games were also one-sided affairs, as Punjab handily beat last year’s runners up Kerala. Sahil and Kanwar Gurbaz Singh from Punjab had good games for their team with 22 and 18 points respectively. The Haryana boys picked up their second victory of the tournament defeating a comparatively undersized Maharashtra team. Chhattisgarh boys fell to the Uttar Pradesh team that registered a 59-39 victory. The play of the UP boys has been one of the surprises of the tournament so far.
In the Level 1 girls’ games on Day 3 morning, the Maharashtra girls registered their second victory of the tournament against the Punjab team by an impressive 32-point margin. Shruti Vasant Sherigar and Neha Shanu were joint top scorers for Maharashtra with 18 points each. In the other game, Chhattisgarh stuck to their fast paced style of play and picked up a 53-44 victory against last year’s runners up Kerala girls. Chhattisgarh was led by Gulabsha Ali’s 21 points.

Hungarian police Use Water cannon on fencebroker

Hungarian police useded tear gas and water cannon against asylum seekers, who broke through a razor wire fence at the border crossing with Serbia. In the embattled at least 20 police officers and two children have been injured in clashes, local TV reported citing the Hungarian PM’s security adviser.
“So far 20 policemen have been injured and ambulance services have just taken two children (to hospital) who were injured after being thrown over the security fence,” Gyorgy Bakondi told public TV. “We will definitely restore the fence and strengthen the fence, and protect Hungary’s security with all legal means.”Police have been reportedly trying to control the crowd, who were throwing plastic bottles, stones and concrete at them.

Bhavnagar, Gujarat, 16th September 2015: On Day 3 of the 32nd Youth National Basketball Championship being held at Bhavnagar, Gujarat, the games in the morning session were packed with strong teams. The Tamil Nadu boys continued their surge with another victory, this time against Delhi. TN captain P. Baladhaneshwar again showed his MVP-calibre with 25 points, leading all scorers. The ease of the victory enabled Tamil Nadu to showcase their bench strength in the game. The other Level 1 boys’ games were also one-sided affairs, as Punjab handily beat last year’s runners up Kerala. Sahil and Kanwar Gurbaz Singh from Punjab had good games for their team with 22 and 18 points respectively. The Haryana boys picked up their second victory of the tournament defeating a comparatively undersized Maharashtra team. Chhattisgarh boys fell to the Uttar Pradesh team that registered a 59-39 victory. The play of the UP boys has been one of the surprises of the tournament so far.
In the Level 1 girls’ games on Day 3 morning, the Maharashtra girls registered their second victory of the tournament against the Punjab team by an impressive 32-point margin. Shruti Vasant Sherigar and Neha Shanu were joint top scorers for Maharashtra with 18 points each. In the other game, Chhattisgarh stuck to their fast paced style of play and picked up a 53-44 victory against last year’s runners up Kerala girls. Chhattisgarh was led by Gulabsha Ali’s 21 points.
In the second half of the day, the Chhattisgarh girls played another game against Karnataka. Gulabsha Ali top scored for her team yet again with 27 points and Chhattisgarh ended up with a comfortable 47-24 victory. The Chandigarh girls also handily defeated their opponent Rajasthan 36 to 15.
In the boys’ games, Kerala faced Maharashtra in a cracker of a contest. Both teams went back-and-forth and the game saw multiple lead changes. In the end, Kerala held on for a 1-point victory 59 to 58. The Chhattisgarh boys faced neighbours Madhya Pradesh and displayed strong defense in the paint coupled with strong drives to the basket. Led by guard Vinod Rajak, Chhattisgarh bounced back from the morning loss to register a 51-32 victory.

About 32nd Youth National Basketball Championship

The 32nd Youth National Basketball Championship is being conducted in Bhavnagar, Gujarat from 14th to 20th September 2015 by the Gujarat State Basketball Association in association with the Bhavnagar District Basketball Association and the Youngsters Basketball Club, Bhavnagar under the aegis of the Basketball Federation of India.
The tournament shall see the participation of 43 teams from different states, which includes and 22 teams in the boys’ category and 21 teams in the girls’ category, in the ‘16 and under’ age group. Last year’s Youth National Championship was held in Chandigarh. The winners of the 2014 version were Tamil Nadu, in both the boys’ and girls’ categories, while the first runners up position was secured by the boys’ and girls’ teams from Kerala. The third place winner in the boys’ category last year was the team from Haryana. In the girls’ category, the third place winner last year was Karnataka.
This year’s tournament is being held on two outdoor courts at Maharaja Krishnakumarsinhji Bhavnagar University. West Bengal government declassifies 64 files related to Netaji Subhas Chandra Bose.NetajiFiles to be available for public viewing on Monday.
NetajiFiles are thrown open to the public, many more secrets are expected to emerge on Netaji, whose death has been an enduring mystery for decades. Netaji purportedly died in an air crash in at Taihoku in Taiwan on 18 August, 1945.
“The files related to Netaji have been placed in the archives of the Kolkata police museum. There are about 64 file that contain 12,744 pages. The files have been digitised and the original files have been kept in the police museum,” Kolkata Police Commissioner Surajit Kar Purkayastha told the media.

The 21st century is marked by the unprecedented growth of China, which has made significant progress over the last decade in sustaining and broadening its economic development. According to the World Bank, China is the second largest economy and is increasingly playing an important and influential role in the global economy. In fact, China’s leaders have embarked on a conscious strategy to reshape the economy of Asia and the world to their advantage.
Under the leadership of President Xi Jinping, the “One Belt, One Road” is the most far-reaching initiative that China has ever put forward. Through this project, China is planning to alter the region’s economic architecture, patterns of regional trade, investment and infrastructure development. The ambitious project plans to connect China with Europe and Africa by road, rail and sea by a network of transport and industrial corridors. This session, first in the series under “The China Symposia”, will feature experts from diverse fields who will evaluate the opportunities and challenges for India of China’s ‘Silk Road’ economic strategy.

Shyam Saran, 67, is a former Foreign Secretary and has served as the Prime Minister’s Special Envoy for Nuclear Affairs and Climate Change and Chairman of the National Security Advisory Board.  He is currently Chairman of the Research and Information System for Developing Countries. He is a Senior Fellow at the Centre for Policy Research. Saran was awarded the Padma Bhushan, the third highest national award, in January 2011 for his contributions to Civil Service.
He writes and speaks regularly on foreign policy, climate change, energy security and national and international security related issues.
 MR RAVI BHOOTHALINGAM, Founder and Chairman, Manas Advisory and Honorary Fellow, Institute of Chinese Studies (ICS)

Ravi Bhoothalingam is Founder and Chairman of Manas Advisory, a consultancy practice focusing on Leadership Coaching as well as on business and cultural relations with China, Mongolia and Myanmar. He is an Honorary Fellow at the Institute of Chinese Studies, Delhi. He is a B.ScHons in Physics from St. Stephen’s College, Delhi and holds a Masters degree [M.A. Cantab] in Experimental Psychology from Gonville and Caius College, Cambridge University, guided by the renowned Sinologist and scientist Joseph Needham.
He also holds an AMP from Harvard. Ravi Bhoothalingam serves on the Boards of Directors of Dr. Reddy’s Laboratories Ltd, Hyderabad, India and Sona Koyo Steering Systems Ltd, New Delhi, India. Earlier, he held senior positions in industry including as President of Oberoi Hotels and Head of Personnel Worldwide of BAT Industries plc. Ravi has travelled extensively in China and its neighbourhood. He is a member of the 4-country Joint Study Group examining the feasibility of a Bangladesh-China-India-Myanmar (BCIM) Economic Corridor. Ravi is a member of the Confederation of Indian Industry (CII) Core Group on China and sits on the Editorial Boards of China Report and World Affairs. His interests also cover Confucianism, Sino-Indian business and economic ties, and adventure travel in the remote regions of China. He is a Fellow of the Royal Geographical Society, London, and a member of the Court of Governors of the Administrative Staff College of India, Hyderabad, India.

Suhasini Haidar is the Diplomatic Editor of The Hindu, one of India’s oldest and most respected national dailies (www.thehindu.com). Prior to this, Suhasini was Foreign Affairs editor and prime time anchor for India’s leading 24-hr English news channel CNN-IBN (2005-2014), where she presented the signature show “WorldView with Suhasini Haidar”, and Correspondent for CNN International’s New Delhi bureau before that. In 2015, she was the recipient of the most prestigious Indian print journalism ‘Prem Bhatia’ award, and has won a series of awards for her work in Television as well.
Over the course of her 20-year reporting career, Suhasini has covered the most challenging stories & conflicts from the most diverse regions including Pakistan, Sri Lanka, Libya, Lebanon and Syria.  In India, she has covered the foreign affairs beat for over a decade and her domestic assignments include political profiles and in-depth reportage from conflict zones including Kashmir, where she was injured in a bomb blast in 2000. Suhasini Haidar worked with CNN International from 1995-2005, regularly reporting from India, Pakistan, Nepal, Sri Lanka and Bangladesh. She was part of the CNN team that won the Columbia-Dupont Broadcast Journalism Award in 2005 for coverage of the tsunami in India, and worked for CNN.com in New York for a month during its 9/11 coverage. Suhasini began her career in journalism as an intern at CNN’s United Nation’s bureau in New York in 1994, after which she joined CNN New Delhi bureau as a producer in April 1995. Suhasini earned a Bachelor’s degree at Lady Shriram College in Delhi, and then completed her Masters in Broadcast Journalism at Boston University’s College of Communication, USA. He also served on staff of PM Indira Gandhi (1981-82). In addition, Ambassador Rana is a Professor Emeritus, DiploFoundation, Malta and Geneva; Honorary Fellow, Institute of Chinese Studies, Delhi; Archives By-Fellow, Churchill College, Cambridge; Public Policy Scholar, Woodrow Wilson Centre, Washington DC; guest faculty, Diplomatic Academy, Vienna; Commonwealth Adviser, Namibia Foreign Ministry, 2000-01.

SDGs have to prioritise children’s issues, the “My World, My Voice” Report recommends
NEW DELHI, Sept 17: The children of the NINEISMINE campaign launched today the report titled “My World, My voice”, which reflects recommendations of over 1,000 children from across India emphasising the need for prioritising children’s issues in the emerging Sustainable Development Goals (SDGs). The report is an outcome of the UNICEF-supported campaign “Seen and Heard” – a platform for children to express their opinions on their rights and to directly advocate to the policy and decision makers in the country.
Data from the consultations reveals that children are particularly concerned about issues related to water and sanitation (Goal 6), quality education (Goal 4), health and wellbeing (Goal 3) and ending poverty (Goal 1). When discussing quality education, for example, one of the most common suggestions was the need to improve the quality of teaching, especially in government schools and non-formal education. Children with disabilities and those belonging to minorities raised their voices against discrimination and urged on the need of inclusive schools where all children can learn together.
At the event, UNICEF Representative, Louis-Georges Arsenault, acknowledged the process led by the children of NINEISMINE and highlighted the importance of the equity approach in the SDGs. “There is much to celebrate for children in the new goals. Some major steps forward include explicit targets on reducing inequality, ending violence against children and combating child poverty. And there is a clear mandate of ‘leaving no one behind,” Mr. Arsenault said.
For the coordinator of NINEISMINE, Brother Steve Rocha, one of the highlights of the report and the “Seen and Heard” campaign is that children are not just rights holders, but also active citizens that have a say in building their future. “The campaign provided a platform for children to both understand the new goals and influence them. As part of the campaign, children including those displaced by violence and conflict and those belonging to vulnerable communities along with their privileged peers, discerned their future on the basis of their past and present experiences,” Mr. Rocha explained.
Throughout the presentation, the delegation, which includes Malavath Poorna, a 13-year-old tribal girl in Telangana who is also the youngest to have scaled the Mt. Everest, and Swarnalaxmi Ravi, a 16-year-old girl who has a speech and hearing impairment, among others, reminded policy makers that the decision-making processes should be more participatory, keeping in mind the people that they actually impact. The delegation also presented a song to End Poverty, which summarised the 17 goals.
“There cannot be better advocates than children to hold decision makers accountable towards commitments. Children themselves need to be aware of their entitlements to take up responsibility of asking questions, monitoring and reviewing, if they don’t find promises being met. With children’s voices included in decisions related to them, India can deliver the best success stories for the world to witness,” pointed out Caroline den Dulk, Chief Advocacy and Communication, UNICEF.
As part of the campaign, these young advocates have presented these recommendations to the Ministry of External Affairs, Commissioners of Embassies (such as Canada, Afghanistan and the Republic of Ireland), and to a number of activists and experts. As a next step, this delegation will visit New York in the coming week, and seek opportunities to present their recommendations to world leaders attending the 70thUnited Nations General Assembly.

Message of UN Secretary-General Ban Ki-moon

This year’s International Day of Peace comes at a time of deadly violence and destabilizing conflicts around the world. Rather than succumbing to despair, we have a collective responsibility to demand an end to the brutality and impunity that prevail.
I call on all warring parties to lay down their weapons and observe a global ceasefire. To them I say: stop the killings and the destruction, and create space for lasting peace.
Although it may seem hopelessly distant, the dream of peace pulses in the lives of people everywhere.
There is no group more poised to help realize this dream than today’s young people. They are part of the largest generation of youth in history, more aware and connected than any before. I urge all Governments to make greater investments in realizing the potentially massive contributions of the world’s young peacebuilders.
At the same time, we need to mobilize all partners who share the goal of peace. Non-governmental organizations, faith-based groups and corporations all have a role to play in fostering social progress, protecting the environment and creating a more just, stable and peaceful world. The value of this collaboration is our theme for the Day: “Partnerships for Peace — Dignity for All”.
We live at a moment of peril — but this is also an era of great promise. In a matter of days, leaders from across the globe will gather at the United Nations to adopt the 2030 agenda, our 15-year plan to achieve sustainable development. This is fundamental to ushering in a life of dignity for all, where poverty is history and peace is paramount.
On the International Day, as we mark the seventieth anniversary of the United Nations, let us seize the opportunity to achieve the Organization’s founding purpose: to save succeeding generations from the scourge of war.

SECRETARY-GENERAL’S REMARKS AT PRESS CONFERENCE  TO LAUNCH THE 2015 MDG GAP TASK FORCE REPORT

I am very pleased to be with UNDP Administrator Helen Clark, and DESA USG Wu Hongbo.
In 2007, I established an inter-agency Task Force to monitor progress in achieving Millennium Development Goal number 8, the Global Partnership for Development.
Since then, the Task Force has provided the international community with an annual review.
Today, I am pleased to launch the final such document – the 2015 MDG Gap Task Force Report, “Taking Stock of the Global Partnership for Development.”
This report [assesses] achievements and shortcomings across five areas: first, official development assistance; second, market access and trade; third, debt sustainability; fourth, access to essential medicines; and fifth, access to new technologies.
This year’s report has special significance as Member States move towards adoption and implementation of the 2030 Agenda for Sustainable Development.
Despite gains towards a number of targets, major gaps remain in reducing vulnerabilities for developing countries, including least developed countries, land-locked developing countries and small-island developing States.
The MDG Gap Task Force has also shared insights on improving the global partnership for development in the years ahead – in particular through enhanced global monitoring and better coordination of the increasingly diverse and growing number of partnerships.
The transition from the MDGs to the SDGs presents an opportunity to unlock resources for investments in education, health, equitable growth and sustainable production and consumption.
The Third International Conference on Financing for Development in Addis Ababa has put in place a framework that will turn our aspirations into practical steps and strategies. We will also need to establish a strong mechanism to follow up on the commitments reached in Addis Ababa.
I urge partners across the world to embrace the ambition embodied in the new set of goals. I look forward to working together to deliver on the unfinished MDG commitments, tackle inequality and meet the new challenges that have emerged across the three dimensions of sustainable development — economic, social and environmental.
The insights and analysis of the Task Force provide vital support in that effort, and I commend this report to a wide global audience.

Chill bump is an English-speaking, French-made, rap duo from Tours.
Since the group was founded in 2010, Chill Bump has proven to be a collaborative endeavor of an entirely new kind. The alliance between Miscellaneous (MC) and Bankal (Beatmaker) was both unique and powerful from the get-go; enriched by the fusion of their respective English and French speaking heritage. The duo first met in high school shortly after Miscellaneous moved to France from the UK, his native country, and by the time they reunited and started creating tracks together they had each grown solid artistic roots; Bankal made a name for himself as a DJ and beatmaker namely at the IDA and DMC championships, and Miscellaneous had already been a touring musician and songwriter for several years, and had trained extensively in performing arts. Their reunion was bound to be explosive.
Chill Bump has created its own universe; a world of lofty, uncluttered and sometimes abrasive beats over which Miscellaneous verbalizes in his native English. As we track the group’s journey from EP to EP we hear and feel a pattern begin to emerge, the assemblage of countless passions and influences. It was their unique spirit that piqued Wax Tailor and C2C’s attention, allowing the duo to open venues for both artists respectively.

Tamil Nadu started the game well with a strong first quarter, outscoring Haryana 23 to 13. Captain and last year’s MVP P. Baladhaneshwar continued his form into this game, leading from the front for his team. He was ably assisted by teammate G.K. Manikandan on offense. The first half belonged to Tamil Nadu, ending 41-24 in their favour. In the second half, Haryana tried to push for a comeback. Led by Rinku, they managed to cut down the lead to below 15. But in the end, it was too little too late, as Tamil Nadu held on to a 10-point lead to clinch the 72-62 victory and make it to their second final in two years at the Youth National Basketball Championship.

In the other boys’ semi-final, Delhi faced Punjab in a clash of north Indian basketball powerhouses. Delhi came off a close 1-point victory against Kerala in their quarterfinal, while Punjab dominated against Chhattisgarh in their quarterfinal. However, in this game, Delhi was the dominant team. Delhi built a 20-point lead in the first quarter that ended 24 to 4. For the next 3 quarters, it was all about whether Punjab could make a comeback. But they dug themselves too big a hole at the start of the game. Delhi was led by Manik’s 21 points and Hansraj’s 19 points. Punjab’s Abhi Kumar fought valiantly with 22 points, but his effort went in vain. Delhi now will face defending champs Tamil Nadu in the final.

The girls’ third place match was between Maharashtra and Punjab. The Maharashtra girls relied on their India campers Rutuja Pawar, Neha Shahu and Shruti Sherigar to steer them to the victory. Balanced scoring effort from their top players and a strong second half helped Maharashtra clinch the bronze medal at the 32nd Youth National Basketball Championship. For Punjab, Sakshi Sharma was the top scorer with 14 points.

About 32nd Youth National Basketball Championship

The 32nd Youth National Basketball Championship is being conducted in Bhavnagar, Gujarat from 14th to 20th September 2015 by the Gujarat State Basketball Association in association with the Bhavnagar District Basketball Association and the Youngsters Basketball Club, Bhavnagar under the aegis of the Basketball Federation of India.

The tournament shall see the participation of 43 teams from different states, which includes and 22 teams in the boys’ category and 21 teams in the girls’ category, in the ‘16 and under’ age group. Last year’s Youth National Championship was held in Chandigarh. The winners of the 2014 version were Tamil Nadu, in both the boys’ and girls’ categories, while the first runners up position was secured by the boys’ and girls’ teams from Kerala. The third place winner in the boys’ category last year was the team from Haryana. In the girls’ category, the third place winner last year was Karnataka.

This year’s tournament is being held on two outdoor courts at Maharaja Krishnakumarsinhji Bhavnagar University. KARP Impex Group, involved in the business of diamond polishing, crafting and sale and based out of Surat, Gujarat, is the title sponsor for the event. The Basketball Federation of India or BFI is the governing and controlling body of basketball in India, and is responsible for the development and promotion of the sport at all levels. Australian PM unveils new cabinet

Australian PM Malcolm Turnbull on Sunday announced the line-up of his new cabinet almost a week after he toppled former Prime Minister Tony Abbott in a party spill.
“Today I’m announcing a 21st century government and a ministry for the future,” Turnbull told reporters at a press conference in Canberra on Sunday afternoon.
“As you will have gathered, there are some very big changes in the cabinet — there are now five women in the cabinet,” he said.
An increased number, up to five from two, of women being promoted to the inner cabinet has been a shining spot of the new cabinet, showing the new prime minister’s effort to address the criticism of lack of females in the Abbott government.
Apart from Julie Bishop and Sussan Ley keeping their portfolios as foreign minister and minister for health, a number of women holding lower positions in the Abbott government have been promoted, including Marisa Payne, who stands out in the new cabinet to be the first female defense minister in Australian history.
Meanwhile, former Assistant Minister for Immigration and Border Protection Michaelia Cash is promoted as Employment Minister and Minister for Women, and former Parliamentary Secretary to the Treasurer Kelly O’Dwyer is promoted as Small Business Minister and Assistant Treasurer.
Without any surprise, former Social Services Minister Scott Morrison becomes Treasurer, taking the second most important portfolio and will be responsible for managing the country’s economy.
Outgoing Treasurer Joe Hockey is expected to quit parliament. Former Western Australian Treasurer Christian Porter is named Social Services Minister.
Turnbull said the reshuffle is about “renewal” and bringing young blood into the cabinet.
“The introduction of new talent means that…others have to leave. One of the great challenges for any leader is to ensure that there is renewal,” he said.
“That…we are able to bring up new talent, new faces, into leadership positions over time, and that often means, that invariably means in fact, that very capable people have to move on stand aside so that others can come through. And that’s tough, for everybody concerned.”

Greek snap parliamentary elections are in full swing. It’s a neck-and-neck race between the leading political forces – the leftist Syriza and conservative New Democracy parties. Neither promises an end to austerity.
The elections were called by the former Greek Prime Minister Alexis Tsipras, after the country secured a new bailout from international lenders.
He has already cast his ballot in his working class Kypseli neighborhood of Athens.Greek voters started casting their ballots Sunday in the second general elections this year to elect a new government that will implement the latest three year bailout agreed in the summer with international creditors.Polling stations are open early in the morning. About 9.8 million citizens of 18 years and above registered to vote in the 19,457 polling stations nationwide. The number of eligible new voters stands at 108,464.The two frontrunners are former prime minister and leader of the radical-left SYRIZA party Alexis Tsipras, and Evangelos Meimarakis of the conservative New Democracy (ND) party.”Greek citizens with their participation will not allow others to make decisions for them. They will take their future in their hands and seal the transition to a new era,” Tsipras said in a statement to the press after casting his ballot.”They will give a mandate for continuity, stability and progress,” he added, pledging that a new SYRIZA-led administration would continue the battles within Greece and in Europe for people’s rights.”I believe we will have a better future for all Greeks regardless of which party they vote for,” said Meimarakis after casting his ballot.”I hope the result will vindicate Greek people’s sacrifices,” GreekPresident Prokopis Pavlopoulos said after casting his ballot.Leaders of smaller parties such as the anti-bailout Communist Party KKE’s General Secretary Dimitris Koutsoumbas, the leader of the newly formed leftist Popular Union party Panagiotis Lafazanis, and Panos Kammenos, leader of the right-wing Independent Greeks (ANEL) party, also made pleas for a big turnout.The head of the centrist small Potami party Stavros Theodorakis, and Fofi Gennimata, leader of the small PASOK socialist party, which runs with the small Democratic Left party, stressed the need for consensus after the elections.Though both of the front runners and leaders of smaller parties are committed to the implementation of the bailout this time, enthusiasm and passion are lacking.SYRIZA and the ND were almost tied in all opinion surveys conducted over the past months with the leftists gaining a slight lead within the marginal error in the final stretch, according to pollsters.A few hours before the ballots open for the fifth national polls in six years, about 10 percent of voters were still undecided and pollsters expected a high abstention rate of more than 45 percent due to voter fatigue and disappointment.In the past elections in recent years, Greeks headed to the polls to choose between the pro-bailout and pro-euro forces and anti-austerity and anti-bailout parties, with SYRIZA leading the latter.In the Jan. 25 elections, SYRIZA won and formed the first left-led government in Greece’s modern history.After marathon negotiations with lenders and the closure of banks to avoid collapse of the banking system when the second bailout expired in late June, Tsipras made a U-turn and signed the third bailout to avert disorderly default and exit.Following a party rift over the bailout, the 41-year-old premier quit, triggering the snap polls. He asked voters for a second opportunity to rule with a new stable government.SYRIZA tried to woo voters this time by pledging to make the utmost effort to ease the pain of the new round of austerity policies.The ND, on the other hand, offered “stability over inconsistency and risky experiments.”In the past, the dilemmas put forward were more dramatic as SYRIZA was threatening to tear up bailouts and the country’s fate was hanging in balance, political analysts in Athens noted. This time the question is which party will better implement the same plan.Regardless of which party comes first, surveys showed that none of the two frontrunners are close to gaining an absolute majority in the next 300 member strong parliament. Therefore coalition partnerships are required.The preliminary exit polls are expected shortly after the voting ends. The official estimates will be released by the Interior Ministry late Sunday.Nepal approves new constitution amid ongoing protestsA new version of the Nepalese constitution adopted on Sunday continues the transformation from a Hindu monarchy to a secular federal democracy, AFP reports. The act has been accompanied by violent protests in the south of the country. “I announce the presented constitution of Nepal, passed by the Constituent Assembly and authenticated by the chairman of the Constituent Assembly, effective from today, 20 September 2015, before the people of Nepal,” said President Ram Baran Yadav at a ceremony in parliament in the capital Kathmandu.

They poured acid on Chanchal’s face while she slept, scarring her for life. And now her attackers are out on bail and threatening Chanchal again.  I need your help in stopping this.
I am Chanchal’s friend and now they have threatened me too. They want her to stop fighting for justice. Sign my petition asking the authorities to cancel the bail given to her attackers and send them back to jail.
Throwing acid is a non-bailable offence and yet her attackers roam freely in Chanchal’s neighbourhood in Bihar. They taunt her family and even harass them by throwing stones at their house.
Chanchal hasn’t let her scars cripple her and wants to live a full life. She goes alone to college because she wants to complete her education and support her family. But Chanchal is not safe.

Migrant labourers, free from rural bondage, are now bonded to other sources of debt, contracted from the agro-industry or construction sectors. The flows of migration in the brick-making and sugar cane sectors in Tamil Nadu, where bondage coexists with many public welfare schemes, illustrate the persistence and renewal of this phenomenon. The welfare schemes play the role of a safety net, but also contribute to low wages, and impunity on the part of employers. Alliances between capital and the state, through the politicisation of employers, are instrumental in the continuation of all forms of labour exploitation. When workers resist, employers tighten working conditions and start recruiting migrants from North India. And even if these forms of labour management obey a capitalist logic, they are inseparable from the caste hierarchy.Isabelle Guérin is a Senior Research Fellow with the Institute for Research and Development (IRD) and French Institute of Pondicherry. Isabelle has been researching aspects of indebtedness and microcredit among rural communities in Tamil Nadu. She has recently co-edited a book on gender and development studies titled ‘Under Development: Gender’ and is also co-editing a forthcoming volume titled ‘The Crisis of Microcredit’.

Since the economic liberalisation of the early 1990s, India has been, on several occasions and at different forums, feted as a great power. This subject has been discussed in numerous books, but mostly in terms of rapid economic growth and immense potential in the emerging market. There is also a vast collection of literature on India’s ‘soft power’—culture, tourism, frugal engineering, and knowledge economy. However, there has been no serious exploration of the alternative path India can take to achieving great power status—a combination of hard power, geostrategics, and realpolitik.Why India is Not a Great Power (Yet) published by Oxford University Press, delves exclusively into these hard power aspects of India’s rise and the problems associated with them. Bharat Karnad offers an incisive analysis of the deficits in the country’s military capabilities and in the ‘software’ related to hard power—absence of political vision and will, insensitivity to strategic geography, and unimaginative foreign and military policies—and arrives at powerful arguments on why these shortfalls have prevented the country from achieving the great power status.
The book will be released by General VK Singh (Retd), Minister of State for External Affairs. It will be followed by a panel discussion, which will include:

His most recent big initiative was the Credibility Alliance, which works to establish accountability and transparency in Civil Society.

Recently, Mr. Richard Fenning, CEO of Control Risks, interviewed Mr. Amitabh Kant, Secretary of the Department of Industrial Policy and Promotion (DIPP) and the principal architect of ፡ke in India⬠one of the governmentⳠflagship initiatives.
Mr. Kant spoke about the ease of doing business, corruption, legislative gridlock, competitive federalism and the governmentⳠreform agenda. He highlighted the optimism and sense of hope with which the BJP government came to power, and his confidence that the government will bring about the necessary changes to make India more investor friendly.
㉠think a lot of very unique initiatives have been taken on making India a very simple place to do business. We had made ourselves a very complex, very complicated, and very difficult place to do business in. So, I think, the government has put a lot of stress on making India easy and simple.䠳aid Mr. Kant.
On the issue of corruption and black money, Mr. Kant contrasted the anti-corruption approach of the current government to previous Indian administrations. Mr. Kant said, ㄵring the last year I have not come across any incident of corruption top-down as far as the central government is concerned. This government has pushed for transparency by putting everything through a process of open transparent competitive bidding.伯p>

New Delhi, September 23, 2015: Dashrath Manjhi, also known as “Mountain Man”, was a poor labourer in a village near Gaya in Bihar, who carved a path through ahillock using only a hammer and chisel after 22 years of work. Today, Dashrath is not amongst us, but his story lives on. This is just one famous example of sheer courage and determination. However, there are scores of Dashrath Manjhi’s in India who have made a mark for themselves in their villages and mofussil towns. And their stories are yet untold.  

It is people like these that JSPL Foundation — which spearheads the Corporate Social Responsibility (CSR) initiatives of Jindal Steel and Power Limited (JSPL) – wants to highlight and recognize through a unique national initiative titledRashtriya Swayamsiddh Samman that it has instituted from this year onwards.

The Rashtriya Swayamsiddh Samman will felicitate people from the grassroots level for their exemplary Courage, Commitment and Confidence that has enabled them to overcome adversities and create a unique identity of their own, making them a source of inspiration for many in India. They would become Ambassadors of Change who will pan out in other parts of the country to work for the upliftment of the underprivileged and through their experience and hardships guide others to achieve their dreams.

Says Ms Shallu Jindal, President, JSPL Foundation, “The objective of holding theRashtriya Swayamsiddh Samman is to recognize and nurture talent at the grassroots level. Our effort is to bring out stories that have yet been untold. Stories of Courage, Determination and a Will to bring about a change in the society! Rashtriya Swayamsiddh Samman is an effort to salute such people and provide them with a national platform, so that others too can take inspiration from them. By taking the Swayamsiddh Sammannational, JSPL Foundation thus strives to form a human chain.”
The awards will be conferred in 10 categories viz. Women Empowerment, Entrepreneurship (start-ups), Education, Agriculture / Rural Development, Public Service / Social Service, Art and Crafts (Ancient Heritage/Village Crafts), Livelihood / Vocational Skills, Health, Innovation / Technology (related to Science) and Environment.

TEN awards would be conferred upon Individuals and 10 would be given to Organisations. The awardees will be given a certificate and Rs 1 lakh as prize money.

United Nations Global Compact Network India (UNGCN), the Indian arm of United Nations Global Compact (UNGC), will be the Knowledge Partner for the awards and will be responsible for earmarking the parameters and finalising the awardees with the help of four regional juries and one national jury. The call for entries will begin from today and close by October 25, 2015.

The four regional juries will meet in the first week of November this year in Kolkata, Bengaluru, Mumbai and Delhi to shortlist 2-3 names in each category from their respective regions. The shortlisted entries will then be placed before an eminent National Jury at the end of November wherein the awardees will be finalised. The National Jury will comprise noted personalities from different walks of life who have attained great heights in their own right.

Enumerating about the process, Mr. Pooran Chandra Pandey, Executive Director, United Nations Global Compact Network India (UNGCN), says, “The process undertaken to recognise and honour grassroots leaders in identified areas will be a 360 degree, robust, multi-layered and impartial one that will potentially eliminate any form of favour towards anyone through a well-structured evaluation mechanism by 4 regional and one national jury. The Rashtriya Swayamsiddh Sammanharmoniously blends with the mandate of the United Nations Global Compact to recognise leaders and their innovative initiatives on the Ten Universal Principles and broad UN goals including Sustainable Development Goals that would be rolled out this month”.

JSPL Foundation has held such similar Swayamsiddh Samman awards previously in the states of Chhattisgarh, Odisha and Jharkhand in March, May and July, 2015 respectively, states where JSPL has a significant presence. The awardees were shortlisted basis their contribution to particular Corporate Social Responsibility (CSR) initiatives of the JSPL Foundation that they have been a part of, how they have taken it forward and how it has changed their life. Leadership qualities and the ability to work in a team coupled with their strategies for the future were other parameters on which they were identified.

Modi’s spiritual guru Dayanand Saraswati, who died on Wednesday after a prolonged illness, will be buried at his Rishikesh-based ashram on Friday, an official said on Thursday.The ashram official said his followers can pay their last respect to the guru on Thursday.Saraswati was admitted to the Swami Ram Medical College in Dehradun on September 13 after complaints of breathlessness and fluctuation in the blood pressure two days after the Prime Minister met the ailing guru.
PM Modi, knew him for two decades, had spent around 40 minutes with the guru on September 11.PM condoled the death of the spiritual leader calling it a “personal loss”.“Swami Dayananda Saraswati ji’s demise is a personal loss. I pray that his soul attains eternal peace,” the Prime Minister said in a tweet.“My thoughts are with the countless people inspired by Dayananda Saraswati ji. He was a powerhouse of knowledge, spirituality and service,” he added.
Octagenarian  seer was discharged from the hospital on Wednesday morning and shifted to his ashram. The guru’s disciple Sadhvi Brahma Prakashananda said as his health deteriorated further doctors suggested that he be discharged.
Prakashananda said he died around 10.20pm on Wednesday. However, the announcement of guru’s demise was made around midnight.
