Britain, EU exit on March 29

Britain to formally begin Brexit by triggering Article 50 of the EU’s Lisbon Treaty on March 29, officials said on Monday, nine months after Britain voted to leave the European Union.
“We want the negotiations to start promptly,” Prime Minister Theresa May’s spokesman told reporters.
Britain’s envoy to Brussels Tim Barrow “has this morning informed the office of European Council President Donald Tusk of the UK’s intention to invoke Article 50 of the Lisbon Treaty on March 29,” the Brexit ministry said in a statement.
Brexit minister David Davis was quoted as saying in the statement that Britons had approved a “historic decision” to leave the EU in the June 23 referendum.
“Next Wednesday, the government will deliver on that decision and formally start the process by triggering Article 50,” he said.
“We are on the threshold of the most important negotiation for this country for a generation.”
Britain voted by a 52 percent majority to leave the European Union — the first member state ever to do so.
The divorce process under Article 50 gives a two-year framework for negotiations.
May has said she wants to leave the European single market in order to be able to control immigration.
The European Commission is expected to provide an initial answer to Britain’s Article 50 notification within 48 hours but negotiations are not expected to start for several weeks or even months.

KOLKATA CLASSIC GOLF CHAMPIONSHIP RETURNS FOR ITS SECOND EDITION

Kolkata, March 20, 2017: The Kolkata Classic Golf Championship is set to return for its second edition at the historic Royal Calcutta Golf Club (RCGC) from March 21, 2017. The Kolkata Classic, the fourth event of the Professional Golf Tour of India’s (PGTI) 2017 season, carries a prize purse of Rs. 40 lakh. The tournament will be played from March 21 to 24 with the Pro-Am event scheduled for March 25.
Alcove and LIC are the Associate Sponsors of the Kolkata Classic 2017. The Official Partners of the tournament include Flamingos, Halmari, Oak Gallerie and Veeba. Balaji Ads is the Outdoor Media Partner.
The tournament brings together some of India’s leading professionals such as reigning Indian Open champion and local lad SSP Chawrasia, Asian Tour regulars Rashid Khan (2016 PGTI Order of Merit champion), Chikkarangappa, Mukesh Kumar, Chiragh Kumar, as well as winners from the current PGTI season Ajeetesh Sandhu (2017 PGTI Order of Merit leader), Udayan Mane and Honey Baisoya. The foreign challenge will be led by the Sri Lankan trio of Mithun Perera, Anura Rohana and N Thangaraja as well as Australian Kunal Bhasin.
Besides Chawrasia, the field also features other prominent names from Kolkata such as Shankar Das (2014 PGTI Order of Merit champion), former Indian Open champion Feroz Ali Mollah, Divyanshu Bajaj and rookie Viraj Madappa.
This is a 72-hole stroke-play tournament featuring a field of 126 professionals. The cut will be applied after the first 36 holes. The top 50 players and ties will make the halfway cut and continue to play for another 36 holes.
Olympian SSP Chawrasia returns to his home course RCGC fresh from a remarkable second straight Indian Open triumph in Gurgaon two weeks back. The local favourite, who now has four European Tour titles to his credit, said, “I’ve had a great start to the season with victory at the Indian Open. It was a very special week for me as I won the coveted title for the second year running. I’m now delighted to be playing at my home course once again.
“I took a break from golf last week and didn’t practice at all. All my friends here at RCGC who watched me win the Indian Open on TV have been reliving the experience with me over the last week by discussing my performance and congratulating me.
“I’m excited about playing the Kolkata Classic. The tournament will go a long way in further promoting the sport in Kolkata. The field is quite strong this year with the likes of Rashid, Chikka and Chiragh participating. All of them have done well on the Asian Tour in the recent past. One can expect a pulsating contest. The RCGC course looks in great shape as always and one will require a good all round game to perform well here.”

The venue for the tournament, the world-renowned Royal Calcutta Golf Club (RCGC), is steeped in history, being the oldest golf club outside of the British Isles, having been established in 1829. The 7237-yard course favours long hitters and inaccurate shots are punished severely. The large number of water hazards makes this course a real challenge to master.

The Disappearing Hotels of Wales



Mumbai, 21st March, 2017 – Two hundred fortunate visitors will get a chance to book themselves in hotels which will vanish gradually. These boutique hotels will emerge at three spectacular secret locations across Wales. This unique concept is a part of Welsh Tourism Planner as a part of Welsh 2017 “Year of Legends”.

The concept is a perfect blend of luxury and adventure, where eight bespoke cabins pop-up in unheard of places; in a mystical and epic land of entailing tales which is called Wales. Only a select few will be able to access these privilege sites. The guests will be treated to exclusive Welsh experiences during their stay inspired by their location, ranging from fishing, to beer tasting, to Welsh cuisine prepared by top chefs of the region.

The cabins are specially designed for the project by the most sought after designers of Wales namely, Timber Design Wales & Newcastle Emlyn’s Rural Office for Architecture Ltd. The designs of each cabin are completely unique and speak of the famous legends and rich heritage of Wales.

The themes of these boutiques are meant to resemble various icons of the Welsh history owing, to its different eras. ‘Black hat’ cabin is designed in the fashion of a traditional hat worn by Welsh women. ‘Arthur’s cave’ is yet another theme of this project, probed by the legend of King Arthur and a cave where he and his knights slept while travelling. ‘Miner’s hut’ pays tribute to the revolutionary industrial era of Wales. The ‘Skyhut’ is another such cabin being designed especially for star gazing that does justice to the ‘International Dark Sky’ area of Wales. Some of the other design themes for this project are ‘slate cabin’, ‘cabin in the woods’,’ little dragon’ and ‘dragon’s eye’. The project is a part of Epic Retreats in partnership with Best of Wales, Cambria Tours and George + Tomos Architects partly supported by the Welsh Government’s Tourism Product Innovation Fund.

The Embassy of France in India is pleased to announce the launch of France Alumni network in western India. France Alumni is a multilingual online platform that connects professionals who have completed a part of or all their higher studies in the French education system.
An initiative of the Ministry of Foreign Affairs and International Development, France Alumni was unveiled in Paris by Campus France in November 2014. France Alumni India was first launched in September 2016 by French Ambassador H.E. Alexandre Ziegler in Delhi, while Mr Jean-Marc Ayrault, Minister of Foreign Affairs and International Development, launched the South India section in Bengaluru in January 2017.

France Alumni is an initiative of Campus France, which operates under Institut français India, the cultural service of the Embassy of France in India.
Visa facilitation is one of the services extended to France Alumni.
France has eased visa issuance for Indian students, alumni and academics:
  • Simplified visa procedure: Through its Campus France offices, the Embassy of France in India has simplified visa procedures for Indian students wishing to study in France. Also, visa applications by Indian faculties and officials are now processed as a matter of priority.
  • Work visa for students: This measure, introduced in May 2012, enables students graduating from French business and engineering schools to extend their stay and acquire work experience in France.
  • Grant of long-term visas: Since July 2013, Indian alumni with Master’s or higher level degrees from French higher education institutions are being granted tourist or business visas with a long validity period.

Ubisoft: French gaming giant Ubisoft, in partnership with Alliance Française de Bangalore officially launched the Ubisoft Gaming Lounge in 2016 at AF Bangalore. A first-of-its-kind space in India dedicated exclusively to Ubisoft video-games, the Ubisoft Gaming Lounge consists of a cozy area of 27 sq. mts. attached to the AF Bangalore library, equipped with a large TV screen and a Playstation 4. New Development Bank through Peoples’ Lens

INVITATION
The New Development Bank (NDB), popularly known as the BRICS Bank, was set up by the BRICS Countries (Brazil, Russia, India, China and South Africa) along with a Contingent Reserve Arrangement (CRA) based on the agreement in BRICS summit in Brazil 2014. The purpose of the Bank is to mobilize resources for infrastructure and sustainable development projects in BRICS, other emerging economies and developing countries while CRA proposes to provide short-term liquidity support to the members through currency swaps to help mitigate any future crisis.
The NDB is seen as a response to the slow pace of quota and governance reforms of the traditional Multilateral Development Banks (MDBs) to that of one which reflects the current Global and social realities. The purpose of the NDB is to mobilise resources for the targeted increase in infrastructure and sustainable development projects in BRICS and other developing countries, and to supplement the existing efforts of multilateral and regional financial institutions for economic growth and development. The NDB has an initial authorized capital of USD 100 billion and initial subscribed capital of USD 50 billion of which USD 10 billion will be paid-in capital. The initial subscribed capital is equally distributed amongst the founding members. 
The Bank, which is headquartered at Shanghai, China, entered its formal business cycle in 2015 with KV Kamath from India as its first president. In 2016, the Board of Directors of the Bank approved seven investment projects in all member countries for a total of over USD 1.5 billion. All projects are coherent with the Bank’s mandate of supporting infrastructure projects, with more than 75% of projects dedicated to sustainable infrastructure, mainly renewable energy generation. The approved projects will support the creation of about 1500 MW of renewable energy capacity and are estimated to result in the reduction of greenhouse gas emissions by over 4 million tons per year. The NDB decided to provide $300 million to Brazil, $81 million to China, $250 million to India and $180 million to South Africa. Recently, Kamath announced that the Bank would double its lending every year over the next 2-3 years to leverage its USD 10 billion capital in first 6-7 years.
However, the Bank is shrouded under a veil of secrecy. The website of the Bank lacks information about its activities to the extent that more than official records, one has to rely on secondary and tertiary sources of information. Not that such information isn’t forthcoming officially, it is the nature of
unproven, untested environmental and social safeguards that is the point of contentious concern for the communities who might adversely impacted by the projects financed by the Bank in their backyards.
Unlike the World Bank and the Asian Development Bank, which somewhat robust safeguards to be followed and grievance redress mechanisms (not discounting sometimes questionable efficacies though), the NDB is yet to draft any such operational guidelines and redressal. Although speculative at large, such an absence could be well off the mark in meeting established benchmarks. Due to the lack of such mechanisms, communities may face threats of displacement, evictions, ecological destruction, loss of livelihoods, and severe curtailment of basic rights to life. These issues have recurred for decades due to projects funded by other multilateral development banks. Moreover, as a co-financier with other development institutions, the intensity of NDB’s seriousness on the objectives of promoting transparency, accountability and probity stands questioned. 
Furthermore, the NDB intends to be “fast, flexible and efficient”, without sacrificing quality. The Bank will use various financial instruments to ‘efficiently’ meet the demands of member states and clients. This is where things could get a little murkier, as NDB too has agendas of economic development dominating social and political developments, and the possibilities of statistical number jugglery to establish the supremacy of the ‘gross economic development’ sometimes trampling on human rights and environmental concerns. Consequently, the economic measures taken on many occasions forgo the human capital in a relentless pursuit of development agenda.
The NDB is having its Second Annual Meeting in New Delhi from March 31-April 2, 2017. The meeting is expected to discuss the strategy plan for the Bank. The functioning of the Bank so far has been highly opaque with no civil society consultations or inviting comments on their policies.  The minimal disclosure of its investments and documents has raised serious questions on its transparency and accountability intentions .  
The annual meeting becomes the most opportune time to ask questions that have long been considered difficult to answer by the multilateral development banks. It is also an appropriate time to generate awareness about how the NDB could likely put issues concerning the marginalized on the backburner in its accelerated economic means without justifying the ends. Whatever be the underlying philosophy of development finance, questions of sustainability from both social and ecological perspective should always be decided along with genuinely informed peoples’ participation. This is possible only when the information is transparently disseminated and there are measures for qualifying accountability rather than quantifying it.
It is with this intent, “New Development Bank through Peoples’ Lens”, a day-long convention is planned in New Delhi on the 30th of March 2017. The convention would look at various trends in development finance, mechanisms to monitor trade and finance in BRICS, and what is at stake with the emergence of these new players.

 21st March 2017, New Delhi: Bad Bulls Sports Club organized the first edition of Corporate Baseball League 2017 in India held at Embassy of United States, in the presence of was Mr. Richard Verma, Former-US Ambassador. The league was recognized by American Embassy Baseball & Softball Community and supported by GENES, T-10 Sports & BG Films. Employees from HCL Technologies won the league against Ernst & Young.

AUSTRIA: INDIA BAGS 18 MEDALS

India’s special athletes continue to make India proud by winning 18 medals so far in the ongoing 2017 Olympics World Winter Games in Austria. The medal tally includes six gold, four silver and eight bronze. The team of 89 differently-abled sports persons of the Special Olympics Bharat (SOB) is participating in the competition. Over 2,600 athletes from 105 nations are taking part in the event.
India’s gold came on the third day, yesterday from six special athletes for ‘Alpine skiing’ and ‘snowboarding’. Shamsher Singh won a silver for the country on the first day. 24 year old Singh bagged a silver medal at snow shoeing- form of hiking in the snow with special foot wear-100m race on Sunday. 16-year old Jyoti Bala grabbed bronze medal for the same sport on Monday.

Prime Minister Mark Rutte’s comfortable victory over far-right firebrand Geert Wilders was officially confirmed by the Dutch Electoral Council on Tuesday.
Rutte’s Party for Freedom and Democracy, the VVD, won 33 seats in the national parliament out of a total of 150.
Dutch Electoral Council has announced the official results of the parliamentary elections, which turned out to be very close to the preliminary polling predictions and confirmed the victory of the Netherlands’ ruling People’s Party for Freedom and Democracy (VVD).
The VVD, the party of Dutch Prime Minister Mark Rutte, secured an electoral victory by gaining 33 seats in the Dutch parliament’s lower house out of 150 and becoming the largest parliamentary faction, according to the data presented by the Dutch Electoral Council.
Wilders’ Freedom Party, the PVV, won 20 seats, one more than the mainstream Christian Democratic Appeal (CDA) and Democrats 66 (D66) parties  Wilder’s calling for Islamic schools to be closed and the Quran and burqa to be banned. PVDA (Labor) party, which had previously been in government with Rutte’s VVD, plunged from 38 seats to nine.
Dutch Electoral Council, the turnout in these parliamentary elections, which were held on March 15 amid an escalating spat with Turkey, was 81.9 percent – the highest since 1986. A total of 13 parties are represented in the parliament – the highest number since 1972.
Wilders conceded defeat to Rutte late on March 15, soon after the preliminary voting results were announced, and said he would like to be invited to coalition negotiations. The formal negotiations about a government coalition are expected to start after the new parliament convenes on March 23.

Chawrasia makes a steady start

Kolkata, March 21, 2017: Established names and former PGTI Order of Merit champions Chikkarangappa and Chiragh Kumar called the shots in round one of the Kolkata Classic 2017 with matching scores of four-under-68 at the Royal Calcutta Golf Club (RCGC).
While Bengaluru-based Chikka regained his putting form on Tuesday, Delhi’s Chiragh Kumar continued to impress following a creditable top-25 at the recently concluded Indian Open.
The Mhow-based duo of Mukesh Kumar and Om Prakash Chouhan, Chandigarh’s Feroz Singh Garewal and Delhi’s Ikramuddin Shah were bunched together in tied third at three-under-69.
The tournament’s star attraction, SSP Chawrasia of Kolkata, returning to his home course after his second consecutive Indian Open win, made a steady start with a one-under-71 to lie tied 18th.
Chikkarangappa, the 2015 PGTI Order of Merit champion, reaped the rewards of going back to the putter that was part of his golfing arsenal for 11 years and contributed to his tremendous success at the junior, amateur and professional levels. The brief spell in between when the two-time Asian Development Tour (ADT) winner tried out several different putters hadn’t been very fruitful.
Chikka started the week in style with three birdies on the first four holes but then had a torrid time from the fifth to the eighth, dropping four consecutive bogeys as a result of some erratic hitting.
After being level-par through 14 holes, the 23-year-old produced a final flourish which began with a 75-feet eagle conversion on the 15th. He signed off with two more long birdie conversions on the 17th and 18th.
“I think I’ve putted so well after almost a year. I missed some short ones on the front-nine but it was a different story on the back-nine where I kept draining it from long range,” said Chikka, who mixed an eagle and seven birdies with five bogeys.
He added, “I was trying out new things and kept changing my putter over the last one year. But that didn’t help. So, two weeks back, during the Indian Open, I went back to the putter that won me most of my titles since the junior level.
“Now, I feel much more confident on the greens. As the putter is perfectly in sync with my routine, I don’t think too much and just make my stroke. This thing was missing in my game over the last one year.
“I’m now looking to post a top finish here at the RCGC, the venue where I won the PGTI year-ending championship in 2015. That would also help me get my Asian Tour season back on track since I missed cut in four consecutive events on the tour before the Indian Open.”
Chiragh Kumar, fresh from an impressive tied 22nd finish at the Indian Open, continued the good work with a solid start to the Kolkata Classic week. Chiragh, one-over through the front-nine, kick-started his round with a 45-feet birdie conversion on the 10th. From there on, he went on to add an eagle and three birdies at the cost of just one bogey.
Chiragh, the 2012 PGTI Order of Merit champion, said, “My second shot from over 200 yards that landed within five feet and resulted in an eagle on the 15th was the highlight of the day.
“I’ve enjoyed a good start to the Asian Tour season with a top-5 in Bangladesh and another decent result at the Indian Open. I’m playing well and have been consistent of late. Hitting and putting, it all came together today,” added Chiragh, a tournament winner on the Asian Tour.
SSP Chawrasia sank three birdies against two bogeys on day one to occupy tied 18th place at one-under-71.
Chawrasia said, “An under-par round here at RCGC is always a good start. There’s a lot of golf yet to be played this week and being three off the lead in round one is not too bad.
“I feel the one week break from golf after the Indian Open has done me a lot of good. It was necessary for me to recharge my battery, so that I could get rid of the physical and mental fatigue after such a demanding week at the DLF Golf & Country Club. I feel, I’m now back in the competitive zone.”
Kolkata-based rookie Viraj Madappa, playing his first professional event in his home town, shot a 79 to be placed tied 101st.

New Delhi, 22 March 2017 –Some 600 million children – or 1 in 4 children worldwide – will be living in areas with extremely limited water resources by 2040, according to a UNICEF report released on World Water Day.
The report, Thirsting for a Future: Water and children in a changing climate, looks at the  threats to children’s lives and wellbeing caused by depleted sources of safe water and the ways climate change will intensify these risks in coming years.
“Water is elemental; without it, nothing can grow. But around the world, millions of children lack access to safe water — endangering their lives, undermining their health, and jeopardizing their futures. This crisis will only grow unless we take collective action now,” said UNICEF Executive Director Anthony Lake.
According to the report, 36 countries are currently facing extremely high levels of water stress, which occurs when demand for water far exceeds the renewable supply available. Warmer temperatures, rising sea levels, increased floods, droughts and melting ice affect the quality and availability of water as well as sanitation systems.
Population growth, increased water consumption, and higher demand for water largely due to industrialization and urbanization are draining water resources worldwide. Conflicts in many parts of the world also threaten children’s access to safe water. In India, around two thirds of the rural districts are affected by extreme water depletion: the water table in these districts has decreased by four meters in the past 20 years[1].
All of these factors force children to use unsafe water, which exposes them to potentially deadly diseases like cholera and diarrhoea. Many children in drought-affected areas, particularly girls, spend hours every day collecting water, missing out on a chance to go to school. Girls are especially vulnerable during these times.
The poorest and most vulnerable children will be most impacted by an increase in water stress, the report says, as millions of them already live in areas with low access to safe water and sanitation.
The report also notes that:
  • Up to 663 million people globally do not have access to adequate water sources and  946 million people practice open defecation.
  • Globally, women and girls spend 200 million hours collecting water every day.
The impact of climate change on water sources is not inevitable, UNICEF says. The report concludes with a series of recommendations that can help curb the impact of climate change on the lives of children. Such measures include:
  • Governments need to plan for changes in water availability and demand in the coming years; Above all, it means prioritizing the most vulnerable children’s access to safe water above other water needs to maximize social and health outcomes.
  • Climate risks should be integrated into all water and sanitation-related policies and services, and investments should to target high-risk populations.
  • Businesses need to work with communities to prevent contamination and depletion of safe water sources.
  • Communities themselves should explore ways to diversify water sources and to increase their capacity to store water safely.
“In a changing climate, we must change the way we work to reach those who are most vulnerable. One of the most effective ways we can do that is safeguarding their access to safe water,” Lake said.

Kolkata, March 22, 2017: The seasoned Mukesh Kumar grabbed the halfway lead at the Kolkata Classic 2017 courtesy his second round of four-under-68. The man from Mhow was ahead by one at the Royal Calcutta Golf Club (RCGC) as his total read seven-under-137.
Delhi’s Shamim Khan also fired a second round score of 68 to occupy second place at six-under-138. His was the only bogey-free round of the day.
Pre-tournament favourite SSP Chawrasia of Kolkata brought in a card of 70 to end the day in tied fourth at three-under-141.
The cut fell at five-over-149. Fifty-four professionals made the cut.
Mukesh Kumar (69-68) moved up two spots from overnight tied third to first as a result of his determined second round effort which saw him fire five birdies at the expense of just one bogey.
The 51-year-old Mukesh, the winner of a record 18 titles on the PGTI who finally registered his first international win last year in Delhi, began his ascent to the top with a 25-feet birdie conversion on the fourth on Wednesday.
Mukesh’s birdie on the eighth was negated by a bogey on the 10th but the oldest winner on the Asian Tour came roaring back with a trail of birdies on the 14th, 15th and 16th. He was in troubled waters on the 15th and 16th but made excellent recoveries to extract birdies on both holes.
Mukesh said, “I have two victories at the RCGC, but it’s been a while since I last won here, definitely over a decade. So I’m eager to perform well this time. I was quite pleased with the way I recovered on a couple of holes today. I was in the bunker on the 15th and in the rough on the 16th, but managed birdies on both occasions.
“I’m well placed to consolidate from here on but the experienced Shamim, Chikka and Chawrasia are likely to give me tough competition over the next two days.
“I’m now focusing on sharpening my game further ahead of the Asian Tour event in Japan next month. The conditions will be totally different in Japan so I’m planning my preparation accordingly. The emphasis is on the approach shots and putting.”
Shamim Khan (70-68) climbed from overnight tied seventh to second place after delivering the only bogey-free round of the day. Shamim sank three birdies from a range of 12 to 30 feet on Wednesday.
“My driving has been off but despite that I’ve dropped just one bogey in the tournament so far. My short-game has kept me in contention. I matched the course record of 63 in the year-ending tournament held at the RCGC last year. That is a positive memory that I’ve carried into this event,” said Shamim.
While overnight joint leader Chikkarangappa of Bengaluru slipped to third at five-under-139 after shooting a 71 on day two, local favourite SSP Chawrasia made major gains with a 70 that took him from overnight tied 18th to tied fourth at three-under-141.
Chandigarh’s Sujjan Singh (71) and Sri Lankan N Thangaraja (71) joined Chawrasia in tied fourth.
Chiragh Kumar, the round one joint leader, slipped to tied 14th at even-par-144 after his second round of 76.
Delhi’s Rashid Khan and PGTI Order of Merit leader Ajeetesh Sandhu of Chandigarh were in tied 31st place at three-over-147.
Kolkata-based rookie Viraj Madappa (eight-over-152) missed the cut.

 Delhi Medical Association call Delhi Medical Band to protest against the Assault on Doctors in  Maharashtra  at Dhule.

DMA is seriously concerned about frequent episodes of assault on doctors in various government and private hospitals in all over India. In the last few days many medical establishments and doctors have witnessed violence and damage to their properties by the attendants of the patients.

Dr. Rakesh Kr. Gupta, President informed that 6 assaults on resident doctors have taken place in a matter of week. While the assault reported from Dhule had left the doctor blind in one eye, a total of 6 more incidents have been highlighted from hospitals in Nashik, Sion ( Mumbai), Aurangabad and latest being Wadia Hospital ( parel). The doctors since then have called for a mass leave to oppose the growing instances of violence in the other part of the country. Dr. Gupta told that mind set of all stake holders should be changed about doctors. The public should respect doctors for the work they have done in serving society.

Dr. Ashwani Goyal, Hony. State Secretary said that doctors are the integral part society. The incidence of assault on doctors is rising day by day. These instances are occurring both in government as well as Private institutions. In the grab of expressing dissatisfaction regarding the medical services, patients and or relatives resort to taking law into their own hands and indulge in assault, rampage and vandalism.

Dr. Vijay Kr. Malhotra, incoming president DMA said that there is a Act namely The Delhi Medicare Service Personnel and Medicare Service Institutions (Prevention of Violence and Damage to Property) Act 2008, passed by the Legislative Assembly of the National Capital Territory of Delhi.  The act was duly notified in Delhi to prevent such incidences and it has provisions of non-bailable offences for such miscreants, Even though the police is not taking any action against the culprits.

While addressing the press conference Dr. Rakesh Gupta said that tomorrow DMA calls for the Delhi Medical Band for OPD SERVICES only. Services for Indoor patients and Emergencies will however not be affectedHe requested to all that wear black badges to protest against assault on doctor. On behalf of Delhi Medical Association he further demands from the government to –

1.     Central Act against Violence on Doctors
2.     Complete security at all hospitals.

In this sharing and experiential session, Maya Dance Theatre shows how creative movements can be used to improve functional abilities, especially for persons with disabilities and the elderly. Kavitha Krishnan, Artistic Director of Maya Dance Theatre, a contemporary dance company, shares insights on how using these creative movements helped the children from Down Syndrome Association Singapore, the elderly and also the children with disabilities from Rainbow Room, Thailand.

ATTACK NEAR BRITISH PARLIAMENT IN LONDON

The terror attack in Westminster London with car run by a person creating loss of life and injuring scores of people created chaos in London Parliament and across the globe as the news of attack flared the global media.
Five people have been killed and about 40 injured in a terror attack in Westminster London-near the British Parliament in London. Metropolitan Police Assistant Commissioner Mark Rowley said, the attack started when a car mowed down pedestrians on Westminster Bridge, before crashing into railings just outside Parliament. Three people were killed after being hit by the attacker’s car. The attacker also stabbed a police officer before being shot dead. Rowley said, it is believed the attacker was inspired by international terrorism.
House of Commons session was on and later suspended and the members in the chamber were asked to stay and later evacuated. Prime Minister Theresa May was taken to a safe location. Ms May, later, condemned the attack terming it sick and depraved. There has been no report of any Indian casualty in the attack, so far. Strongly condemning the attack in a tweet, External Affairs Minister Sushma Swaraj advised people to avoid going to Parliament Square. The minister said, she is in constant touch with Indian High Commission in London. The Commission said, any Indians injured during the incident may contact to it’s Public Response Unit. When attacked at 2 PM local time, the PM was in parliament and security personnel has  taken to her to safe place.
Police official said  there was one attackers but combing operation are under way. Attacker after injuring persons on pavements crushed with his cars then got down ran towards the gate  of parliament where he stabbed police man, then another policeman shot the attackers dead. Westminster bridge is closed for public for  further investigation as per reports from BBC.
Prime Minister Narendra Modi have condemned the attack. In a tweet this morning, Mr Modi said, at this difficult moment, India stands with the United Kingdom in the fight against terrorism. He said, his thoughts and prayers are with the victims and their families. US President Donald Trump spoke with the British Prime Minister and pledged his administration’s full support in bringing those responsible to justice. German Chancellor Angela Merkel said, Germany stood by Britain firmly and resolutely. French President Francois Hollande also sent a message of solidarity and support. European Commission President Jean-Claude Juncker said, the attack left him highly emotional. Australian Prime Minister Malcolm Turnbull described it as an attack on parliament, freedom and democracy everywhere.

Oil India Limited (OIL) leads the 37th PSPB Inter Unit Golf Tournament
New Delhi, March 23: Public Sector Units like GAIL (India) Ltd, Indian Oil Corporation Ltd. (IOCL), Oiland Natural Gas Corporation Ltd. (ONGCL), Oil India Ltd. (OIL), Bharat Petroleum Ltd. (BPCL), Hindustan Petroleum Corp. Ltd., EIL, IOCL–AOD, Petronet LNG and NRL are participating in the event. Top Amateur Golfers of the Petroleum and Gas Industries have turned up for the tournament.
The “Inaugural Ceremony” was conducted by the Chief guest, Mr. B C Tripathi, Chairman & Managing Director, GAIL in the presence of all the teams at Noida Golf Course. He formally opened the event on 23 March 2017.

MUKESH KUMAR THREE BEHIND IN SECOND

Kolkata, March 23, 2017: Shamim Khan’s near-flawless short-game helped him surge ahead by three shots in the penultimate round of the Kolkata Classic 2017 even as his driving woes continued at the Rs. 40 lakh event.

The Delhi-based professional, known for his effortless golf swing, struck the day’s joint best score of four-under-68 at the Royal Calcutta Golf Club (RCGC) to take his total to 10-under-206. He thus moved up one spot from overnight second.

Mhow-based Mukesh Kumar, on the other hand, conceded his overnight lead and slipped to second after an even-par-72 that saw him struggle on the greens. Mukesh’s three-day total stood at seven-under-209.

Kolkata’s Shankar Das made significant gains on day three, moving up 11 places to tied third as a result of his 68 which was the joint best score of the day along with Shamim’s round.

Shankar shared the third position along with Sri Lankan Mithun Perera (70) at four-under-212 on a day that witnessed just 11 under-par rounds.

Pre-tournament favourite SSP Chawrasia of Kolkata signed a card of 72 to be tied for fifth at three-under-213 along with Sanjeev Kumar (70) of Lucknow and Noida’s Gaurav Pratap Singh (71).

Shamim Khan (70-68-68) was erratic off the tee yet again but that didn’t stop him from producing a second straight 68 that handed him a valuable three-stroke advantage.

Despite finding just six out of 14 fairways on Thursday, the 38-year-old Shamim continued his rise in the tournament with an eagle, three birdies and a bogey. The highlight of his round was the eagle on the par-5 fourth where he holed out from 110 yards. He also sank a couple of birdie putts from 20 to 25 feet.

Shamim, a winner of 12 professional titles, came up with three stupendous par-saves as well that made his round all the more special.

Shamim said, “I’ve been low on confidence because of my poor driving but my approach shots, chipping and putting have been the saving grace. I made some excellent par-saves from difficult positions today.

“I’ve never won at the RCGC before so that is a motivating factor for me this week. In the final round, the priority would be to make a steady start by hitting maximum fairways and greens. That would get my confidence going. I can then play as per the demand of the situation.

“With the experienced Mukesh, Shankar and Mithun behind me, a poor start could see my lead disappear quickly. So I have to play some conservative golf to begin with, in order to force the others to do the catching up.”

Mukesh Kumar (69-68-72) just couldn’t find the hole from short-range from the first to the fifth. He thus ended up dropping three strokes on that stretch.

However, Mukesh revived his round with some accurate hitting that led to birdies on the sixth, 10th, 15th and 16th. The 51-year-old finally conceded a three-shot lead to Shamim when he found the hazard on the 17th for a bogey against the run of play.

Mukesh said, “I wish I had made just one birdie on the first five holes. That would’ve changed the course of the day. Nonetheless, I’m happy that I fought back well from the sixth onwards.

“My ball-striking has kept me in the contest so far but I have to sink those short putts in order to have a chance in the final round. I don’t have the option of sitting back in round four, I have to play aggressively from the word go and apply pressure on Shamim.”

Shankar Das was the highest-placed local professional in tied third. He was having a quiet day with pars till the seventh, but an astounding approach on the eighth set up a tap-in birdie for him. Shankar’s round took off thereafter as he went on to add an eagle and two birdies against a lone bogey.

SSP Chawrasia made an incredible four birdies on his last five holes to card a 72 which meant he closed the day in tied fifth, seven strokes off the lead.

Among the other prominent names, Chikkarangappa (76) was tied 10th at one-under-215, Rashid Khan (71) was tied 19th at two-over-218 and PGTI Order of Merit leader Ajeetesh Sandhu (72) was tied 24th at three-over-219.

Slums under threat of eviction immediately after BMC elections
Mumbai | 22nd March, 2017: The current allocation of fund for housing for fiscal year 2017-18 by Maharashtra has seen 14% cut against the previously allocated fund. Maharashtra government could only use 9% of the previously allocated fund for housing. While at the same time local authorities in Mumbai, have started evicting those very slums who were promised basic amenities before the BMC election. The cut in the current housing budget, the underutilisation of the previous fund and the eviction drive only suggest the indifference of the government towards a grave housing problem.

The allocations to housing department in year 2017-18 have been cut by almost 14% as compared with the revised estimates of 2016-17.

As on 20 March 2017, the housing department has spent only 8.58% of its budgeted funds. This gross underspending will surely reflect through all the flagship programs and schemes under housing.

The mechanism set by the Maharashtra government to solve housing problem will only cater to the need of the few needy people while a large chunk of people will be still facing the same problem.  The Maharashtra draft housing policy has estimated a shortage of 19 lakh housing units. The government aims to construct these units by the year 2022 in accordance with the Central ’Housing For All’ scheme. However, the slow peace with which the government is working to complete the aims tells a different story. Not even a single house unit is built under the Housing For All scheme in period of almost three years.

The rules formulated by the Maharashtra Government to implement the Central HFA scheme are such that it will provide housing to those who can happily spare Rs. 8,000-10,000 per month as EMI for the housing obtained under this scheme. While it has emerged from the survey being conducted by the Ghar Bachao Ghar Banao Andolan in various slums in Mumbai-where the most of the housing shortage is calculated- that there is a huge population which earn less than 8,000-10,000 per month. These are the slums which are not protected by the government and are not eligible for alternative housing. These slums are now being evicted immediately after BMC election.

A major slum in Char Bunglows called Siddharth Nagar was under threat of eviction today but due to people’s pressure, it has been stopped temporarily. Had pressure was not built, more than 600 families would have been made homeless. During the election campaign several political parties promised of all the basic amenities in this settlement. BMC even sanctioned water connection and community toilets to this settlement very recently. Around 300 children going in the local DN Nagar BMC schooling are have their exams going on. Before the Hosuing For All scheme is implemented, several thousand are being made homeless. This is precisely because a scheme cannot guarantee protection of right but a law. Hence a separate law is needed to protect housing rights and ensure every needy person a security of minimum housing and livelihood.

The eviction drive going on in Mumbai at different places, which are mostly going unreported, only suggests that the Maharashtra government has realised that it cannot meet the target of 19 lakh housing units by 2022 nor it can cater to each needy household, hence they are trying to get rid of their responsibility by simply evicting people. We condemn this tacit policy of the government to address the housing problem and demand practical policy to solve housing problem.

The Embassy of France is pleased to present three acclaimed films for the very first Habitat International Film Festival, to be held from 24 March to 4 April 2017 at India Habitat Centre, New Delhi.

The film festival will be inaugurated with acclaimed Iranian filmmaker Asghar Farhadi’s Oscar-winning The Salesman, a film co-produced by French production houses Arte France Cinéma and Memento Films.
France’s second offering is the touching Swiss-French animation film on a group of children in a foster home, My Life as a Zucchinibased on French author Gilles Paris’ novel adapted for the screen by award-winning screenwriter and filmmaker Céline Sciamma.
The third is a critically lauded romantic comedy with a realistic French take, In Bed with Victoria,the opening film of Critics’ Week at the 2016 Cannes Film Festival. Actress Virginie Efira won the Magritte Award for Best Actress, with the film receiving six nominations for the Cesar, France’s national cinema awards. One cast member also won an unusual award: the Palm Dog.

SANTOSH TROPHY: WEST BENGAL & GOA WILL CLASH IN FINALS

Former champions West Bengal and Goa will clash with each other for the coveted Santosh Trophy in the finals of the football tournament on Sunday. In the Semifinals yesterday West Bengal prevailed over Mizoram 6-5 via sudden death while hosts Goa beat Kerala 2-1 in the second semi-finals.
Bengal and Mizoram failed to break the deadlock in the regulation and extra time and the match went into penalty shootout, which also locked the teams at 4-4. 31 time winner of the trophy, Bengal emerged victorious and made to the final for the 44th time after Moirangthem Basanta found the net and Lalbiakhlua’s shot was saved by Sankar Roy.
In second semifinal, Goa warded off a stiff second half challenge from Kerala to emerge 2-1 winners. Goa dominated the first half and scored both the goals through Liston Colaco in the 13th and 36th minute. Kerala dominated the second half, pulled one back in the 61st minute through Rahul V Raj. Five times champions Goa thus entered the finals for the 13th time.

PAWAN HANS SET TO LAUNCH ITS “DELHI DARSHAN” RIDES

National chopper operator Pawan Hans is set to launch its “Delhi Darshan” rides from first April. At the inauguration of its first helipad in North Delhi’s Rohini area, the Chairman and Managing Director of the company announced the roll out of Delhi Darshan rides. An initial ride is planned for tomorrow and the day after and the regular Delhi Darshan will commence from next Saturday.
Through this ride the visitors can experience the breathtaking beauty through aerial view of Pritampura Tower, Majnu Ka Tila, Red Fort, Rajghat, Akshardham Temple and surrounding areas by paying about 5,000 rupees for a 20 minute ride and about 2,500 rupees for a ten minute ride. Built at a cost of 100 crore rupees the Rohini facility will also be useful in providing medical emergency, public safety and enhancing tourism.

New Delhi/March 24, 2017: The Commonwealth Human Rights Initiative’s (CHRI) inaugural film festival, “Matter of Rights(s)” opened at the University of Delhi today with eminent filmmaker Mike Pandey’s critically acclaimed film, “Not My Life”
The film documents human trafficking across 13 countries including Brazil, Cambodia, Ghana and India, and focuses on multiple forms of modern slavery, such as forced labour and sex trafficking.
“Trafficking is a huge issue globally, and is a $120 billion industry. The film seeks to stir people into thinking what we as human beings are doing to each other. It hurts me to see that as thinking human beings we allow such travesties to happen. Instead of being self-consumed, we should think about those around us,” said Pandey, reflecting on the issues raised in the film
The festival is being held at the Arts Faculty, University of Delhi on March 24-25, and at the FTK-CIT Conference Hall, Jamia Millia Islamia on March 27. Exploring issues of marginalization, police excesses and injustice through the lens of cinema, the festival will feature nearly a dozen documentaries from India and abroad, including ‘Candles in the Wind’ by Kavita Bahl and Nandan Saxena, ‘Le Cas Pinochet’ (The Pinochet Case) by
P Guzman, ‘What the Fields Remember’ by Subasri Krishnan, ‘Rambuai’ by Sanjoy Hazarika and Preeti Gill, and‘Diamantes Negros’ (Black Diamonds) by Miguel Alcantud.
CHRI is hosting this initiative in collaboration with the Centre for Violence, Memory and Trauma (CSVMT), University of Delhi, and Department of English and Centre for North East Studies and Policy Research, Jamia Millia Islamia.

SUICIDE BOMBER BLOWS HIMSELF UP AT DHAKA AIRPORT

Bangladesh, a suicide bomber blew himself up at the Dhaka international airport yesterday evening. Police said the man, in his thirties, blew the explosives tied to his waist around 7 PM local time at a police post at the airport. Police said no one was injured in the blast.
Islamic State terror group has claimed responsibility for the attack. Security has been tightened at airports and prisons across Bangladesh after the attack. The attack comes a week after a similar attack on a nearby Rapid Action Battalion camp on March 17.

DONALD TRUMP WITHDRAWS HEALTHCARE BILL

US President Donald Trump has withdrawn his healthcare bill after it failed to gain enough support to pass in Congress. Trump expressed his disappointment and surprise after House of Representatives Speaker Paul Ryan withdrew the bill due to lack of support. Trump said that the Republicans only lack little votes and the Democrats would not contribute a vote.
The Republican party enjoys a simple majority in the House with 235 members. However, due to opposition from some of its own party lawmakers, it could not muster the majority 215 votes. The White House and Trump had put up a brave face even till the last minute when they tried their best to muster support for their effort to repeal and replace Obamacare.

NAVY TEST-FIRES SURFACE-TO-AIR MISSILE FROM INS VIKRAMADITYA

India’s martime prowess, the Navy has successfully conducted the maiden trial firing of newly installed surface-to-air Barak missile system from its aircraft carrier INS Vikramaditya. A Navy official said in New Delhi that during the firing carried out in the Arabian Sea, the missile was fired against a live low flying high speed target. He said the target was successfully engaged and destroyed.
The firing was conducted as part of the ‘Operational Readiness Inspection’ of the Western Fleet by Vice Admiral Girish Luthra, Flag Officer Commanding-in-Chief of Western Naval Command, from 21 to 23 March. The official said the missile marks a significant milestone in providing air interception and defence capabilities and enhanced operational capabilities of the Navy’s aircraft carrier and the flee.

CBI FILES SUPPLEMENTARY CHARGE SHEET AGAINST NAVEEN JINDAL

CBI has filed a supplementary charge sheet naming five more persons as accused in a coal scam case against Congress leader and industrialist Naveen Jindal and others. Special CBI Judge Bharat Parashar yesterday took cognizance of the final report and summoned all the new accused named in it on the 10th of next month. In its final report, the probe agency has named as accused Jindal Steel’s adviser Anand Goel, Gurgaon-based Green Infra’s Vice-President Siddharth Madra, Mumbai’s Essar Power Limited Executive Vice-Chairman Sushil Kumar Maroo among others.
The court had earlier directed the agency to expeditiously file its further probe report as sufficient time has already been granted to it. The case also involved ex-Minister of State for Coal Dasari Narayan Rao and ex-Jharkhand Chief Minister Madhu Koda as accused.

CBEC IS NOW CBIC ,CENTRAL BOARD OF INDIRECT TAXES & CUSTOMS

FM approves the re-organisation of the field formations of the Central Board of Excise & Customs (CBEC) for the implementation of Goods & Services Tax (GST); CBEC is being renamed as the Central Board of Indirect Taxes & Customs (CBIC), after getting legislative approval
Reorganisation of the field formations of the Central Board of Excise & Customs (CBEC) for the implementation of Goods & Services Tax (GST) has been approved by the Union Finance Minister, Shri Arun Jaitley. The existing formations of Central Excise & Service Tax under the CBEC have been re-organised to implement and enforce the provisions of the proposed Goods & Services Tax Laws.
The Central Board of Excise & Customs (CBEC) is being renamed as the Central Board of Indirect Taxes & Customs (CBIC), after getting legislative approval. The proposed CBIC shall, inter alia, supervise the work of all its field formations and Directorates and assist the Government in policy making in relation to GST, continuing Central Excise levy & Customs functions.
The CBIC will have 21 Zones, 101 GST Tax payer Services Commissionerates comprising 15 sub-Commissionerates, 768 Divisions, 3969 Ranges, 49 Audit Commissionerates and 50 Appeals Commissionerates. This will ensure rendering of taxpayer services to all the taxpayers through an indirect tax administration structure, having pan-India presence.
For a robust IT Network, the Directorate General of Systems under CBEC is being strengthened. The Directorate General Tax Payer Services is being expanded for greater out- reach for facilitating smooth transition for the taxpayers to the GST environment. The existing training establishment, to be renamed as National Academy of Customs, Indirect Taxes and Narcotics will have an all India presence, to enable capacity building to the employees of the indirect tax administration of the Centre as well as of the State Governments and to members of Trade and Industry. The renamed Directorate General of Goods & Service Tax Intelligence is also being strengthened and expanded to become an important wing of the Government in its fight against Tax Evasion and Black Money.

INDIA AND ADB PARTNERING ON THE ECONOMIC CORRIDOR APPROACH

India and Asian Development Bank (ADB) have been partnering on the economic corridor approach for some time now. Economic Corridor Development contributes to and stimulates economic development along the route. The economic corridor approach involves leveraging infrastructure connectivity and developing urban areas as growth centers and gateways, to unlock the full potential of markets.
Since late 2013, ADB has been supporting studies on how to transform transport corridors into dynamic economic corridors. These studies considered how to best link the existing and planned transport corridors in various modes (surface, maritime, and multimodal transport) with other economic corridors such as the Delhi-Mumbai Industrial Corridor, the Bangalore-Chennai Economic Corridor, Amritsar- Kolkata Industrial Corridor and the corridors in the Greater Mekong Sub-region.
“This India-ADB partnership has in fact yielded useful lessons on Economic Corridor Development (ECD), through their joint work on the East Coast Economic Corridor (ECEC), India’s first coastal corridor” noted Mr. Ronald Antonio Butiong, Director of ADB South Asia Department’s Regional Cooperation and Operations Coordination Division. “The ECEC, which runs along the entire east coast from Kolkata to Kanyakumari, is a multimodal, regional maritime corridor that can play a vital role in unifying the large domestic market, as well as integrating the Indian economy with the dynamic global value chains of Southeast and East Asia.” Aside from an ambitious infrastructure program, the ECEC involves developing skills, and creating an attractive regulatory environment, bringing in new investments, and nurturing existing businesses to grow and innovate, and create much needed jobs.
Phase 1 of the ECEC is the Visakhapatnam-Chennai Industrial Corridor (VCIC) which covers 11 districts in Andhra Pradesh and Tamil Nadu. ADB helped prepare the Conceptual Development Plan (CDP) and Regional Perspective Plan (RPP) for VCIC, which served as the bases for the Visakhapatnam–Chennai Industrial Corridor Development Program, which was approved by the ADB Board in September 2016. The Program comprises a multi-tranche financing facility (MFF), a grant, and a policy-based loan (PBL) for a total investment amount of $631 million. The MFF and grant will support priority infrastructure investments in the VCIC region and the PBL will support policy reforms and institutional development in the state of Andhra Pradesh.
ADB’s indicative lending pipeline for 2017–2019 to support economic corridor development in South Asia includes: (i) the VCIC Development Program MFF Tranche 2 in India in 2018, with an ADB loan: $250 million; and (ii) Regional Urban Development Project in Nepal in 2017, with an ADB loan: $150 million.
Earlier, ADB has developed a SASEC Operational Plan (OP) 2016-2025 which identifies promoting economic corridor development (ECD) as of one its key strategic focus areas. The SASEC OP, adopted by the SASEC member countries in June 2016, is the SASEC program’s first comprehensive long-term plan to promote greater economic cooperation among its member countries, bringing regional cooperation to a higher level with the aim of extending physical and economic linkages not only within SASEC but also with East and Southeast Asia.
Under the SASEC OP, the operational focus on economic corridors will involve promoting synergies between corridors across SASEC countries. “Such approach adopted by the SASEC program should maximize the corridors’ development impacts through improved cross-border linkages between corridors, and better coordination of policies, plans and programs for multi-sector infrastructure interventions. This would result in stronger consistency between and among transport, urban and industrial development efforts within the sub-region”, stressed Mr. Dinesh Sharma, Special Secretary, Department of Economic Affairs, Ministry of Finance, Government of India.

Though the movement of people in pursuit of work is not new, labour migration appears to be a growing phenomenon in the South Asian region. Empirical studies and papers analysing government data have shown that migration is not a simple movement from village to city in this region, but involves multiple streams and patterns including short-term, iterative, permanent and return migration across short and long distances. This workshop explores aspects that link human mobility and social transformation in sending and receiving communities, especially in the context of labour migration.
Organised by the Centre for Policy Research (CPR) and the French Centre for Social Sciences and Humanities (CSH) as well as supported by the Tata Trusts’ SHRAMIC initiative, this workshop has been conceived as a platform for young researchers, scholars and practitioners to share their work and receive feedback from experienced and knowledgeable experts. The 15-odd papers being presented have been selected from over 70 entries in response to a call for papers in December 2016 and represent the work of young researchers across the South Asia region. Woman of the Match was awarded to Neha Chillar of  Jesus & Mary college (JMC) who bowled 4 overs 5 wickets 12 runs.
Best Player of the Tournament was given to Aarti Dhama of Gargi College who scored 94 runs 2 wickets.

The finals of WCL #T20 Inter-College Talent Hunt Tournament played at Roshanara Club, New Delhi today between the most deserving women cricket teams of JMC College & Gargi college was won by Jesus & Mary College (JMC) who beat Gargi college by 37 runs.
Jesus & Mary college (JMC) won the toss and elected to Bat.  Jesus & Mary college (JMC) scored 88 Runs losing 9 wickets in 20 overs. Gargi  College  were all out for 51 runs.

The Award Ceremony was graced by former India captain Bishan Singh Bedi,  ‘Dronacharya’ Cricket Awardee Sunita Sharma & other eminent Sports Personalities.
The winning trophy was awarded to the Captain and the team of JMC College by Shri. Bishan Singh Bedi, Former India Captain at the Award Ceremony held at Roshanara Club amongst all the Chief Guests, participating teams, Coaches, Umpires, eminent Sports Personalities.
Shri. Bishan Singh Bedi said “Women Cricket League is a very good beginning. They should keep supporting this earnest endeavour to promote women cricket in India. He gave his heartiest  wishes and blessings to women cricketers to do well Nationally & Internationally.”

Smt. Sunita Sharma said “The students are lucky to have the WCL #T20 Inter-College Talent Hunt Tournament. More such cricket tournaments in School & College level, State & City level should take place. WCL #T20 Inter-College Talent Hunt Tournament was played between six brilliant women teams from Gargi college, Lakshmibai college, Bharti College, KLM Dayanand college, Jesus & Mary college (JMC) and Kamla Nehru College (KNC) of Delhi University from 10th March, 2017 with finals on 24th March, 2017.



Gargi College reached finals by defeating Kamla Nehru college by 6 wickets in the Semifinal match and JMC college reached the finals by defeating Lakshmibai College with 99 Runs in Semifinals.

Although Gargi  college couldn’t win the finals, Ms Shweta Sharma  their fast bowler took the maximum no of wickets (11 wickets) in the tournament. Also Aarushi Goyal player of Jesus & Mary college (JMC) scored maximum runs (99 runs) in the tournament.
Speaking at the Award Ceremony, Mrs Pooja Sharma, Managing Partner, WCL said “We are getting good responses from women cricketers across India. It is time India has leagues like Women Big Bash Cricket League, Australia or Women’s Cricket Super League, London. We are more than optimistic that WCL will take Indian Women Cricket beyond boundaries and get them long due International name and fame they deserved.”

He assumed there are 1.1m Cultivators there are JOINT HOLDINGS, Farm Labor, Local & Migrant depending on Agriculture. Actually 15m or more people directly or Indirectly depend on Farming in Punjab.

फरवरी 8, 2017 के रोज सर्वोच्च अदालत ने दिये विस्थापितों के पुनर्वास संबंधित दिये फैसले के बाद पधारे अधिवक्ता संजय जी का जोरदार स्वागत घाटी के हजारों किसान, मजदूर, मछुआरे, कुम्हार, व्यापारीयों ने भी किया। 25 मार्च की रात 10 बजे से मध्यरात्रतक निसरपुर जैसे बडे गाव में करीबन् दो हजार बहनों भाईयों ने वकील साहअ का सम्मान किया। हीरालाल भाई, धुरजी भाई, मुकेश भाई और मंगती बहन ने निसरपुर की हकीकत बया की।
2012-2013 में ही आधा डूब चुका निसरपुर के अब सैकडों परिवारों को ‘‘ डूब के बाहर ‘‘ घोषित करना तथा 600 एकड गांव के ही किसानों की जमीन जबरन् पुनर्वास स्थल के लिए अधिग्रहित करके कईयों को भूमीहीन बनाना पुनर्वास स्थल पर करोडो रूपये खर्चकर भी 30 कि.मी. के रास्ते कम से कम गुणवत्ता के निर्माण करना, गरीब, भूमीहीनों को आज तक दूसरी आजीविका या सही नुकसान भरपाई न देना….. आदि समस्याओं से संजय जी उभरू किया।
चिखल्दा में सैकडो लोगों ने संजय पारीख जी का राघाट से सुनिल केवट की नाव में से नर्मदा तट पधारते ही झंडे बैनर साथ महिला बच्चे,सभी गाववासीयों के द्वाररा रैली द्वारा स्वागत और साफा बांधकर सम्मान भी किया। मछुआरे, केवट, कारीगरों ने पारीख जी से कहा कि हम जीएंगे कैसे? हमें भी चाहिये वैकल्पिक आजीविका की निश्चिती।
अधिवक्ता संजय पारीख जी अपने वक्तव्यों में, उनकी तमाम लडाइयों, जैसे ओरिसा की निसमगिरि के संघर्ष, गंगा-यमुना के संघर्ष में आज तक उनकी हासिली की जानकारी देकर कहा कि सर्वोच्च अदालत का फैसला कई बाबतों में लाभदायी बताया, लेकिन यह भी कहा कि उसमें भी प्रभावितों को पुनर्वास स्थ्ज्ञल की तमाम सुविधाओं को सुनिश्चित करने का अधिकार विस्थापितों को मिलने के लिए प्रक्रिया जरूरी है।
पारीखजी ने कहा कि 31 सालों से संघर्ष करने वालों की यह जीत है और जिन्हें पूर्ण न्याय नहीं मिला है, उनकी लडाई भी आंदोलन के अनुभव और सही विकास के नजरिये के साथ न्यायपालिका के अंदर लडने के लिए मेरे जैसे अधिवक्ता सम्मान जनक मानते हुए, हरदम तैयार है।
पारीख जी ने कहा किसान फैसले के अनुसार शपथ पत्र जरूर दे किन्तु उसमें भी अपने बुनियादी संवैधनिक अधिकारों की वंचना न होने दे। आंदोलन के अधिवक्ता इसे सही तरीके से आगे बढाने में मदद करेंगे।
मछुआरों के, केवटो के, घर का कम मुआवजा मिला है, या जमीन के बदले नगद एस.आर.पी. की दूसरी किश्त दबाव-प्रभाव में लिए किसानों के भी जो अधिकार पुनर्वास नीति में है, उन्हें अमल में लाने से राज्य शासन क्यों हिचकिचाती है? उन्होने खुद होकर ये कार्य करने चाहिए। आजतक सर्वोच्च अदालत में इन सभी मुददों पर अडगे डाले ‘‘ 0 ‘‘ बैलेन्स बताया, वह मार्ग अ छोड देना चाहिये।
मेधा पाटकर ने बताया कि संजय पारीख जी ने  गंगा, यमुना की कानूनी पैरवी की है, चुनाव सुधार तक कई याचिकाओं में आम लोगों को राहत पर्यावरण दी है। अब गंगा, युमना जैसे नर्मदा को भी ‘‘ इन्सान ‘‘ रूपी क्यों नहीं माना जाए? म.प्र. शासन नर्मदा सेवा यात्रा मे करोडों रू. खर्च करने के बबदले नर्मदा की घाटी की प्रकृति, संस्कृति और विस्थापितों बचाने में सही भुमिका लेगी तो ही जनविरोधी राजनीति से छुटकारा होगा। अन्यथा आंदोलन तो लडकर अपना हक ले ही लेगा।

The recent attacks on doctors are the consequence of poor medical services as consecutive state governments have neglected health care services. The root cause of both these causes is the apathy of the state government.

AAP does not support any strike of essential services that inconveniences the citizens and we condemn the BJP Government for letting this issue linger for 4 days in which many precious lives may have been lost.
As a party we are solution seeking and proactive – the AAP MMR Health Wing demonstrated this by initiating a Mohalla Health Clinic to give free medical treatment in Mumbai.
Today the Health Wing is leading a March in solidarity with patients and doctors in order to create awareness of the gross negligence in health services by the state Government. HITACHI LOSS IN NUCLEAR BUSINESS

Hitachi may opt out of Nuclear business weighing the loss it has incurred.
Electronics firm Hitachi has announced that the group’s subsidiary in the nuclear fuel business will post a loss of about 590 million dollars for the fiscal year ending in March.
Hitachi and GE jointly created the firm to develop new technologies for uranium enrichment for nuclear power plants.Officials say after reviewing the value of the business, they were unable to forecast growth in the future.
Hitachi entered the business in 2007 expecting an increase in the construction of new nuclear plants.But the accident at Fukushima Daiichi nuclear plant in 2011 has seen the nuclear power industry fall into a slump.

AADHAAR CARD CAN’T BE MADE MANDATORY FOR WELFARE SCHEMES: SC

Supreme Court today said that the Aadhaar card cannot be made mandatory by the government for extending the benefits of its welfare schemes to the people. The apex court, however, said the government cannot be stopped from using Aadhaar in other schemes like the opening of bank accounts.
The court said it will set up a seven-judge bench to hear the pleas challenging Aadhaar but right now it is not possible.
The apex court refused to give an early date to hear a petition on making the Aadhaar card mandatory, saying it would hear the case in due course of time.
Last week, Finance Minister Arun Jaitley had said the Aadhaar card may become the only identity card in future, and will be mandatory for filing of Income Tax returns to curb tax evasion and frauds.
Replying to the debate on the Finance Bill in the Lok Sabha, Mr Jaitley said that Aadhaar may become the only card in future replacing all other types of identity cards such as Voter ID and PAN cards.

PROSECUTORS SEEKING ARREST WARRANT FOR PARK

South Korean media said, the  prosecutors have decided to request an arrest warrant for ex-President Park Geun-hye. South Korean prosecutors say they have asked a court to issue an arrest warrant for former President Park Geun-hye to get to the case. For this is the latest development in a corruption scandal that has gripped the country for months and saw Park booted from office.
South Korean media are reporting prosecutors want Park’s arrest over fears she would destroy evidence and given that other suspects have been arrested, they say it would be unfair not to arrest her.Park was questioned by prosecutors last week and is facing a number of charges.
She is suspected of accepting millions of dollars in bribes from conglomerates.
She is also accused of abuse of power and leaking classified information to her long-time friend Choi Soon-sil who is at the center of the scandal.

ISIS execute 3 civilians on charges of supporting police in North of Afghanistan

At least three civilians have been executed in northern Jawzjan province of Afghanistan by militants affiliated with the offshoot of the Islamic State of Iraq and Syria (ISIS) terrorist group. According to the local officials, the incident took place in the restive Darzab district and the victims were all ordinary civilians. Provincial police chief Abdul Hafiz Khashi confirmed the incident but rejected the allegations against the victims. He said the three civilians had no links or cooperation with any government or security institution as claimed by the ISIS loyalists.
‘Failure in Afghanistan embolden terrorist globally’: US Gen. Nicholson requests more troops to quell Daesh threat

General John Nicholson, US top commander in Afghanistan has requested for more troops to prevent the country from becoming a safe hideout for the Islamic State (IS), which is also known as Daesh terrorist group. He said that the US and Europe need to send 5,000 more forces to Afghanistan. “We cannot afford to walk away from Afghanistan,” Nicholson told The Sunday Times of London. “This is where the war against terrorism started on 9/11. Failure here would embolden terrorist globally.” Nicholson will ask for additional troops at NATO Summit in May with the backing of US Defense Secretary, James Mattis and National Security Adviser H.R. McMaster, the report said.

Two militants were killed during the army-led operation inside the terror den at Atia Mahal in Sylhet yesterday, as the raid to take on the terrorists holed up there entered its third day, making it one of the longest anti-terror operations.   However, the operation codenamed “Operation Twilight” was far from over as more militants were believed to be still inside the five-storey apartment. The Para Commandos are taking time because of the high risk involved as the militants have planted a huge stash of Improvised Explosive Devices (IEDs) in the building, mostly on the ground floor and the staircase, the army said.

Punjab receiving lion’s share of new gas schemes

The government has approved 97 natural gas expansion schemes worth more than Rs37 billion on the recommendations of members of parliament, most of whom belong to the ruling party’s political base — Punjab. The 97 schemes were all approved after the Prime Minister recently relaxed a moratorium on the expansion of gas supply schemes in Punjab. An analysis of the investment circuits fueling the growth of the real estate corporate sector in India cannot ignore the role of the diaspora, as India has been the first receiver of remittances in the world for almost one decade. Purchasing land and a house “back home” are common goals for migrants, and the well-off segment has not been immune to the property fever that has caught India. The diaspora also comes to the fore when one examines the development of this sector from the demand side. There is ample empirical evidence of the major role given to the diaspora / Non Resident Indians’ customers by the corporate sector of real estate, especially in the residential segment for a long time (Nijman, 1999; King, 2004). Yet urban studies and diaspora/transnational studies are domains of research that have largely ignored each other in the Indian context, but for some historical insights (Blunt & Bonnerjee, 2013).
This presentation will examine to what extent the desire to attract this specific source of transnational capital has (re)shaped partially the Indian real estate corporate sector, with a perspective from the South Indian metros, especially Bangalore. Developers have had to develop original, country-specific strategies to tap this source of capital, which has structured a distinct transnational market. This has turned migrants into city-makers in return to a certain extent. Nevertheless, the dependency on a reserve of customers located abroad also exposes this ethnic niche to the indirect effects of multiple changing local / national / international contexts and regulations, which makes it a fickle segment of the otherwise already highly volatile real estate market. This presentation is based on material collected in Bangalore and in the UAE since 2014. It has been partly funded by the French National Agency for Reserach (ANR) as part of the research programme Finurbasie (Financing Urbanization in Asia).

Aurélie Varrel is a CNRS researcher in Geography. She has been with the Centre d’Etudes de l’Inde et de l’Asie du Sud at Ecole des Hautes Etudes en Sciences Sociales (EHESS) in Paris since 2010. She is currently secunded to the French Institute of Pondicherry, in the Department of Social Sciences. She holds a PhD degree (Geography) from the University of Poitiers, France. In her research she brings together migration studies and urban studies, with the aim of articulating a socio-spatial understanding of the contemporary transformations of South Indian metropolitan cities, especially Bangalore and Chennai. At the French Institute she is working on various topics, with a special interest for the urban fabric in Tamil Nadu.

MERKEL’S CONSERVATIVES WIN SAARLAND STATE VOTE

Chancellor Angela Merkel’s conservatives won a regional election in the western state of Saarland on Sunday, dealing a setback to their Social Democrat rivals and boosting her prospects of winning a fourth term in Germany’s Sept. 24 national election. Merkel’s Christian Democrats (CDU) strengthened their position as the largest party in the state despite expectations ahead of the vote that the Social Democrats (SPD) would be boosted by their new national leader, Martin Schulz. PRO-EUROPEAN PARTY TAKES LEAD IN BULGARIAN SNAP ELECTIONS
The pro-European GERB (Citizens for the European Development of Bulgaria) has taken an early lead in the snap parliamentary elections in Bulgaria, gaining 33.18 percent of the vote with less than 17 percent of the ballots counted, Bulgaria’s electoral commission said Sunday. In second place, with 27.45 percent, came the Bulgarian Socialist Party. Its leader, Kornelia Ninova, has already conceded defeat to GERB, promising that her party will not be a part of a coalition. However, Ninova added she is ready to form a government if GERB, led by former Prime Minister Boyko Borisov, fails to do so. Apart from two main parties, another three political entities managed to meet 4 percent threshold required to enter parliament, including the nationalist alliance United Patriots and the Movement for Rights and Freedoms (MRF), which represents Bulgaria’s Turkish minority. An official tally of the votes is expected to be released on Thursday.

MASS ANTI-CORRUPTION RALLIES HIT RUSSIA

Moscow court has found opposition figure Alexei Navalny guilty of organizing an unauthorized rally in the center of the Russian capital at the weekend and fined him 20,000 rubles ($350), a TASS correspondent reports from the courtroom.
According to the police, about 500 people were detained in an unauthorized rally in the center of Moscow on March 26.
During the court hearing, Navalny blamed the Moscow government for detentions as it had not allowed the rally and had failed to offer an alternative venue within the timeframe established by law.
The rally’s organizers earlier rejected a proposal by the city’s authorities to hold the protest in Sokolniki Park in northeast Moscow or in the area of Maryino in the southeast of the Russian capital. As a result, opposition organizations held their action in the center of Moscow. The action was not agreed with the city’s authorities.
Navalny said in the court he was the organizer of the rally but called it lawful and consistent with a decision by Russia’s Constitutional Court.
“We turned to the Moscow government for the action’s approval. Under law, they were required to agree it within three days or offer an alternative place but this was not done. That is why, pursuant to a decision by the Constitutional Court, we had the right to hold the rally in the place we initially requested,” the opposition figure said.
Navalny’s lawyer Olga Mikhailova blamed the Moscow government for detaining the rally’s participants. “The Moscow authorities were required to agree within three days the place proposed by us or offer an alternative but we were denied the approval while they failed to offer a new place within three days,” Mikhailova said.
As the lawyer noted, the Moscow authorities proposed alternative places immediately before the action. “But it was already late,” she said, asking the court to drop administrative charges against Navalny.
Navalny was charged with an administrative offence under part 1, article 20.2.2. of Russia’s Code of Administrative Offenses (“Organizing Mass Simultaneous Presence and (or) Movement of Citizens in Public Places That Caused Violation of Public Order”). This article carries a maximum punishment in the form of an administrative arrest for 15 days. Under law, upon the presence of two decisions on administrative offences, law-enforcement bodies may ask a court to replace Navalny’s suspended sentence in the Yves Rocher embezzlement case with a real prison term.

ITALY WANTS US TO DO MORE TO FOSTER STABILITY IN LIBYA

Italy will push for greater US involvement in fostering stability in Libya when President Donald Trump and other world leaders meet in May, Italy’s deputy foreign minister said on Monday. Italy hosts the annual meeting of seven of the world’s biggest industrialized economies (G7) in the town of Taormina in Sicily on May 26-27. It will be Trump’s first scheduled trip to Europe. Deputy Foreign Minister Mario Giro said one of Italy’s foreign policy priorities was to build international support to unify Libya. “We hope – and at the G7 we will say it – that this issue interests also the US,” Giro said. Libya split into a patchwork of rival fiefdoms after a NATO-backed uprising led to the overthrow of Muammar Gaddafi in 2011.

INDIA BEAT AUSTRALIA CLINCH SERIES

India beat Australia by 8 wickets in the Dharamsala Cricket Test and clinched the four Test series 2-1. India achieved the target of 106 runs for the loss of two wickets in their second innings on the fourth day of the 4th and final Test . This series between two titans of world cricket  was probably the most competitive series that India played at home in recent years with excellent performance from both the sides and  by the visitors performing at their best.
Lokesh Rahul was the highest scorer with 51 not out while Ajinkya Rahane remained unbeaten at 38. Earlier, India resumed their second innings’ play at the overnight score of 19 for no loss. With this victory, the hosts also regained the Border Gavaskar Trophy.
After securing a vital first innings lead of 32, India took a firm grip on the match by skittling out the visitors for a paltry 137 in their second innings. For the hosts, paceman Umesh Yadav, spinners R Ashwin and Ravindra Jadeja took three wickets each, while Bhuvneswar kumar claimed one wicket.
Talented players has this to say after the game,Smith lauded India for their dominance despite Australia’s resolute show. “(It was a) magnificent series. One of the best I have been a part of. Credit to India, they are a fantastic cricket side, particularly in their backyard. If you give them a sniff, they will take that,” the Australian skipper said.

HITACHI LOSS IN NUCLEAR BUSINESS

Hitachi may opt out of Nuclear business weighing the loss it has incurred.
Electronics firm Hitachi has announced that the group’s subsidiary in the nuclear fuel business will post a loss of about 590 million dollars for the fiscal year ending in March.
Hitachi and GE jointly created the firm to develop new technologies for uranium enrichment for nuclear power plants.Officials say after reviewing the value of the business, they were unable to forecast growth in the future.
Hitachi entered the business in 2007 expecting an increase in the construction of new nuclear plants.But the accident at Fukushima Daiichi nuclear plant in 2011 has seen the nuclear power industry fall into a slump.

Brussels, March 29, 2017: Mumbai-based Project Gram Marg Solution for Rural Broadband is the winner of Mozilla’s Equal Rating Innovation Challenge by an overwhelming margin. The competition called for initiatives to make affordable Internet available to all.

The challenge received 100 submissions from 27 countries. The final shortlist of best five entries was prepared after deliberations by an esteemed panel of expert Judges from around the world. Nearly 6,000 votes were polled in the online community voting in the final phase of the competition, with Gram Marg and Zenzeleni emerging as the leading vote-getters.

Gram Marg, which roughly translates as “roadmap” in Hindi, seeks to bring 640,000 villages in rural India online. Spearheaded by Indian Institute of Technology (IIT) Bombay professors, Prof. Abhay Karandikar, Dean (Faculty Affairs) and Institute Chair Professor of Electrical Engineering, and Dr. Sarbani Banerjee Belur, Senior Project Research Scientist, the project reinforces the remarkable progress such communities could achieve once they have access to information pertaining to education, health and the political process.

In its bid to both bridge the digital divide and empower unconnected communities, the Gram Marg team has created an ingenious and “indigenous” technology that utilizes unused white space on the TV spectrum to backhaul data from village wifi clusters to provide broadband access (frugal 5G). The team of academics and field workers leverages what people already have in their homes, and creates rugged receivers and transmitters to connect villages in even the most difficult terrains. The solution has been rolled out in 25 villages on a pilot basis so far. The win entitles Project Gram Marg to USD 125,000 (INR82 lakhs) in funding.

Reacting to the honour, Prof. Karandikar said, “We are humbled by the Judges’ decision and the community votes that choose our solution as the winner. All semifinalists were equally competitive and it was really a challenge to pitch our solution among them.” He further added:
“We will continue to improve our technology solution to make it more efficient. We are also working on a sustainable business model that can enable local village entrepreneurs to deploy and manage access networks. We believe that a decentralized and sustainable model is the key to the success of a technology solution for connecting the unconnected. We are also evaluating an applications and services model to enable local village populations to reap the full benefits of broadband access. We hope that our model can be aligned with our Prime Minister’s vision of “Broadband for all” under his Government’s Digital India program,” he added.

Following the announcement, Katharina Borchert, Chief Innovation Officer at Mozilla, noted in a blog post, “Mozilla started this initiative because we believe in the power of collaborative solutions to tackle big issues. We wanted to take action and encourage change. At Mozilla, our commitment to Equal Rating through policy, innovation, research, and support of entrepreneurs in the space will continue beyond this Innovation Challenge, but it will take a global community to bring all of the internet to all people. And we’re incredibly honoured that part of this global community came together and engaged with us through this Innovation Challenge. We’re excited and optimistic about the road ahead.”

Lauding Project Gram Marg’s initiative, one of the Judges, Nikhil Pahwa, Founder of Medianama.com and Co-founder of SaveTheInternet.in observed: “What impressed me particularly about Gram Marg was the fact that they were able to bring the cost of the technology for delivering broadband over the TV White Space spectrum down to a fraction of the cost. This spectrum allows delivery of broadband without line of sight connectivity. As a result, it is more useful across hilly terrain, and can help bring cheaper Internet access to those areas. The technology will be open source, which means that it will be accessible to anyone anywhere.”

The “Runner-Up” award of USD 75,000 went to Afri-Fi: Free Public WiFi, led by Tim Human from South Africa. The project is an extension of the successful Project Isizwe, which offers 500MB of data for free per day. The key goal of Afri-Fi is to create a sustainable business model by linking together free wifi networks throughout South Africa and engaging users meaningfully with advertisers so they can “earn” free wifi.

The “Most Novel” award worth USD 30,000 went to Bruno Vianna and his team from the Free Networks P2P Cooperative which is building on the energy of free networks movement in Brazil to tackle the digital divide. Rather than focusing on technology, the Coop has created a financial and logistical model that can be tailored to each village’s norms and community. The team experiments with ways to engage communities through “barn-raising” group activities, deploying “open calls” for leadership to reinforce the democratic nature of their approach, and instituting a sense of “play” for the villagers when learning how to use the equipment.

Mozilla, the non-profit organization behind the open source browser Firefox, launched the ‘Equal Rating Innovation Challenge’ in October 2016 as part of its endeavour to help catalyze new thinking and innovation for providing open internet access to communities living without it. It called out to entrepreneurs, designers, researchers and innovators from all over the world to propose creative and scalable ideas that can cultivate digital literacy and provide affordable access to the full diversity of the open internet. Mozilla offered awards totaling USD 250,000 (INR 164 lakhs) in funding and expert mentorship to bring these solutions to the market.

WOMEN RIGHTS PROPONENTS DEMAND EFFECTIVE POLICE RESPONSE TO RAPE SURVIVORS

Women rights proponents demand effective police response to rape survivors
New Delhi/March 29, 2017: Seeking to bridge gaps in police response to victims of rape and sexual assault, the Commonwealth Human Rights Initiative (CHRI) convened a National Conference on ‘First Response, Good Policing and Rape Survivors‘ in collaboration with the British High Commission earlier today.
The conference focused on ways to improve the police response to women, particularly to rape survivors, with a focus on New Delhi and Mumbai. It brought together senior police officers, civil society, lawyers, journalists, academics, and independent commissions to share knowledge, take stock of good practices, and chart out a way forward to address challenges.
Discussions revolved around the initiatives being taken by the police in Delhi and Mumbai to improve women’s safety and the key interventions required to support rape survivors.
“The biggest challenges within the police system at present are limited training, low women representation in the ranks and patriarchic values within the system. I also feel that the police have been used very badly in our country, politically. The good officers who are in the position to lead are sidelined. There is no political will in this country to keep women safe. It is never an election issue,” said Kanwaljit Deol, Director General of Police (Retd.) 
Stressing on ‘an institutional bias’ in the police against different communitiesVrinda Grover, prominent lawyer and human rights activist asserted, “We need more women in police and rigorous training in evidence collection and investigation. Without competent investigation, it is impossible to get a conviction.” She further underscored that though there was a definite increase in reporting of crimes relating to sexual violence, cases of sexual assaults within domestic lives and in offices were underreported even now.
 “A victim becomes a survivor only when justice is done, conviction takes place and he/she is rehabilitated. The legal community and civil society should join hands to protect the dignity of the complainants, and guide victims through the legal processes and help with their rehabilitation,” said Flavia Agnes, lawyer and co-founder of the Mumbai-based NGO, Majlis.
Discussants agreed that no meaningful change was possible on the ground without addressing women’s vulnerability in availing justice. The need for an overhaul in the attitude of police towards the general public and the inclusion of women in policing were highlighted as central issues.
Sanjay Beniwal, Special Commissioner for Women’s Safety in the Delhi Police, recommended bringing in changes in the school curricula to teach boys in their formative years to respect and protect women. “Men must realise that being manly is not tolerating, not perpetrating, not supporting any attacks on women. From the police perspective, the biggest change that has come after the Nirbhaya incident is that no questions are asked when a victim files a complaint and the registration of FIR is not restricted by jurisdiction. There is a growing realization that if handled correctly, victims of sexual assault can bounce back,” he said.
Fareen Malik, Member, Delhi Commission for Women, highlighted the key interventions undertaken by the agency. “The Minister for Women and Child Development, Maneka Gandhi had announced funds for the creation of One-Stop Centres in each district of Delhi. I am happy to reveal that we will have these operational very soon. Delhi will also have six more forensic labs.
Calling for greater sensitisation of personnel at police training academies, Bharti Sharma, Honourary Secretary of the New Delhi-based Shakti Shalini, said, “Police and civil society response to sexual violence is currently focused on rape, due to which other sexual offences like fondling and touching are often overlooked. It is vital to acknowledge that young boys can also be victims of sexual abuse, and their complaints must be treated sensitively.
Nayreen Daruwalla, Programme Director of Mumbai-based SNEHA, emphasized that public systems and communities should take on the onus of addressing gender-based violence. “Partnerships between the police, academic institutions and NGOs can also help in monitoring and recording cases of violence against women and girls. Police also need to integrate prevention strategies into their work,” she said.
In a new initiative, CHRI also released a short film, “24 Hours” on the work and challenges before the police and other responders in the crucial first 24 hours after a rape survivor comes to the police with her complaint. Inaugurating the film, Andrew Mackenzie, Deputy Head (Political and Bilateral Affairs) at the British High Commission said, “Globally, one in three women are beaten or sexually abused once in their lifetimes. It is our hope that institutions will be able to use this film to shape their trainings and procedures and design the best possible response while engaging with rape survivors. We really feel by working together and putting women and girls at the heart of our work will we be able to tackle issues of violence against women.”
Among the other concerns raised in the conference were the need for police accountability and sensitisation, systemic impediments to women’s access to justice, dominant patriarchy in the society and legal processes and remedies.

Disinvestment of SAIL Subsidiaries Alloy Steel Plant Durgapur, Salem and Bhadravati Steel Plants

The Government has accorded ‘in-principle’ approval for strategic disinvestment of only three units of Steel Authority of India Limited (SAIL) i.e. Visveswaraya Iron and Steel Plant (VISP), Bhadravati, Salem Steel Plant (SSP), Tamil Nadu and Alloy Steel Plant (ASP), Durgapur.  These three units of SAIL have been consistently making losses.  The entire process of the strategic disinvestment would be carried out with the help of a Transaction Adviser (TA), a Legal Adviser (LA) and an Asset Valuer (AV).  The Request for Proposal (RFP) for appointment of TA, LA and AV have been uploaded on SAIL website.
Alloy Steel Plant (ASP), Durgapur has been consistently making losses for last 5 years. Despite investment of around Rs.400 crores, VISP is making losses for last 10 years. Similarly, despite investment of around Rs.2200 crore under modernisation and expansion, SSP is making losses for last 5 years.

A major modernisation and expansion programme has been carried out simultaneously at all the five major plants viz. Bhilai, Bokaro, Rourkela, Durgapur & Burnpur and special steel plant at Salem. The Expansion Plan, besides capacity enhancement from 12.8 Mtpa to 21.4 Mtpa of crude steel, adequately addresses the need of SAIL Plants towards eliminating technological obsolescence leading to improvement in operational efficiency.  Under the Modernization & Expansion, SAIL has installed latest state-of-the-art technologies like 7m tall Coke Oven Batteries with coke dry quenching, high volume (more than 4000 m3) Blast Furnaces with Top Pressure Recovery turbines, auxiliary fuel injection & Cast House slag granulation plants, Steel Melting Shops with latest steel making, refining and casting technology and state-of-the-art rolling mills viz. coupled Pickling and Tandem mill for cold rolled products, Universal Rail Mill for longer rails (upto 260 m), 4.3m wide Plate Mill etc. The cumulative expenditure incurred till February, 2017 is Rs. 64,986 crore towards Modernisation & Expansion, Mines and related sustenance schemes.

Precariousness has increasingly become a typical characteristic of urban spaces, where social and economic transformations lead to rises in material and environmental insecurity. The Agence Française de Développement (AFD) and the Centre for Policy Research (CPR) will be hosting a discussion on ‘precarious neighborhoods’ featuring panelists from government and academia alike, to present and discuss how precarious neighborhoods can be approached within the broader urban context. Agnès Deboulet will be speaking about the issue, while Véronique Dupont and Solomon Benjamin will present cases focusing on Delhi and Chennai metropolitan areas. This will be followed by a discussion with the participants, beginning with a response from the  panel constituted of Anjali Bharadwaj, Bipin Rai, and Rakesh Ranjan.

The discussion is in the context of the book, Rethinking Precarious Neighborhoods, published by the Agence Française de Développement (AFD), which aims to change our perspective on such urban spaces. Building on extensive field research across all continents, the contributions in this book demonstrate that the diversity and uniqueness of these precarious neighborhoods is not well understood. They should neither be vilified nor glorified; they are simply home to ordinary citizens who live and work in diverse cities.

This book’s wide range of contributions examine accepted ideas about such precarious neighborhoods, challenging traditional concepts surrounding clearance, rehousing, rehabilitation, or the formal categories of citizenship. Participants at the workshop will receive a copy of the book.

FRANCE’S HOLLANDE SAYS NO TRADE DEAL WITH UK BEFORE BREXIT

French President Francois Hollande said Thursday that Britain must agree on the conditions of its exit from the EU before the bloc’s members discuss other issues such as a trade deal. “First we must begin discussions on the modalities of the withdrawal, especially on the rights of citizens and the obligations arising from the commitments that the UK has made,” Hollande said. “On the basis of what progress is made, we could open discussions on the framework of the future relations between the UK and the EU,” he added. Hollande’s approach echoes that of German Chancellor Angela Merkel who Wednesday snubbed Prime Minister Theresa May’s call for negotiations on the UK’s exit from the EU to run alongside talks on defining the conditions of their future relationship. YOGI ADITYANATH ORDERS FREE TREATMENT TO THOSE INJURED DERAILMENT OF MAHAKAUSHAL EXPRESS

Uttar Pradesh Chief Minister Yogi Adityanath has directed to provide medical relief to injured passengers of the derailed train Mahakaushal express free of cost who have been admitted to district hospital Mahoba or referred to Jhansi medical college. He said, no negligence should be allowed in treatment and medical aid to the victims.
District police chief Mahoba Gaurav Singh told AIR that 52 passengers were injured when Nizamuddin bound Mahakaushal express derailed near Kulpahar railway station in Mahoba district late last night. He said, two of the injured have been referred to Jhansi. Mr Singh said, all injured are out of danger. He said, central agencies are reaching Mahoba to probe the accident. Railways have already announced an inquiry conducted by a senior grade officer. District authorities have also initiated probe into it.
State Health Minister Sidharth Nath Singh has said that he himself is monitoring the relief operation and medical help to victims. No causality is reported so far. Quoting sources, AIR correspondent reports that 8 bogies of the train including four AC coaches, one sleeper, two general and a SLR coach of the train were affected in the accident. Cause of the accident is yet not known.
Officials said, Railway traffic is disrupted on Mahoba- Jhansi rail section. Mahakaushal express has started its onward journey with 10 coaches leaving derailed bogies. Eight additional coaches were attached to the train at Jhansi railway station. Local passengers have been sent to their destinations by buses. Above one dozen trains have been either diverted or cancelled due to this accident.
Railways have opened helpline numbers at different stations following the derailment. Help line numbers working at Mathura are 0565 2402008 and 2402009, Allahabad- 0532 1072 and 2408149, Kanpur- 0512 1072 and 2323015 ,16, 18. Helpline number at Jhansi is 0510-1072, Gwalior 0751-1072 and Banda 05192-1072.

‘GLOBALISATION IN QUESTION’: IS DOLLAR HEGEMONY INEVITABLE?

Is Dollar Hegemony Inevitable? Possibilities for Reform in the Global Reserve System

The global reserve system is dominated by a single currency, the US dollar, in which the vast bulk of global trade and finance is conducted. This currency hegemony gives the world’s only superpower the exorbitant privilege of having its own liabilities function as the global currency. Several scholars argue that the scale of this privilege help seed the financial crisis of 2007. Emerging markets poured their savings into dollar-denominated debt, creating a flood of cheap credit that lead to wild speculation and subsequent collapse. Since the crisis, several reform measures for this destabilising global reserve system have been suggested, with speculation on everything from a return to the gold standard, an elevation of the IMF’s Special Drawing Right (SDR), and the rise of the Chinese Renminbi being discussed. This lecture offers a systemic account of how the global reserve system works in order to evaluate these claims. It argues that that global currencies will continue to be nationally based, hence reforms will have to focus on international institutions capable of disciplining the (existing and/or rising) hegemon rather than creating new synthetic currencies like the SDR.
Prof Anush Kapadia teaches sociology in the Humanities and Social Sciences Department at the Indian Institute of Technology, Bombay. He has studied at Amherst College and Columbia University, having completed his doctoral thesis in anthropology in 2009. Prior to IIT Bombay, Prof. Kapadia taught at City University, London and Harvard University. His research focuses on the politics of financial systems, trying to understand how system-design choices are also political choices, and how these choices lead to macro-social outcomes such as growth or crises.

This is a first in our series of monthly lectures on “Globalisation in Question”, where we will draw upon renowned scholars and practitioners to address specific undercurrents of globalisation and their impact on a variety of issue areas.

MALAYSIAN PM ON SIX DAY VISIT TO INDIA

Prime Minister of Malaysia Mohammed Najib Bin Tun Abdul Razak today arrived in India on a six day visit. On the first leg of his visit, Mr Razak reached Chennai this afternoon. The visiting dignitary is scheduled to meet Governor and Chief Minister of Tamil Nadu.
Briefing about the visit in New Delhi this evening, Joint Secretary (South) in External Affairs Ministry Jaideep Mazumdar said Prime Minister Razak will hold delegation level talks with Prime Minister Narendra Modi on Saturday. The two leaders will discuss entire gamut of bilateral relations including terrorism. Several agreements will be signed after the talks between the two leaders.
Mr Razak will address Trade expo by Malaysia – India Business Council Forum on Monday. He is scheduled to call on President and Vice President during his stay in New Delhi. He will also visit Jaipur on Sunday.

AAP IN CONTROVERSY AND MLA TWEETS SYCOPHANTS KEJRIWAL

Aam Admi Party unofficial  reports ticket distribution in the MCD polls is the reason behind Rishi’s outburst.AAP’s Janakpuri MLA Rajesh Rishi quoted couplets saying a regime nears its end if one relies on sycophants and tagged Kejriwal. Rishi later deleted the tweets. as per media reports.The party tried to control the damage, claiming that everything is fine between the leadership and the MLA. Despite repeated attempts, the Jankapuri MLA could not be contacted. His office said, Rishi has been away since morning.
AAP’s Bawana MLA had quit the party early this week, launching on attack on the Delhi government. He was also learnt to have been upset with the party over ticket distribution. AAP has 65 MLAs in the 70-member Assembly. Rishi was in news after his brother was arrested for assaulting a women last month. Interestingly, the party had fielded Rishi, along with other Poorvanchali MLAs, to take on Delhi BJP President Manoj Tiwari when note ban was announced.
Few days after Bawana MLA Ved Parkash quit the AAP, another party legislator aired his dissatisfaction today, cautioning Delhi Chief Minister Arvind Kejriwal against “sycophants”.
Delhi ruling outfit AAP is embarrassed with its  preparations to contest its first civic polls in Delhi on April 23 after the disappointing performance in Punjab and Goa.
Another controversy around AAP ,Delhi Lieutenant Governor Anil Baijal has directed chief secretary M M Kutty to recover 97 crore rupees from Aam Aadmi Party (AAP). The money was allegedly used by the AAP government on advertisements which is in violations of the Supreme Court guidelines.
Mr. Baijal also ordered an inquiry into the spendings on advertisements projecting Chief Minister Arvind Kejriwal and his party and asked the chief secretary to fix responsibility. The AAP will have to reimburse the money within a month.
In a report earlier this month, the Comptroller and Auditor General had also found that the AAP government spent 29 crore rupees in releasing advertisements outside Delhi which was beyond its responsibility.
In 2015, the Supreme Court said that government ads cannot feature Chief Ministers or other political leaders. It exempted photos the Prime Minister, President and Chief Justice of India from its ban. Last year, the court relaxed its rules to permit photos of union ministers and Chief Ministers.

US : NO REMOVAL OF SYRIAN PRESIDENT BASHAR AL-ASSAD.

US representative to the United Nations Nikki Haley says that the US is no longer prioritizing the removal of Syrian President Bashar al-Assad. Ambassador Haley said yesterday US cannot necessarily focus on Assad the way that the previous administration did.
Washington’s priorities in Syria have changed with the new administration, and the US will no longer focus on the removal of President Bashar Assad as a condition for ending the six-year civil war, a top official said.
“Our priority is no longer to sit there and focus on getting Assad out,” Ambassador Nikki Haley told a small group of reporters on Thursday.
“Our priority is to really look at how do we get things done, who do we need to work with to really make a difference for the people in Syria.”
Earlier in the day, Secretary of State Rex Tillerson said that the future of President Assad “will be decided by the Syrian people.” 
Under President Barack Obama, the US said Assad must go and backed the rebels fighting against him. But US resources shifted after the rise of the so-called Islamic state. Speaking during a visit to Turkey yesterday, US Secretary of State Rex Tillerson said Mr Assad’s long-term future will be decided by the Syrian people.
A representative for the Syrian opposition called Mrs Haley’s announcement unfortunate, adding that American representatives are sending contradicting messages. They clearly said Assad has no role in the transitional period.
President Donald Trump has vowed to work more closely with Russia, which has been supporting Mr Assad with its military might during the Syrian civil war.

GERMAN PRESIDENT CALLS FOR STRONGER FRENCH-GERMAN LEADERSHIP

New German President Frank-Walter Steinmeier has called for stronger French-German leadership to ensure the EU’s future one day after Britain triggered its exit from the bloc. Steinmeier said in a joint statement with French president Francois Hollande during a visit to Paris that “whether we want it or not, Germany and France will have to assume a greater responsibility… to build Europeans’ hopes.” He said the EU can be changed but remain “vital, indispensable.” French president Francois Hollande warned against “the trap of nationalism” in Europe and called on member states to show greater solidarity

NATO, RUSSIA SHARE TROOP INFORMATION

NATO’s chief says the allies and Russia remain at loggerheads over the conflict in Ukraine but have exchanged briefings on their troop movements elsewhere in Europe to help ease tensions. NATO Secretary General Jens Stoltenberg’s remarks came after ambassadors from the military alliance’s 29 nations met Thursday for the first time this year. Russia briefed the ambassadors about new troop deployments near its western border, while NATO gave an update on forces being deployed to the Baltic states and Poland.

TOSHIBA TO SPINNING OFF CHIP ARM

Toshiba shareholders have approved a proposal to spin off the company’s mainstay memory chip business.
The plan was given the go-ahead by a two-thirds majority at an extraordinary shareholder meeting on Thursday.
Toshiba’s US nuclear subsidiary Westinghouse filed for Chapter 11 bankruptcy on Wednesday. The company says total losses for the current business year could reach 9 billion dollars.
Toshiba wants to spin off its chip unit to cover the deficit and rehabilitate operations.
At the shareholder’s meeting, management faced numerous questions about why the massive losses at Westinghouse weren’t noticed earlier.
Toshiba plans to decide on the successful bidder or bidders by June.
The president of Toshiba says the bankruptcy filing by its US subsidiary Westinghouse is the first step toward turning around the ailing Japanese conglomerate.
Satoshi Tsunakawa spoke to reporters on Wednesday after the US nuclear unit filed for Chapter 11 bankruptcy protection.
He said the filing is indispensable for reviving Westinghouse and is in line with Toshiba’s policy to shut down its risky nuclear operation abroad.
He noted that Toshiba might incur further losses from the bankruptcy. Toshiba’s total losses for the current business year are reported to exceed 1 trillion yen, or about 9 billion dollars.
Tsunakawa said he feels great responsibility and pledged all-out efforts to put Toshiba back on its feet.
He said the company will continue its efforts to raise funds by spinning off its mainstay flash memory chip operation and selling other assets.
He noted Toshiba plans to secure a steady profit flow from its social infrastructure business in order to beef up its financial base.
He said now Toshiba has almost completely withdrawn from the overseas nuclear business.
He pledged Toshiba will continue to decommission reactors in Japan, taking seriously its sense of social responsibility.
Toshiba’s US nuclear subsidiary Westinghouse has filed for Chapter 11 bankruptcy protection.
The Japanese manufacturing giant is cutting its losses on its US nuclear business as it tries to rebuild its finances.
It faces ballooning costs to meet safety standards at 4 reactors in the US.
The subsidiary received orders for the reactors in 2008.
Toshiba says it could post a net loss of over 9 billion dollars for the current fiscal year.
Just over 2 weeks ago, Toshiba executives announced they would remove Westinghouse from their consolidated financial statements.
They intend to withdraw from the US nuclear business entirely.

CHINA ACKNOWLDGES DETAINING FORMER TAIWAN PARTY MEMBER

China has acknowledged it detained a former Taiwanese ruling party worker for alleged involvement in activities that threaten national security.
A former member of the ruling Democratic Progressive Party in his 40s remains missing since he travelled from Macau to Guangdong, southern China, on March 19th.
A human rights group in Taiwan says the man follows human rights issues in mainland China, and has been posting remarks on democratization in Taiwan.NHK
Taiwanese officials have been asking Beijing to reveal the man’s whereabouts.
A spokesperson for China’s Taiwan Affairs Office said at a news conference on Wednesday that the man is suspected of endangering national security and remains under investigation.
Beijing didn’t specify the activities he has been allegedly involved with or where he is detained.
China has halted dialogue with Taiwan since the president of the Democratic Progressive Party, Tsai Ing-wen, expressed disagreement with the “one-China” principle.

PARK GEUN-HYE IS ARRESTED

Park  arrested on Friday morning. The charges against her include an allegation that she received or agreed to receive about 38 million dollars in bribes from the Samsung Group.
She was transferred to a detention center on the outskirts of Seoul.
Prosecutors can keep Park in custody until April 19th. But they are expected to indict her before April 17th, when the presidential election campaign kicks off. This is to minimize the impact of the case on the May 9th election.
Opinion polls show that Moon Jae-in of the Democratic Party, the country’s largest party, has a comfortable lead among the presidential contenders.
South Korean court  has approved the arrest of ex-President Park Geun-hye on corruption allegations. Friday’s ruling by the Seoul Central District Court means prosecutors can immediately put Park in a detention facility. Prosecutors can detain her for up to 20 days before formally charging her. Prosecuting attorneys have been pushing for her arrest over allegations that she colluded with a confidante to extort money from businesses in exchange for political favors as well as committing other offenses. The Constitutional Court ruled to dismiss Park over the allegations earlier in March, three months after Parliament voted to impeach her.
Two former South Korean presidents have been arrested in the past after losing immunity from criminal prosecution.
Chun Doo-hwan was president for 8 years from 1980.
He was arrested and indicted in December 1995 for taking bribes while in office, and his armed suppression of pro-democracy citizens and students in the 1980 Gwangju uprising.
A district court issued the death sentence.
The Supreme Court sentenced Chun to life in prison.
Roh Tae-woo served as president for 5 years from 1988.
He was arrested in November 1995 for bribery and his role in the Gwangju uprising. He was sentenced to 17 years in prison.
Both Chun and Roh were pardoned in December 1997 by then-President Kim Young-sam.
If arrested, Park Geun-hye will be the third ex-president arrested and the first in 22 years.

IRRI AND FAO STEP UP JOINT EFFORTS TO GLOBALLY BOLSTER SUSTAINABLE RICE PRODUCTION

Focus is on food security and helping poor farmers by enhancing crop resilience and adapting to climate change
ROME, ITALY — The Food and Agriculture Organization of the United Nations (FAO) and the International Rice Research Institute (IRRI) have agreed to cooperate more closely to support sustainable rice production in developing countries to improve food security and livelihoods while safeguarding natural resources.
An agreement signed today seeks to better pool the scientific knowledge and technical know-how of the two organizations so that they can expand and intensify their work globally.
The partnership primarily aims to enhance sustainable rice-based farming systems through capacity building activities – including assisting governments draw up and implement national and regional policies and strategies – to the benefit of small-scale farmers, especially women.
“The world faces very significant changes over the next few decades to produce the volume and quality of nutritious food to feed a global population heading for 10 billion people,” said IRRI Director-General Matthew K. Morell. “Addressing these issues relies on global partnerships, and today, IRRI is delighted to be reaffirming through this Memorandum of Agreement our commitment to work with FAO to enhance sustainable rice-based production and food systems through awareness raising, capacity development, knowledge exchange, and evidence-based analyses for policy support.”
“With over three billion people across the globe eating rice every day, rice is critical to global food security,” said Maria Helena Semedo, FAO Deputy Director-General, Climate and Natural Resources. “Ensuring sustainable rice production is a key contribution to the global goal of ending hunger. By teaming up with IRRI, already a long-standing partner, we will be able to scale up, complement and amplify our work towards reaching this goal.”
Making the rice value chain more sustainable
In many countries around the world rice is a staple crop for food security and consumption trends are growing. At the same time rice production is vulnerable to the increasing impacts of climate change, including extreme weather events such as droughts and floods.
Both FAO and IRRI are actively promoting more sustainable rice practices throughout the value chain – production, marketing and consumption – to optimize its nutritional properties and as a means of improving livelihoods and tackling poverty, particularly in rural areas.
FAO has developed the Regional Rice Initiative for Asia and Pacific which promotes enhanced crop resilience while increasing efficiency and farmers’ income. In Africa and in Latin America the UN agency is engaged in scientific and technical cooperation including the sharing of technologies and best practices to increase production and productivity, including reduction of post-harvest losses and improved grain quality.
IRRI is engaged in strengthening capacities of all rice sector actors through its capacity development activities, including IRRI Education and the Sustainable Rice Platform.
The Sustainable Rice Platform is a global alliance to promote resource efficiency and sustainability in trade flows, production and consumption operations, and supply chains in the global rice sector. The Sustainable Rice Platform recently established the world’s first standard for sustainable rice. Through the Sustainable Rice Platform, IRRI aims to use environmental and socio-economic benchmarks to maintain yields for rice smallholders, reduce the environmental footprint of rice cultivation and meet consumer needs for food safety and quality.
At the same time, IRRI Education works to build capacity through-out IRRI’s extensive partnership network.
Improving varieties, transferring knowledge
FAO and the IRRI will together assist rice producing countries to adopt improved and adapted rice varieties, enhance availability of certified seeds and also the transfer of knowledge — including on pest management — through participatory approaches such as farmer fields schools.
The two organizations also will seek to strengthen partnerships for post-harvest handling, and help farmers and other rice producers add value by developing and marketing rice by-products rich in proteins and micronutrients, and explore the appropriate use of rice by-products to generate energy, animal feed and other agricultural products.
In addition, FAO and the IRRI intend to work together to ensure that women farmers can participate in viable, safe and dignified entrepreneurial opportunities in the rice value chain, and that there is an improvement in work conditions in the rice sector.

NDB PROMOTING ‘SUSTAINABLE INFRASTRUCTURE’ WITHOUT EVEN DEFINING IT

                                                                                                                                                                            
New Delhi, March 30, 2017. Before the start of the Second Annual Meeting of the Board of Governors of the New Development Bank in New Delhi, the Peoples’ Forum on BRICS conducted a day-long convention in New Delhi to look at the various trends in development finance, mechanisms to monitor trade and finance in BRICS countries, and various stakes involved with the emergence of New Development Bank.
The convention titled New Development Bank – Peoples Perspectives was addressed by academicians, economists, environmentalists, journalists and indigenous communities from the BRICS countries. They in unison raised the issues related to the lack of: transparency, accountability, benchmarks about the environmental and social, grievance redressal mechanisms, and spaces of engagement for the civil society organizations and peoples’ movements in New Development Bank.
Ciao Borges, a lawyer representing Conectas, a not-for-profit organization with the consultative status from UN-ECOSOC from Brazil, said “the NDB given its wide implications ought to have an accountability and transparency structure.”
He further said that so far the Shanghai based Bank, which claims to focus on ‘sustainable infrastructure’, has approved seven investment projects in all member countries for a total of over USD 1.5 billion, with 75% investments on renewable energy. Despite this, the Bank has not felt the need to define the concept of Sustainable infrastructure. This leaves the door open for investments which are profit oriented and not completely sustainable in nature. Moreover with lack of transparency and redressal mechanism, the affected communities would have no recourse to file their complaints and concerns.
Soumya Dutta, convener, Climate & Energy Group of Beyond Copenhagen Collective, and one of the founders of India Climate Justice Platform, points out that none of the investment made was related to health, education etc and all has gone to construction of roads, solar and hydropower plants. This leaves one wondering if all money has gone to the needs of the industry where corporates can come into play. Another concern raised by Dutta is that of ‘Climate proofing of infrastructure’ which protects investments from the climate change not the people who are at the receiving ends.  All this achieves considerable significance in the wake of recent statement of Bank’s president KV Kamath, who announced that the Bank would double its lending every year over the next 2-3 years to leverage its USD 10 billion capital in first 6-7 years.
“We are not against renewable energy but it has to be decentralized. The current funding is for the large scale projects, which leads to the large scale displacements. For any project to be sustainable and inclusive the benefits have to be equally distributed,” said Madhuresh Kumar, convener of  the National Alliance of Peoples Movement, who has worked on displacement issues in the Narmada Valley. Susana Barria. Project Coordinator, Public Service International, gives example of the promotion of the rooftop solar panels as a strategy to reduce displacement. She further says that since AIIB and NDB will only facilitate the norms of the dominant global financial systems, we can not expect much from them to work in peoples favor.
The convention was addressed by the subject experts like Nagesh Prabhu, Prof. Biswajit Dhar, Leo Saldhana, Susana Barria, Atul Bhardwaj, Caio Borges, Soumya Dutta, Ram Wangkheirakpam, Himanshu Damle, Benny Kuruvilla, Joe Athialy, Madhuresh Kumar among others. This will be followed by a press conference by Madhuresh Kumar, Soumya Dutta, Caio Borges and Susana Barria. The convention was attended by the civil society organizations from all the BRICS countries and states as far as Manipur, Kerala, MP in India.
The upcoming Second Annual Meeting of the Board of Governors of the New Development Bank will discuss the strategy plans over three days in Delhi during March 31-April 2, 2017. It was decided during the convention that the Peoples Forum on BRICS will bring out a declaration as a response to the outcomes of Second Annual Meeting.

1 April 2017, Kuala Lumpur/ Hong Kong/Bangkok/ – ABU, CASBAA and UNICEF are calling for entries for the 17th Asia-Pacific Child Rights Award from broadcasters and producers in the region.
Programmes both for children and about children are eligible and can cover any children’s rights issue. Entries can include documentaries that detail the plight of children, dramas that help break down stereotypes and discrimination, or animation that teaches and entertains.
Entries must have been broadcast between June 2016 and June 2017 and must be received by 30 June 2017.  The Award will be presented during the CASBAA Convention in Macau in early November 2017.

NCA reports just 2,82,725 hectares area under Narmada Canal Command was served in its latest report against over 18,00,000 hectare in DPR.

Even worse Rs.10,000 Cr SAUNI program to Fill Surashtra & Kutchh Dams with Narmada Waters for over 4 years after Spending lot of money – SSNNL has refused to allocate water for the scheme.

Gujarat has TOYED with the idea to BUILD Fresh Water Lake in Sea – A Bridge across Sea – but no water is being released even for Industries downstream. Sea water has moved in 40 kilometers.

In another CAG report most Municipalities have No Sewerage Service – Sewage is released in to ground or rivers untreated.

ARTIST SHYAM SHARMA’s writes…

Printmaking has been integral to India’s art tradition and several renowned painters especially from Bengal have made seminal contribution to the art of printmaking and works like Nandlal Bose’s leno cut “Bapu” are iconic.

I am a print maker and have created a series of fifty prints – Gandhi – SANMATI. The series was created using an indigenous process i.e the rubbing process of print-making. The process includes creating stencils and engravings on blocks creating different shades of a single colour and evoking textural contexts. These monotype prints were then enhanced through ‘Cincole” or the collage technique.

Following my long oeuvre as a teacher at the Patna Arts College, I experimented in diverse print-making techniques. I have used flat wooden blocks to play with chiaroscuro, the effect of light and shade. I made engravings on blocks of clay which were used in printing impressions on paper. The memory of soil cracks on the engraved clay bocks yield amazing  texture and give fresh perspective to the prints.

With time and experience, the subjects of my paintings have changed too. The series on display, inspired by the life, ideals and philosophy of the Mahatma ‘Gandhi – truth of time’, is based on the philosophy of life of the Mahatma. To my mind, it follows the artistic trajectory of Nandlal Bose’s leno cut “Bapu”.

I am delighted that the works are being presented in Delhi by the United Nations Information Centre to promote the UN Secretary-General’s TOGETHER CAMPAIGN.

MARKING INTERNATIONAL DAY OF UN PEACEKEEPERS 


The International Day of United Nations Peacekeepers is an occasion to salute the peacekeepers of today who serve in some of the world’s most volatile and dangerous environments. This day was commemorated today with the Centre for UN Peacekeeping (CUNPK) at the Manekshaw Centre in New Delhi, jointly with UN Women and the United Nations Information Centre for India and Bhutan (UNIC) at a panel discussion on ‘UN 70 and UN Peacekeeping’. The Manekshaw Centre also set up a Peacekeeping exhibit produced by UNIC a couple of years ago but is still very current.
UNIC Director Mrs. Kiran Mehra-Kerpelman delivered the message of UN Secretary-General Ban Ki-moon: “United Nations peacekeeping has given life to the UN Charter’s aim “to unite our strength to maintain international peace and security.” Through years of struggle and sacrifice, the iconic Blue Helmet has earned its place as a symbol of hope to millions of people living in war-ravaged lands…As we commemorate seven decades of the United Nations, let us all do our part to ensure effectiveness of this flagship enterprise of the Organization.” He also said that to meet new challenges, he had appointed a High-Level Independent Panel to assess the state of UN peace operations today – both peacekeeping and special political missions – and the emerging needs of the future.
The Panel was presided over by Lt. Gen. Philip CamposeVice Chief of Indian Army Staff, PVSM, AVSM**, VSM, ADC who paid tribute to the UN Peacekeepers for their exemplary level of professionalism in upholding the high ideals of the United Nations and making a more peaceful, just and equitable world. He called for a one-minute silence to honour those who had fallen in the line of duty. He reminisced about his stint at UNPROFOR in 1992 calling it one of the first missions of modern day peacekeeping. “Our work is central to whatever else the UN undertakes in conflict zones”, he said. “In Northern Iraq, during our weekly morning assessment meetings of the situation in Iraq, all 14 Heads of UN Agencies were always present”. He also said how new technologies had emerged which should help face the emerging needs of the future but that training was a crucial link. “We have made a niche for training at the CUNPK which has brought us worldwide acclaim.” He also lauded women’s contribution to peacekeeping. “On this day, we renew our commitment to the ideals of the United Nations. We have come together to celebrate this day,” he said.
Mr. M. Muhawar, Joint Secretary Political, Ministry of External Affairs delivered the message of Mrs. Sushma Swaraj, Minister of External Affairs in which she honours the brave men and women who serve far away from home and who should be recognized. She paid tribute to those who had laid down their lives.
Lt Gen I.S. Singha, VSM presented his challenges in UNPKO in Middle East and said that Peacekeeping has become very challenging over the years. He said that at crunch time, you are the person on the ground and you have to take the decisions. New York Control Centre will help you thereafter in anyway. He said that there was no black and white solution in the Middle East, but lots of shades of grey. “The more you think you know about the region, the less you are equipped to predict what will happen the next day”, he said. He gave a very good overview of the current situation. “Indian peacekeepers have been in that region from the very beginning and have stayed throughout the mission”, he noted with pride.
Lt. Gen. Chander Prakash, SM, VSM (Retd.), talked about the challenges in UNPKO in Africa, which he said were totally different from other regions. Some of the reasons for strife are historical factors, borders dispute, ethnicity, oppressive regimes, political instability, military coups, poor economic performance, high unemployment and external interests, among others. Today there are 9 peacekeeping missions in Africa out of a total of 16 in the world. Peacekeeping in Africa is not traditional peacekeeping and multi-dimensional responses are needed. Peacekeeping and peace-building go hand in hand, to alleviate human suffering. He described the pitiful condition of the civilians in many of those areas. He said that female peacekeepers are very important to gain the confidence of the population. We need to win the hearts and minds of the local population he said. Above all, a pro-active public information strategy is needed to dispel misinformation and skewed perspectives. Let us have the right mindset on this Peacekeepers Day.
Col. P.P. Singh, Director, Staff Duties 3A (UN) presented a wonderful kaleidoscope of India’s peacekeeping history. Today India is the third largest contributor of troops. “The UN remains the only world body capable of grappling with emerging challenges,” he noted.
UNIC produced a monograph to mark 70 years of India’s contribution to UN Peacekeeping which was launched by all the dignitaries present and was well received by the audience.
Dr. Rebecca Reichmann Tavares, Representative, UN Women for India, Bhutan, Maldives and Sri Lanka said that UN peacekeeping had evolved in order to meet new challenges. A key element of this evolution had been the recognition that women are vulnerable targets and easy casualties during conflicts. Today, attacks on women are an instrument of warfare. The international community has also realized that women peacekeepers play a critical role in peacekeeping operations. We now know that more than 70 percent of those displaced due to conflict are women and children. “This is where the role of women peacekeepers becomes crucial,” she said. “Women personnel can foster a sense of stability, security and trust between the peacekeeping mission and the community, as well as with survivors of armed conflict. They can respond to the trauma or specific needs of women survivors.” Female peacekeepers act as role models in the local environment, inspiring women and girls in often male-dominated societies to push for their own rights and for participation in peace processes. Based on this understanding, the UN Department of Peacekeeping Operations has made significant efforts to incorporate the needs of women in the planning, execution, and evaluation of its missions. This involves, among other things, increasing women’s representation in mission leadership, police and military components to gender units and, more recently, women protection advisors.
Dr. Reichmann Tavares proposed the vote of thanks on behalf of Mr. Louis-Georges Arsenault, Acting UN Resident Coordinator and Head of the UNICEF office in India.

NEW ERA OF STRONGER EUROPEAN INVESTMENT BANK ACTIVITY ACROSS INDIA AND SOUTH ASIA

New era of stronger European Investment Bank activity across India and South Asia
Finance Minister Jaitley inaugurates the new EIB Regional Representation for South Asia in New Delhi, following agreements for EUR 450m of new support for sustainable transport and renewable energy projects
The European Investment Bank’s first permanent office in India was formally opened earlier today, by Arun Jaitley, Finance Minister of the Republic of India, Werner Hoyer, President of the European Investment Bank, Andrew McDowell, European Investment Bank Vice President responsible for South Asia and H.E. Tomasz Kozlowski, Ambassador of the European Union to India.
At the formal opening of the European Investment Bank Regional Representation new contracts totalling EUR 450 million were agreed that will support sustainable transport and renewable energy investment in India. This includes a new EUR 250 million for construction of the Lucknow Metro that represents second tranche of a total EUR 450 million backing for the project.
A EUR 200 million loan to the State Bank of India to finance construction of new large scale solar power schemes across the country was also signed at the office opening. This will support plans to install 20 GW of grid connected solar power by 2020 under the Jawaharlal Nehru National Solar Mission.
The new office, to be located with the European Union Delegation to India in Shanti Niketan in New Delhi, will strengthen links between countries across South Asia and the European Investment Bank, the world’s largest international public bank. The presence of EIB staff in New Delhi will enable greater private sector investment in the country by ensuring better access to the EIB’s products and initiatives and providing direct guidance on possible technical and financial support provided by the Luxembourg headquarters of the EIB.
The new Regional Representation represents the first ever permanent presence of the European Investment Bank in India. The office will be headed by Donal Cannon an experienced banking specialist who during an 18 year career with the EIB has previously managed financial transactions supporting infrastructure and corporate investment, across in Africa, Asia and the Pacific.
“The European Investment Bank has supported long-term investment across India for more than 20 years. This has included harnessing renewable energy, strengthening industry and reducing carbon emissions. As the world’s largest multilateral public bank and a global leader in financing climate action, the EU Bank recognises that the time is right to increase our engagement across South Asia. This is part of the European Union’s efforts to strengthen its important relationship with India and South Asia as a whole. The opening of a regional office of the European Investment Bank in the sub-continent will ensure closer ties with public and private partners across the country, where our financial support and technical expertise can strengthen long-term investment crucial for improving lives and transforming economic opportunities across the region.” said Werner Hoyer, President of the European Investment Bank.

PRIME MINISTER MODI WELCOMES EIB TO INDIA AND HIGHLIGHTS EU BANK’S UNIQUE EXPERIENCE AS KEY TO COUNTRY’S TRANSFORMATION

Discussions earlier today between Indian Prime Minister Modi and EIB President Werner Hoyer reflected the shared climate and environmental priorities of India and the European Union.
Prime Minister Modi took the opportunity to express his gratitude to the EIB for delivering on a promise to open a permanent office in India made at the EU-India summit in Brussels a year ago.
The role of the EIB was recognised as key to strengthening EU-India relations and the Prime Minister emphasised that he expected that the new office would strengthen support for infrastructure investment and enable closer cooperation between the EIB and Indian banking sector.
The Prime Minister further highlighted India’s commitment to increase renewable energy generation to 175 GW, improve supply of clean water across India and improve waste management in 500 cities around the country.
President Hoyer used the opportunity to confirm the EU Bank’s commitment to support climate related investment in India and areas where the unique experience of the EIB as the world’s largest financier for climate investment and renewable energy could be shared.
The President of the EIB outlined the EIB’s own experience of crowding-in investment from commercial banks and other investors. Harnessing private sector support for the gigantic objectives of climate related investment was recognised by both the EIB and India as essential given the limited resources of public budgets.
The EIB President highlighted India’s role as a key global player and emphasised the even greater importance of multilateral cooperation during a period of global political uncertainty.
The EIB’s experience of strengthening support for sustainable investment through cooperation with international capital market participants and the EIB’s pioneering role as the first issuer of green bonds worldwide ten years ago.

This presentation contextualises India’s prenatal sex selection within a larger framework of countries with a history of similar processes. India’s story with its skewed sex ratio at birth is well-known, even if its dynamics are still poorly understood. This presentation will briefly discuss the process of demographic masculinization from the 1980s, and examine the few demographic, social, and economic invariants found across countries affected by the rise in sex selective abortions. The present will focus on spatial patterns, one of the most distinct determinants of observed variations in sex ratio and conclude by considering how the known factors behind gender bias can help decipher the future of skewed sex ratios.
Christophe Z Guilmoto is a senior fellow in demography at the French Institut de recherche pour le développement (IRD) based at CEPED in Paris. He teaches at Université Paris Descartes and at the EHESS in Paris, and is also a frequent visitor to Jawarlahal Nehru University in New Delhi. He worked initially on historical demography, international migration and fertility decline in Senegal and India. Over the last decade, his research has mostly focused on sex selection, starting with India’s and China’s experience and covering later Southeast Asia, Southeast Europe, and the Caucasus. He has organized several meetings and published on both theoretical and estimation issues in relation to prenatal gender bias. He is the author of the UNFPA report on sex imbalances at birth in 2012 and has co-edited in 2016 a book on the demography of China, India and Indonesia.

Mumbai | 1st April: In a contradictory move of the state government of Maharashtra against its claim of providing ‘Housing For All’-a central scheme, various department of Maharashtra government has started an eviction drive in various informal settlements (slums) across Mumbai. These are those very settlements which were promised basic services during BMC election campaign trail. Ghar Bachao Ghar Banao Andoln (GBGBA) has written to National Human Rights Commission pointing out the violations of various human rights in this demolition drive.
A major settlement-more than 10 years old comprising at least 600 households-called Sidhharth Nagar near MHADA colony in Andheri West is under threat from the revenue department. This settlement was partially demolished as part of a three days eviction drive, on 22nd March. However, on GBGBA mass campaigning and subsequent pressure built on the authorities, the demolition has been halted for a short period. This period will last until the exams in the BMC schools are over. Around 300 children from this settlement go to the nearby municipal school.
Among many major losses the demolition (if it happens) will cause, physical health of children and women of this settlement will be at high risk. A recently prepared survey report conducted under ‘Integrated Child Development Services Scheme’ (ICDS) in Siddharthnagar has highlighted the need for additional nutrition supply to children in this area. Any denial of this service will add to their already pathetic life. A mother, whose house was demolished on 22ndMarch, was quoted saying that “My child is just 5 months old, the eviction has caused extensive damage to the ration that I had collected last week and I have nothing to eat on my own neither do I have money to buy supplementary food materials. I need to eat at least something in order to feed my child. I pleaded to authority repeatedly not to demolish my house as me and my family have no other place to resettle. But my efforts went in vain and now see where I have landed without any home and penniless to support my family”.
A preliminary survey conducted by GBGBA has shown that the income of these households are irregular and so low that they cannot afford a formal housing and hence these people are forced to live in informal settlement. Any eviction will render these families homeless forcing them to live under the sky as only shelter which can put their lives at risk especially of young ones and vulnerable to many infectious communicable diseases.
Another most inhuman act of the state came into our notice very recently when a team of GBGBA visited a Dalit community living on a pavement along the Western Express Highway toward Airport opposite to Vakola Police Station, to provide portable housing unit which can protect pavement dwellers from all weathers. This housing unit designed by BillionBricks.
Broken settlement in Santa Cruz
This settlement was brutally evicted by BMC on 10th March to ensure that a passing by minister from that road do not face this settlement. The authorities threw mud on the pavement and planted trees on it. An individual of the community describes this situation as, “we were cooking our daily meal, when the BMC (Bombay Municipal Corporation) vehicles came and started breaking our tents and threw mud and soil in our food. Almost all the community was broken and we ran to the highland situated near the community.’’ “We were asked to be in the highland near the community, and after the government convoy passes by, we can again come back and settle down”, said another individual. This settlement comprised of migrants from Jalna district of Marathwada region who settled in the city years ago but were never able to afford a formal housing. While the dreams and desires of children from privileged class have no limits, a small girl from this community- Priya dreams of sleeping on a bed. She was quoted saying “I want to sleep once in a bed; will I ever get one?’’.

There are several settlements like this in Mumbai which are under threat of eviction from various department of Maharashtra government for one or the reason. Despite guarantee of all fundamental rights including ‘right to life’ through Article 21 of the Indian Constitution to each citizen of India, we see a lot of them are violated in the absence of clear law to protect these rights especially right to shelter, right to health, right to quality life and so on. A bench comprising of Chief Justice of Delhi High Court and Justice Dr. S. Murlidhar best explains the eviction phase when it states that “what very often is overlooked is that when a family living in a Jhuggi (slum) is forcibly evicted, each member loses a bundle of rights – the right to livelihood, to shelter, to health, to education, to access to civic amenities and public transport and above all, the right to live with dignity”.
Ghar Bachao Ghar Banao Andolan has recently raised a demand for a separate legislation which can ensure every needy person a decent housing and livelihood in lines with Article 21 of the Indian Constitution. This demand resonates with one of the many recommendations made by the UN Special Rapporteur on Adequate Housing based on Rapporteur visit to India last year.
Central government has introduced a scheme with a claim to provide ‘Housing For All’ however, the provisions of the scheme are such that it will cater to the need of few while excluding the most needy persons.
Ghar Bachao Ghar Banao Andolan has written to National Human Rights Commission on Thursday pointing out the violation of various human rights due to evictions that have taken place and that may take place in near future.

Sanjeev Kumar records career-best second place finish

Chittagong, Bangladesh, April 1, 2017: Bangladeshi golfing icon Md Siddikur Rahman lived up to the expectations of the home crowd that turned up to cheer him at the Bhatiary Golf & Country Club (BGCC) in Chittagong as he registered an imposing six-shot victory at the inaugural City Bank American Express Chittagong Open on Saturday.

Siddikur shot a clinical two-under-70 in the final round to keep the trophy in the host nation of Bangladesh. He ended the Rs. 40 lakh event with a remarkable 16-under-272 total.

India’s Sanjeev Kumar finished runner-up at 10-under-278 after his impressive final round of four-under-68. It turned out to be the Lucknow golfer’s career-best finish.

Siddikur (69-66-67-70), the overnight leader by seven strokes, drove home the advantage on the final day with considerable ease as none of the other golfers posed any threat to his lead. As a result Siddikur bagged his sixth title on the PGTI. It was also his first win on the tour since his triumph in Dhaka exactly one year back.

The 32-year-old Rahman was three-under through 11 holes on Saturday after chipping-in for birdie on the fifth and also setting up tap-in birdies on the 10th and 11th with a couple of top-class chip shots. The two-time Asian Tour winner made another chip-in on the 16th, his second of the round and fifth of the week, to cruise home despite the bogeys on the 12th and 17th.

“My chipping was the best aspect of my game this week. I made five chip-ins through the tournament. I didn’t leave myself too many long putts, especially on the last day. I felt I kept up the intensity through the final round and was therefore in total control.

“I was really excited and pumped up due to the massive crowd that came out to cheer for me today. It feels really nice to win another tournament in my home country Bangladesh. This will give me loads of confidence for the rest of the Asian Tour season,” said Siddikur, who is a leading celebrity in his country.

He added, “I would like to thank all the sponsors, the BPGA, the PGTI and the Bhatiary Golf & Country Club, for making this event happen. More such events in Bangladesh will help raise the level of the sport in the country.”

Sanjeev Kumar (70-71-69-68) climbed from his overnight tied third to second place courtesy his 68 in round four. Sanjeev, who struck six birdies and two bogeys on Saturday, thus finished the event as the highest-placed Indian golfer.

The 25-year-old Sanjeev’s career-best finish and second top-10 of the season also propelled him from 12th to sixth position in the PGTI Order of Merit.

Sanjeev said, “I’m delighted with this result. I’ve been playing really well since last year and the results are gradually getting better for me.”

Delhi’s Shamim Khan (70) finished third at eight-under-280. He continues to lead the PGTI Order of Merit.

Md Zamal Hossain Mollah (even-par-288) and Md Jakiruzzaman Jakir (one-over-289) were the other two Bangladeshis in the top-10 as they finished ninth and tied 10th respectively.

‘COMMONWEALTH MUST ADDRESS HUMAN RIGHTS ABUSES IN CAMEROON’: CHRI


New Delhi/March 31, 2017: The Commonwealth Secretary General Patricia Scotland has been urged to address the spiralling human rights violations in Cameroon, press President Biya to restore fundamental freedoms and refer the matter to the Commonwealth Ministerial Action Group (CMAG).
In an appeal to Scotland, the Commonwealth Human Rights Initiative (CHRI)—an accredited body of the Commonwealth community—has expressed its deep concern over the ongoing political crisis, violation of human rights and the rule of law in the Cameroon. “It is now clear that the deteriorating situation in Cameroon merits greater attention from the Commonwealth,” CHRI said, adding that despite assurances by the Cameroon’s Minister of External Relations to the office of the Commonwealth Secretary General during a recent visit to London, there is no discernible progress on addressing the human rights abuses being committed against the Anglophonic community in Cameroon.”  
The current crisis developed in early October of 2016, with a lawyers’ strike in Bamenda, the capital of the Northwest region, and unrest in the Southwest region capital, Buea. The unrest was sparked by the violent dispersal of citizens peacefully protesting the banning of two Anglophone civil society organisations, the Southern Cameroon National Council (SCNC) and the Cameroon Anglophone Civil Society Consortium (CACSC).  “Instead of engaging in dialogue, the government authorised the use of force to disperse protesters,” CHRI said.
The right to life, freedom of speech and expression, and freedom of assembly and association are guaranteed under the preamble of the Constitution of Cameroon; Article 6 (1) & 9 (1) of the International Covenant on Civil and Political Rights (ICCPR) recognizes the right to life and prohibits arbitrary deprivation of life; and the Commonwealth Charter provides for rule of law, respect for protection and promotion of civil and political rights, and open dialogue and free flow of information. These rights were being violated by authorities in Cameroon.
“The use of tear gas and live ammunition against protesters has so far resulted in four deaths and dozens of injuries. The police have also been responsible for arbitrary arrests and unwarranted detention. Since the protests began, hundreds have been arrested. Those who have not been able to afford bail continue to be detained at undisclosed locations. Furthermore, in an act of enforced disappearance, eight protesters remain missing.” The statement points out that “the targeting of the Anglophone judiciary, and arrest of a sitting judge run directly contrary to Latimer House Principles,” which assert the relationship between the Executive, Legislature and the Judiciary.
In addition, CHRI said the Cameroon government was preventing access to information. “In January, authorities also blocked internet services in the English-speaking provinces.”

BRITISH FM PHILIP HAMMOND VISITING INDIA

British Finance Minister Philip Hammond will head a business delegation to India next week in an effort to boost international trade as UK begins the process of leaving the European Union. Chancellor of the Exchequer Hammond will be joined by International Trade Minister Mark Garnier and Bank of England Governor Mark Carney for the high-level talks in New Delhi and Mumbai.
Mr Hammond said in a statement that as Britain leaves the EU and embarks on an exciting new phase of its economic history, looking to boost trade and investment beyond the borders of Europe and strengthening their relationships with the world’s most vibrant economies is more important than ever.
Next week’s talks form part of the annual UK-India Economic and Financial Dialogue and Hammond’s delegation will include leaders from the field of UK financial services. The Treasury statement said, India’s finance sector is undergoing a significant transformation, with new payment firms, small finance banks and insurance players entering the field.

ARMENIANS TO ELECT NEW PARLIAMENT

Armenians will elect a new Parliament today in a closely fought race between the ruling party and a former coalition partner that heralds the start of a parliamentary system of government.
Sunday’s election is expected to be a close race between the majority-wielding Republican Party of Armenia, backed by President Serzh Sarkisian, and an alliance of businessman and former world champion arm wrestler Gagik Tsarukyan’s Prosperous Armenia party.
The poll election is a key democratic test for the small landlocked nation of 2.9 million, which has no history of transfers of power to an opposition through the ballot box.
Under controversial constitutional reforms, parliament, rather than voters, will elect the president for the first time, and the office of Prime Minister will become more powerful, reducing the presidency to a largely ceremonial role.
The opposition says the changes are a ruse to let President Serzh Sarksyan slip into an enhanced Prime Ministerial role at the head of the ruling Republican Party of Armenia (RPA) when his presidential term ends in 2018. Sarksyan, 62, denies the reforms were designed to extend his political career.
The outcome of today’s vote was difficult to predict, with polls showing the RPA neck-and-neck with an opposition alliance led by wealthy businessman Gagik Tsarukyan.
The campaign has already been marred by opposition claims that the government is preparing mass electoral fraud.
Ahead of the vote, the European Union delegation to Armenia and the US embassy said in a joint statement that they were “concerned by allegations of voter intimidation, attempts to buy votes, and the systemic use of administrative resources to aid certain competing parties”. Media agencies

PARAGUAY’S CONGRESS BUILDING SET ON FIRE

Protesters stormed Paraguay’s Congress building and set it on fire after a secret Senate vote to approve a bill that would allow President Horacio Cartes to run for another term.
Paraguay’s President Horacio Cartes has sacked the Interior Minister and the Chief of Police after violent protests in Friday against a bill that would allow the president to run for a second term in office.
President Cartes’ term is due to end in 2018. The protesters stormed the Congress and set fire to the building. The authorities have arrested four police officers after a protester, Rodrigo Quintana, was killed.
Political leaders yesterday paid their respects to the dead man. His body was laid out at the headquarters of the opposition Liberal party in the capital, Asuncion. They condemned the killing and called for an investigation into his death.
Hundreds of people clashed with riot police in Asuncion on Friday and broke into Congress, battering down entrances and fences and shattering windows as per aljazeera new channel.

LANDSLIDES KILL 250 IN MOCOA

Colombia, at least 250 people died hundreds more are missing after torrential rains  along with severe flooding and mudslides in devastated the city of Mocoa, in southwest Colombia, according to a statement released by the army.
Security forces said, they are searching for the missing people and more than 1000 soldiers and police are involved in the rescue effort. The flood buried whole neighbourhoods and forced residents to flee their homes.
An army statement said, there were at least 400 injured and 200 still missing in the capital of Putumayo province. President Juan Manuel Santos declared a state of emergency in the region and flew in to oversee the rescue effort.
Many of the victims did not have enough time to climb on top of their roofs, or seek refuge on higher ground.
“We’ve declared an emergency in the area so we can help people as best we can,” Colombia’s President Juan Manuel Santos, who flew to Mocoa on Saturday to oversee rescue efforts, said.
He added that 30 percent of monthly rain fell in just one night.
“All of our hearts are with the victims of this tragedy.”
An estimated 220 people were still missing, while another 400 were injured, according to the Red Cross. reports media agencies

Prime Minister Narendra Modi addressed a public meeting in Jammu and Kashmir’s Udhampur.
Prime Minister Narendra Modi today chided the youth in Kashmir valley, involved in stone-pelting incidents. Addressing a public meeting after dedicating India’s longst road tunnel that links Kashmir Valley with Jammu, he said one one side, the youth worked day and night to chisel the mountain and create the future of Jammu and Kashmir, while on the other side, the youth are pelting stones.
Modi said, it is not just the longest tunnel, it is not just a tunnel to brige the gap between Jammu and Kashmir. But, it is a tunnel that brings development to Jammu and Kashmir. He said, the tunnel will now facilitate uninterrupted travel to Kashmir in all seasons.
We all Indian wants to see Jammu and Kashmir in our life time and there lay great opportunity for tourism  sector to grow  for this  beautiful land can draw thousands of people for tourism which in turn  also bring economic growth.

Describing the tunnel as the fate-line of Kashmir valley, Modi said, it will facilitate transport of farm products, like horticulture and floriculture products to markets like Delhi without any difficulty.  Modi further added that I want to specially thank CM Mehbooba Mufti who has spent fifty percent of 40Ks package allotted to her with visible development and not papers work only . The Centre announced a package for the state and work has begun on the same.

Earlier Prime Minister Modi dedicated to the nation the Chenani-Nashri Tunnel. The all-weather route reduces the distance between Jammu and Kashmir by 31 kilometers. Jammu and Kashmir Governor N N Vohra and Chief Minister Mehbooba Mufti were also present on the occasion.
After the inauguration, Modi, along with Vohra and Mehbooba, travelled in an open jeep through the tunnel for some distance.The 9-km long Chenani-Nashri Tunnel was built at the cost of 2,500 crore rupees. It bypasses the snow-bound upper reaches of Patnitop and reduce the journey time by two hours.
The tunnel is equipped with world-class security systems and smart features like Integrated Traffic Control System; Surveillance, Ventilation and Broadcast Systems; Fire Fighting System; and SOS call-boxes at every 150 metres.
There is also a parallel escape tunnel, with ‘Cross Passages’ connecting to the main tunnel at intervals of 300
metres.

PM ADDRESSES AT SESQUICENTENNIAL CELEBRATIONS OF ALLAHABAD HIGH COURT

The Prime Minister, Shri Narendra Modi, today addressed the valedictory ceremony of the Sesquicentennial Celebrations of the Allahabad High Court.
Speaking on the occasion, he said the Allahabad High Court is like a place of pilgrimage for our judiciary. He said those associated with the legal profession also played a vital role in our freedom struggle, and protected our people against colonialism.
He urged people to think about the India we want to create when we mark 75 years of freedom in 2022. He said every citizen should prepare a roadmap towards it.
The Prime Minister said that about 1200 obsolete laws have been scrapped by the Union Government since May 2014. He said technology is playing a key role in this century and there is a lot of scope for its use in the judiciary as well. He urged those involved in the startup sector to innovate on aspects where technology can help the judiciary.

MYANMAR TO BE WELCOMED AS THE SEVENTH MEMBER OF THE SASEC PROGRAMME

The Union Minister of Finance Shri Arun Jaitley will chair the South Asia Subregional Economic Cooperation (SASEC) Finance Ministers’ Meeting in Shahjehan Hall, Taj Palace Hotel, New Delhi on April 03, 2017 at 10:15 AM. The meeting will be attended by the seven Finance Ministers from Bangladesh, Bhutan, India, Maldives, Myanmar, Nepal and Sri Lanka apart from officials from these countries and the Asian Development Bank (ADB).
As a part of the SASEC initiative, the member countries have come up with SASEC Vision for the economic growth of the sub-region, which will be launched by Union Minister of Finance of India during the meeting. It will be followed by consideration of the Joint Ministerial statement.
The event will be a unique opportunity for the member countries to discuss and exchange ideas and strive to foster better cooperation in the sub-region. Myanmar has joined the SASEC programme as its seventh member and will be officially welcomed during the event.
Shri Shaktikanta Das, Secretary Department of Economic Affairs, Ministry of Finance of India, will deliver the welcome address at the event. The Asian Development Bank (ADB) is supporting SASEC in this endeavor. The Vice President of ADB will also address the gathering on this occasion.
